Every year the Department of Defense spends millions of dollars on the purchase of new computer equipment. There is some question as to the necessity of the amount of this spending. This thesis looks at the use of information framing to influence users' perceptions of information technology using the Technology Acceptance Model (TAM). TAM does this hy measuring users' perceived ease of use, perceived usefulness, and behavioral intention toward a computer. An experiment was conducted by framing information about the technology level of two computers. Each year the Department of Defense (DoD) spends billions of dollars on information technology (IT) outsourcing. However, little formal or academic guidance has appeared that explains how, why, or even when this occurs. This study presents and evaluates several determinants that may impact a decision to outsource information technology systems in the Department of Defense. It begins with the development of a conceptual model, which was created using semi-structured interviews and an extensive literature search. Allocating resources is a difficult task when resources fall considerably short of the requirements, and there are many different opinions on what requirements should have priority. The Air Staff Housing Division must decide how to allocate a $25OM/year budget to best achieve the Air Force goals for military family housing. Despite beliefs in the benefits of good Information Resources Management (IRM) practices, executives still find their organizations plagued by outdated, inconsistent, and unavailable information. This information is often stored in disparate, standalone systems spread throughout the business. The Air Force Institute of Technology (AFIT) fails to reap the synergistic benefits of shared information despite its bounty of information systems and proclamations for IRM principles. Previous researcher postulated that this disconnect may be explained, in part, by an ownership attitude at the functional level. This study examined the effect of Group Decision Support System (GDSS) technology on perceived influence modes. The researcher measured perceived influence modes in two group treatments: GDSS groups and non-GDSS (N-GDSS) mediated groups. Actual groups in both treatments performed judgmental tasks of their own choosing. Group members then completed a survey which measured their perceptions regarding five influence sources: expert influence, influence from legitimate authority, referent influence, reward influence, and coercive influence. The purpose of this study was to determine if the computer orientation courses provided Air Force information managers are properly focused. This study found that the courses have made the desired impact and, with minor exceptions, information managers perceive then-selves to be more knowledgeable after the training. From the results of the survey it is apparent that information managers are more knowledgeable of computers than they were in a study completed in 1988. The officers who attended training after the course was modified to include computer orientation were much more satisfied with their training than previous graduates. They indicated a …

This study measured the relationship between Medical Systems Office staffing source (i.e., military medical, military communications/computer, civilian government, and contractor personnel) and quality of automated information services provided at CONUS USAF medical centers. A literature search determined that information system quality is best measured on eight dimensions: performance, features, reliability, conformance, durability, serviceability, aesthetics, and perceived quality. As a result of the Goldwater-Nichols Act, two programs directly affect the Air Force Institute of Technology (AFIT): Defense Management Report Decision 971, better known as the Defense Business Operations Fund (DBOF); and, the Corporate Information Management (CIM) initiative. The purpose of this research was to develop a model to convert existing hardcopy maintenance manual fault isolation procedures into electronic format and to partially automate the fault isolation process. A comprehensive model was developed which comprised four major components: user interface, expert system submodel, hypermedia submodel, and a submodel integration shell. Using this model, the F 15E nose landing gear fault isolation procedures were transformed into a rule based expert system. The first objective of this study was to identify all the common supply items currently being managed separately in the inventory of the various types of aircraft employed by the Brazilian Air Force, and to show how the system could be reorganized to consider the compatibility among these items. DBASE III programs were used to examine a file with 30103 registers containing part numbers occurring more than once in different aircraft's inventory, and to classify them in groups of identical items likely to be centrally managed. This study develops an expert system for measuring, interpreting, and managing the Wang VS operating system performance factors for the Work Information Management System. The system's performance concerns least known to system administrators are identified. Of these, SHARER buffers and VTOC cache are identified as factors that can significantly impact system performance with little effort. A six step process is used in developing the expert system.
