Problem. Today there is an environment in our organizations represented by “islands” of information. Information cannot be exchanged easily. The information is stored in computers that cannot talk to each other. Archaic paper processes, lack of non-proprietary international standards, and computer interoperability deficiencies have created cumbersome industry productivity problems. The purpose of the study was to determine whether differences exist between organizations in the acceptance and implementation of non-proprietary international standards and the required processes for change. Information systems (IS) research has shown that communication skills tend to be more important than technical skills to IS staff in project development activities. Yet, research findings indicate that IS staff are lacking in the communication skills they need to interact successfully with users and managers during systems development.
