Introduction: Institutional Change And Labor Market Segmentation In European Call Centers, Virginia Doellgast, Rosemary Batt, Ole H. Sorensen

This article examines the dynamics of workplace change in European call centers. Survey data and case studies from Austria, Denmark, France, Germany, the Netherlands and Spain show large national and sectoral differences in institutional inclusiveness and labor market segmentation. These reflect variation in the institutional constraints and resources available to employers and unions as they adjust to market changes. However, union strategies to organize new groups and close gaps in existing regulations are becoming increasingly important as restructuring undermines traditional forms of bargaining power.

What are the conditions under which transnational collective action is initiated and sustained? This paper presents a case study of General Motors Europe, where labor leaders have mobilized the workforce and bargained with management at the transnational level repeatedly over more than a decade as a response to management whipsawing and threats of plant closures. In contrast to structuralist interest-based theories of union behavior, we identify a process of “identity work‟ that was necessary to sustain transnational worker cooperation.

[Excerpt] The focus of this paper is one slow-burning change in the organization of capitalism in Europe, marketization (Greer and Doellgast 2013, Hauptmeier 2011). We argue that a specific species of marketization, management whipsawing, is causing social dumping in the automotive sector. By management whipsawing we mean the staging of economic competition by large corporations with several production units in a way that extracts labor concessions by pitting local workers against each other in contests for investment and production. The Social Charter, issued by the European Commission and agreed to in December 1989 by eleven of the twelve member states of the Council of Ministers, lists the expansion of such rights as one of its planks. At national level, the development of effective labour movements has involved the interaction of two processes: the establishment of formal organizational structures, and the rise of rank-and-file pressure and protest. At European level, recent years have seen significant organizational developments; this article discusses the role of the European Trade Union Confederation and the emergent European Works Councils. As yet, however, there has been no parallel evidence of transnational labour protest, and indeed the obstacles are considerable. Nevertheless, institutional frameworks may create a 'political opportunity structure' which facilitates its emergence.

[Excerpt] In the crisis of declining union influence, the United States has played a vanguard role. The weakness of labour in the U.S. has opened the door to the neoliberal policies developed here and then imposed on the global economy. More recent efforts to revitalise the labour movement aim, among other things, to reverse such policies. In suffering union decline and grappling for new strategies, we have what Alexander Gerschenkron once called the ‘advantages of backwardness’. Ironically, European unions and social democrats can perhaps derive lessons not only from our failures but also from our efforts to turn the tide.

[Excerpt] A central conclusion of this report is that firms’ voluntary principles and policies are not enough to safeguard workers’ freedom of association. They can be important initiatives, but only when they contain effective due diligence, oversight, and control mechanisms. Otherwise, as shown here, shortcomings in US labor law create enormous temptation - especially among US managers not sufficiently overseen by European parent company officials - to take advantage of them by acts inconsistent with international norms.
