Chatbots are increasingly used in public service delivery, yet many remain difficult to use because their scope, conversational flow and persona are poorly designed. This study evaluates whether a human-centered design (HCD) approach can improve the usability of a Frequently Asked Questions (FAQ) chatbot developed for the Tanzania Ports Authority (TPA). The chatbot was designed iteratively through stakeholder consultation and expert input, with explicit attention to scope clarity, error handling, multi-turn flow and transparent persona design. This study conducts a Systematic Literature Review (SLR) to investigate the mental health challenges associated with increasing social media (SM) usage. The review compares these effects across youth and adult age groups and explores how mental health issues related to SM use have evolved before, during, and after the COVID-19 pandemic. Through a comprehensive search of databases including ProQuest, Scopus, JSTOR, and Google Scholar, 43 relevant articles were analyzed using thematic analysis. Influence Of Digital Out-Of-Home Advertising On Intention To Purchase Green Products, Michael Humbani

This study investigates the impact of digital outdoor (out-of-home) advertising on environmental product knowledge and environmental concerns, aiming to promote green purchase intentions. The investigation is grounded in the Stimulus-Organism-Response model. Data were collected through a self-administered online questionnaire completed by 274 adult consumers. Using structural equation modelling, the findings indicate that informativeness, credibility and incentives have a positive effect on environmental product knowledge. Of these, only informativeness and credibility were significant predictors of environmental concern. Furthermore, environmental product knowledge was found to significantly influence green purchase intention, but environmental concern had no significant influence. As digital financial services grow, users face rising risks of financial loss through mobile platforms, often due to limited awareness of protective behaviours. This study surveyed 1,159 mobile financial service (MFS) users in Kenya to examine attitudes, concerns, security adoption, and actual practices. A behavioural model was developed by integrating information security and privacy literature with the Theory of Planned Behaviour, and tested using structural equation modeling via smart-PLS. Findings reveal that prior financial loss significantly heightens security and privacy concerns, influencing attitudes toward mobile protection and intentions to adopt secure practices. Centralized ICT procurement is promoted as a means to improve efficiency and accountability, yet it often generates rigidity and frustration in developing-country contexts. This study investigates this paradox using South Africa’s State Information Technology Agency as an example affected by the broader challenges of digital governance in the Global South. Using an interpretivist, abductive approach, 55 semi-structured interviews with Government Information Technology Officers were analyzed thematically. Four patterns emerged: bureaucratic inefficiency, misalignment with departmental needs, workaround behavior and declining institutional legitimacy. Evaluation Of A Timetabling Software Implemented In Tanzanian Higher Education Context, Anna Kayanda, Lazaro Busagala, Matti Tedre
The African Journal of Information Systems
It is not known whether the combination of two IS system implementation approaches, Design Science Research and eXtreme Programming, can help improve information systems success in the Tanzanian HEI context. To investigate this, this study evaluated a system that was implemented using both approaches. The evaluation used DeLone and McLean’s Information Systems Success Model(D&M) and a mixed research method. The results showed that while neither the system quality nor the information quality influenced the use of the system, service quality and user satisfaction both had an influence on system use (p<0.001). System quality, information quality and service quality, however, were found to have a significant effect on user satisfaction, all three with p<0.001. Furthermore, using the system influenced the perceived net benefits (p<0.001) obtained from using the system. The findings may be helpful to other Tanzanian HEI wishing to implement information systems for their organizations as it shed light on factors that should be considered for a successful implementation. Although the D&M model has been useful on this study, it is limited by its lack of explicit recognition of contextual variables, such as organizational culture, user characteristics, and environmental factors, which can significantly impact system success.

This paper investigates factors influencing the adoption of social media analytics (SMA) for citizen relationship management (CzRM). Three real-world cases of government departments, two in South Africa and one in Germany, were investigated, and focus group discussions were conducted. The technological, organizational, and environmental (TOE) theory and qualitative content analysis guided the data analysis. Diffusion of smartphone technology has created multiple opportunities for economic development. This research investigated the use of smartphones in financial management among women’s informal saving groups in Dodoma, Tanzania. Qualitative data were collected from 10 groups, derived from 15 interviews and 3 focus group discussions (FGDs) with 22 participants and thematic analysis was done. The purpose of this paper is to investigate information privacy and security awareness among online social media (OSM) users in the Ibadan metropolis, Nigeria. Building upon the social exchange theory, some factors that could influence the disclosure of private information on social media were identified. The aim of this paper is to report students’ perceptions on whether the use of accounting software enhances their understanding of the accounting cycle, and improves their information technology skills. Kolb’s experiential learning cycle is used to argue that offering a concrete learning experience increases effective learning. The study uses survey research to determine students’ perspectives of the usefulness of using accounting software in enhancing their understanding of the accounting cycle in a real business environment.
