[Excerpt] Wilentz's critique of the exceptionalist theme in American historiography is to the point. Whether one applauded the absence of feudalism, and therefore class conflict, in America with the historians of the 1950s or bemoaned that liberal democratic tradition as the "nail in the coffin of class consciousness" in the 1970s, either interpretative structure sacrifices empirical evidence for grand theory. In the former, the careers of Thomas Skidmore or Ira Stewart are all but incomprehensible; in the latter, men like Joseph R. Buchanan or Eugene V. Debs have little relevance. As increasing numbers of employers and governments in industrialized nations hasten to "Americanize" their economic policies, labor laws, and union-avoidance strategies, it has become critical for unions in other countries to learn what they can from the organizing experience of the US labor movement. Most research on factors contributing to US organizing decline has focused on the role played by factors external to the labor movement such as global competition, de-industrialization, changes in workforce demographics, new work systems, deregulation, aggressive employer opposition, and weak and poorly enforced labor laws. [Excerpt] The spring of 1933 ushered in a wave of labor unrest unparalleled in the history of California agriculture. Starting in April with the Santa Clara pea harvest, strikes erupted throughout the summer and fall as each crop ripened for harvest. The strike wave culminated with the San Joaquin Valley strike, the largest and most important strike in the history of American agriculture. All told, more than 47,500 farmworkers participated in the 1933 strikes. Twenty-four of these strikes, involving approximately 37,500 workers, were under the leadership of the Communist-led Cannery and Agricultural Workers Industrial Union (CAWIU). Buck provoked a massive tree pruners' strike when he announced a wage cut for pruners on his ranch from $1.40 for an eight-hour day to $1.25 for a nine-hour day. Buck, one the largest growers in the Vacaville fruit growing region, had raised wages to $1.40 during his congressional campaign, promising farmworkers even higher wages if he won the election. [Excerpt] When the Ravenswood Aluminum Company locked out seventeen hundred workers on October 31, 1990, it hardly looked like a big opportunity for labor. In what had become standard operating procedure for employers during the 1980s, management broke off bargaining with the United Steelworkers of America, and then brought hundreds of replacement workers into a heavily fortified plant surrounded by barbed wire and security cameras. Injunctions prevented union members from doing little more than symbolic picketing, and the wheels of justice, as they had done for more than a decade, creaked ever so slowly. [Excerpt] This paper offers an historical dimension to the impact of trade unions on earnings by estimating the union wage effect in Britain in 1889-90 using data from the US Commissioner of Labor survey conducted at that time. The determinants of union status are also investigated in terms of a probit estimation using individual characteristics which may be correlated with union membership. The results of this first step are used in the computation of selectivity corrected estimates of the union wage effect. It is found that the effect of union membership on earnings at this time was of the order …

[Excerpt] This paper presents new evidence concerning the importance of poor relief as a source of income assistance for unemployed operatives during the Lancashire cotton famine. My comparison of weekly data on the number of relief recipients in 23 distressed poor law unions with estimates of weekly cotton consumption for the period November 1861 to December 1862 suggests that the average length of time between becoming unemployed and receiving poor relief was less than 2 months. This result is shown to be consistent with available evidence on working class saving. Given the meager amount of informal assistance available to them, …

[Excerpt] Historians have long acknowledged that London, because of its enormous size and rapidly growing demand for labor, acted as a powerful magnet for migrants from throughout southern England. However, while there is a large literature documenting the flow of migrants to London, there have been surprisingly few attempts to determine the consequences of this migration for southern labor markets. This article attempts to redress the imbalance in the literature by examining the influence of London on agricultural labor markets during the nineteenth century. Given the very high price of the book, the fact that it omits Pollard's important papers on factory discipline and his chapter from the Cambridge Economic History of Europe, and the ready availability in journals of the best papers, I cannot recommend it to anyone but librarians who happen to have unlimited sources of money. [Excerpt] The book redresses two imbalances in the recent literature on interwar unemployment: its almost exclusive focus on the United States and Britain, and its predominantly macroeconomic nature. To achieve these goals, the editors encouraged the authors of the country studies to address a set of microeconomic issues, including the extent to which the incidence and duration of unemployment varied across economic and demographic groups, and the effect of unemployment on labor force participation and poverty.
