The implementation of the Workforce Investment Act (WIA) requires major organizational change for employment and training agencies. The initiative emphasizes coordination, collaboration and communication among organizations for better service delivery. At this time, states are developing systems that will enable them to address the needs of all customers seeking employment. The Institute for Community Inclusion (ICI) has conducted state case studies for two purposes: (1) to identify how states have begun the process of collaboration under the new mandates of WIA; and (2) to understand the impact on customers with disabilities. Death and disability remain serious problems in the meatpacking industry, which increasingly depends on Latino workers. Here we examine these problems and the dynamics that heighten and minimize the hazards encountered in meatpacking plants. Drawing from published and unpublished sources, we provide statistical profiles and ethnographic accounts to capture the health and safety risks Latino workers face in the meatpacking plants of Iowa, Kansas, and Nebraska. Guided by recent research in labor market segmentation and the politics of social regulation, we trace the increased risk of injury and illness for Latinos to three intersecting dynamics: corporate conduct and misconduct on …

The relationship between women of color and community economic development is fundamentally a question of income. And, for women, questions of income more often than not become questions of pay equity - whether or not women and men are receiving equal pay for equal, or comparable work. Because the economy retains entrenched vestiges of sexual discrimination, the solutions to such problems lie within the political realm, where laws to ensure equality are created and enforced. The primary focus of this professional paper is to determine and then compare turnover rates between public agencies and the gaming industry in the Las Vegas area. The paper's intention is to discover what differences and similarities in employee turnover rates exist between public agencies and casinos. A secondary focus is to determine if the public sector can provide any lessons to lower employee turnover to the Las Vegas gaming industry. Layoffs, Top Executive Pay, And Firm Performance, Kevin F. Hallock

This paper examines the connection between layoffs, executive pay, and stock prices. Firms that announce layoffs in the previous year pay their CEOs more, and give their CEOs larger percentage raises than firms which do not have at least one layoff announcement in the previous year. However, the likelihood of announcing a layoff varies dramatically along with other dimensions, for example firm size, which are also correlated with CEO pay. Once firm-specific fixed effects are controlled for, the CEO pay premium for laying off workers disappears. In addition, there is a small negative share price reaction to layoff announcements.

Ballou and Podgursky offer solid economic analysis on issues surrounding the debate over whether increasing salaries for teachers leads to a more qualified teaching workforce. The authors find little evidence to support the link between increased salaries and teacher quality, then address two questions: (1) What went wrong? and (2) Which reforms are likely to meet with increased success?

The purpose of this study was to explore the diversity climate in a large teaching military hospital by assessing the perceptions of employees regarding the organizational climate, including aspects of the climate related to ethnicity, gender, age, physical ability, sexual orientation, and job level. All 3,176 eligible employees based in the medical center were invited to participate, 1,252 did so (RR = 40%). Participants were 37% minority, 57% females, 25% officer, 30% enlisted, and 45% civilian. Twenty-four percent were at the managerial level. Thank you letter and program evaluations for a workshop, "Your Ticket to the Information Highway," sponsored by the Institute for Labor Studies and Research (ILSR). The workshop was held on November 15, 1996 in Providence, Rhode Island.
The purpose of the three-hour workshop was to “provide a basic understanding of the Internet, demonstrate labor-related sites, and give [participants] hands-on experience ‘surfing the Net.’” The workshop was one of a series of three intended to help participants become more effective union leaders. It received unanimously positive evaluations from the ten participants.

The Climate for Diversity Index measures three dimensions associated with the ability of organizations or units to create an environment that allows members of all sociocultural backgrounds to participate and fully develop. The climate for diversity impacts individual outcomes such as general job satisfaction, affective commitment, identification with a psychological group/department, organizational citizenship behavior, and the intent to turnover. Several structural models depicting the relationship between the climate for diversity and the individual outcome variables were examined. Significant differences in perceptions of the climate for diversity are predicted by ethnicity, disability, and position. Data were provided by 319 members of …

More women are entering the workforce and the number of dual career couples has increased and will probably continue to do so. As women's tasks and responsibilities outside of the home have increased, those within the home have not diminished resulting in higher work-family conflict (Greenglass, Pantony, & Burke, 1988). This research examined a woman's work-family conflict from both work and family perspectives. Two models were described and tested. One model included individual and family antecedents and consequences of work-family conflict. The antecedents included sex-role attitudes, role salience, and perfectionism in the wife. The authors identify and analyze the strategies for change and techniques most often used in today's labor negotiations. Nearly gone, they say, is the traditional "arms length" approach used by negotiators in the past. Instead, modern collective bargaining is characterized mainly by divergent strategies the authors characterize as either "forcing" (highly contentious) or "fostering" (highly cooperative). The purpose of the study was to examine how a shift in elements of organizational culture impacted attitudes toward job satisfaction in a medium-sized, consumer-owned electric utility over a period of 13 years. The unit of analysis was a municipal utility distributing electrical energy to approximately 27,000 customers. Data collection included the Science Research Associate Employee Inventory, a review of the organization's documents, and a subjective Job Satisfaction Questionnaire. A one-tailed z-test was performed to test whether or not the proportion of employees answering favorable in one survey was greater than the proportion answering favorable in the other survey. It …

Examining a recent case in which the U.S. Supreme Court approved the collection of blood and urine samples from railroad employees, the authors conclude that, in attempting to improve railroad safety, both majority and minority opinions reflected undue emphasis on technical issues and inadequate attention to the intangible social values underlying traditional Constitutional rights to privacy.

This study compared the effectiveness of a piece-rate pay system in which 100% of the subject's pay was incentive-based with a base pay plus incentive system in which approximately 30% of the subject's pay was incentive-based. Two experiments were conducted. In each experiment, six subjects were exposed to both pay systems using a within-subject reversal design. Subjects participated in 6 to 9 three-hour sessions (Experiment 1) or 9 to 14 four-hour sessions (Experiment 2). Simulated bank checks with differing cash values were presented on a computer screen, and subjects entered the cash values using the computer keyboard. The dependent variable …

Hirsch develops a model of union rent-seeking in which the unions capture a share of quasi-rents that make up the normal ROI in long-lived capital and R&D. He finds that in response, firms adjust their investments in vulnerable tangible and intangible capital. Hirsch also attempts to explain the connection between the contraction of the size of unions which occurred in the 1970s and firms' lower profitability, diminished market value, and lower investment levels.

The occupational structure of black men has undergone major changes in recent years, shifting from largely blue-collar to white-collar and service occupations. At the same time there has been a decline in both the relative and absolute value of black male occupations. Moreover, it appears that labor-market discrimination still plays a significant role in the disparity between black and white male occupational earnings.
