This white paper identifies research opportunities focused on workforce development for the trucking industry, particularly regarding truck drivers and the truck driver shortage. Interviews were conducted with key national and state trucking industry leaders. In addition, the authors gathered information from relevant sessions at the Transportation Research Board (TRB) Annual Meeting in January of 2020. The researchers also synthesized recent literature related to the trucking industry and workforce development. Key findings indicate that 1) the shortage may be a byproduct of “churn,” where truck drivers are leaving not the industry, but their respective companies for other companies, which creates a …

In 2018 a financial news and commentary website, 24/7 Wall St., ranked Massachusetts as the state with the largest economic and social disparities between Latinos and non-Latino whites. For example, median household income was shown to be slightly above $80,000 for whites and just under $40,000 for Latinos. Even more starkly, the rates of homeownership were shown as 69.3% and 26.0%, respectively.

The present report offers an in-depth look at one aspect of the disparity, namely, the difference between the median wage income of Latinos and non-Latinos (a great majority of whom in Massachusetts are non-Latino white). In 2017 …

In a sample of Canadian Ph.D.’s, Warman and Worswick (2010) report that forty-two percent obtained their degree at thirty-four years of age or older. One implication is that those starting their academic career vary in age. As a result, academic labor markets provide a somewhat unique way to investigate the outcomes of workers of different age with similar work experience. This study uses a national sample of over 9,000 faculty to look at the relationship between age at the time a person earns their degree and income. In this paper, I explain the role of labor intermediaries in the weaving of capital–labor relations in capitalist agro-business. I do so by focusing on migration infrastructure or the vertical network of labor intermediaries who facilitate labor recruitment from migrant home villages and migrant labor disciplining on cane fields in rural western India, where the laborers are brought seasonally to harvest sugarcane. I show how the role of labor intermediaries cannot be understood by containing them within the villainous stereotypes associated with brokers. Labor in academic libraries has reemerged as an area of critical interest in both academic library and archives communities. Librarians and archivists have long worked to counter the diminishment of their labor within an academy that centers the concerns of disciplinary faculty who may, in turn, see knowledge workers as a footnote to the scholarly enterprise. This study attempts to explore the nature of the Tunisian national trade union, the Union Générale Tunisienne du Travail (UGTT), as it operates in Tunisia today. This was achieved by conducting in-depth interviews with Tunisians living in the greater Tunis area in the fall of 2019. Downsizing, realignment, and closure of military bases have forced many low-skilled, blue-collar federal employees into involuntary job loss and job transition. The impact of involuntary job loss on blue-collar workers has been linked to stress and other adverse psychological effects. There is gap in the literature regarding the lived experiences of federal blue-collar employees following downsizing of military bases. This Article analyzes the history, design, and effectiveness of the highly controversial CEO pay ratio disclosure rule, which went into effect in 2018. Based on a regulatory mandate contained in the Dodd-Frank Act of 2010, the rule requires public companies to disclose the ratio between CEO pay and median worker pay as part of their annual filings with the Securities and Exchange Commission (SEC). The seven-year rulemaking process was politically contentious and generated a level of public engagement that was virtually unprecedented in the long history of the SEC disclosure regime. Mergers of competitors are conventionally challenged under the federal antitrust laws when they threaten to lessen competition in some product or service market in which the merging firms sell. Mergers can also injure competition in markets where the firms purchase. Although that principle is widely recognized, very few litigated cases have applied merger law to buyers. This article concerns an even more rarefied subset, and one that has barely been mentioned. Nevertheless, its implications are staggering. Some mergers may be unlawful because they injure competition in the labor market by enabling the post-merger firm anticompetitively to suppress wages or salaries. …

As the archetypical franchisor and industry leader, McDonald’s has come under much public and legal scrutiny in recent years for its business practices and its effects on low-wage and unskilled employees. Its no hire provision—which is a term included in its franchise agreements with franchisees that bars franchisees from hiring each others employees—has been found by economist to suppress wages and stagnate growth. This provision is being challenged under antitrust law while its employment practices are being disputed under labor law. Fears of NAFTA in the United States were largely based on the belief that Mexicans and U.S. workers were substitutes: lowering barriers would allow competing products into the United States and investment outflows that would cause U.S. workers to lose their jobs to Mexico. While this may have been true when NAFTA first went into effect, subsequent production specialization between Mexico and the United States may suggest that Mexican and U.S. workers are now complements. In particular, NAFTA may have induced production restructuring throughout North America to generate integrated value chains in which workers in the three NAFTA countries work …

Academic Librarians And Labor Unions: Attitudes And Experiences, Ian Mccullough

This research project investigates librarians’ attitudes toward unions and collective bargaining through data collected from a nationwide survey of 359 academic librarians in the United States. We found that academic librarians have a generally positive view of unions and collective bargaining agreements, a notable result in a national political atmosphere that is demonstrably anti-union. Union membership is strongly bound to faculty status. Our research results imply that unionization and collective bargaining provide stronger job protections and higher wages than faculty status alone, and suggest that discussions of faculty status in academic libraries may not have provided best possible way to …

Labor Law And Innovation Revisited, Bill B. Francis, Incheol Kim, Bin Wang, Zhengyi Zhang

This paper examines the impact of changes in job security on corporate innovation in 20 non-U.S. OECD countries. Using a difference-in-differences approach, we provide firm-level evidence that the enhancement of labor protection has a negative impact on innovation. We then discuss possible channels and find that employee-friendly labor reforms induce inventor shirking and a distortion in labor flow. Further investigation reveals that the negative relation is more pronounced in 1) firms that heavily rely on external financing, 2) firms that have high R&D intensity, 3) manufacturing industries, and 4) civil-law countries. Our micro-level evidence indicates that enhanced employment protection impedes …

On 24 April 2013 more than 1,100 people died in the Rana Plaza garment factory collapse in Bangladesh. TV cameras focused on the victims of this horror – the garment workers, their unsafe and pitifully low incomes. Improvements were promised, by the factory owners, their international buyer customers, Bangladesh Government and civil society groups. This study sought to examine to what extent these promises had been delivered upon. Bangladesh is the world’s second largest exporter of ready-made garments. A comprehensive analysis of the literature review demonstrates the importance of international qualifications covering both their benefits and challenges. Inequality has been rising across the world in recent decades. Latin America has been an exception to what otherwise seems to be the prevalent trend in the U.S., Europe and Asia. In the U.S. the rise in inequality since the 1970s has coincided with the rise in Mexican immigration. In Mexico, inequality has been declining since the mid-1990s, a period during which emigration to the U.S. first increased to historic highs and then declined steeply.

Our review of the literature suggests that low-skilled immigration to the U.S., much of it from Mexico, has only played a minor role in rising …

Latinoamérica ha sido una excepción a lo que, por lo demás, parece ser la tendencia prevalente en los Estados Unidos, Europa y Asia. En los Estados Unidos, la acentuación de la desigualdad desde los años 1970 ha coincidido con el aumento de la migración mexicana. In the last twenty years, the United States government has put substantial resources behind the fight against .foreign bribery by using the Foreign Corrupt Practices Act (FCPA) to prosecute unilaterally foreign and domestic companies who engage in corruption abroad. The United States is not entirely alone in this effort, but other countries have been far less vigorous in investing resources in investigations and prosecuting cases. Because of the unilateral and extraterritorial nature of FCPA prosecutions, these cases are sometimes controversial as foreign governments resist American influence in their commercial relations.

This study focuses on the 2017 nurses’ strike and how the crippling of the public health system impacted maternal care in Kisumu, Kenya. Kenya has one of the highest maternal mortality ratios in the world, and there have been many efforts to reduce this, such as delivery with a Skilled Birth Attendant and attending antenatal care visits, all of which are centered around a functioning health system. The research team used a combination of interviews with key populations and analysis of service delivery data at local health centers to evaluate the effects of the strike on maternal care. Labor Unions And Occupational Safety: Event-Study Analysis Using Union Elections, Ling Li, Shawn Rohlin, Perry Singleton

This study examines the dynamic relationship between union elections and occupational safety among manufacturing establishments. Data on union elections come from the National Labor Relations Board, and data on workplace inspections and accident case rates come from the Occupational Safety and Health Administration. The results indicate that union elections improved occupational safety. First, workplace inspections trended upwards before the election, then decreased immediately after the election, due almost entirely to employee complaints. Second, accident case rates were relatively stable before the election, then trended downwards after the election, due to accidents involving days away from work, job restrictions, and job …
