Despite the rising popularity of the practice of competency modeling, research on competency modeling has lagged behind. This study begins to close this practice-science gap through 3 studies (1 lab study and 2 field studies), which employ generalizability analysis to shed light on (a) the quality of inferences made in competency modeling and (b) the effects of incorporating elements of traditional job analysis into competency modeling to raise the quality of competency inferences. Study 1 showed that competency modeling resulted in poor interrater reliability and poor between-job discriminant validity amongst inexperienced raters. Future Perspectives On Employee Selection: Key Directions For Future Research And Practice, Neil Anderson, Filip Lievens, Karen Van Dam, Ann Marie Ryan

A future-oriented perspective for selection and assessment research is presented. Four superordinate themes of critical import to the development of future research are identified: (i) bimodal prediction, (ii) multilevel fit, (iii) applicant reactions and decision making, and (iv) tensions between research and practice in employee selection. Under each theme we pose a number of outstanding questions for research. Implications for practice and the ongoing advancement of the sub-field of selection, traditionally one of the most robust core disciplines in international IWO psychology, are discussed.

Although Organizational Citizenship Behaviour (OCB) has been studied extensively over the years in the US, the measurement of OCB has received relatively limited attention in other international contexts. This study investigates the dimensionality of a specific OCB measure in a Dutch-speaking context (Flemish part of Belgium). In addition, we examine the invariance of this measure across two different samples: supervisor ratings of 259 subordinates and peer ratings of 215 employees. Generally, we found clear support for the discriminant validity of five OCB factors but convergent validity was only established for three of the five factors. This measurement structure found was …

This study demonstrates how the subordinate’s defensiveness predicts perception of managerial behaviors, which in turn leads to trust in supervisors. From a social information processing perspective, defensiveness, the affective reaction to uncertainty and vulnerability, serves as the frame subordinates use to decode and evaluate managerial behaviors. Diversity is a vital concept when engaging with modern social science research and among higher education practitioners. Despite the pervasive discourse surrounding diversity, equity, and inclusion (DEI) initiatives, quantification of diversity remains a challenge across the social sciences. This study proposes a new conceptual framework, applies the framework to the quantification of diversity and measurement of its impacts. Further, this study demonstrates the robustness of the new conceptual framework alongside the positive impacts of diversity on institutional outcomes.
The Organization-As-The-Individual (OATI) framework arises from an integration of the social and biological sciences. The framework argues that humans, as biological organisms, …

Monetization is the conversion of benefits previously made available in kind to public officers into cash payment. This paper examines the monetization policy introduced in the 2004 Budget, the impact of monetization on the budget and the effect of monetization on beneficiaries. For the first time in history, estimates of the overweight people in the world rival estimates of those malnourished. The World Health Organization (WHO, 2002) ranked obesity among the top 10 risks to human health worldwide. In the early 1960s, nearly half of the Americans were overweight and 13% were obese. Today some 64% of U.S. adults are overweight and 30.5% are obese. Even more alarming, twice as many U.S. children are overweight than were twenty years ago, a 66% increase. Although the popularity of IT outsourcing has grown over the last two decades, approximately one third of outsourcing contracts are discontinued. This discontinuation of contracts has resulted in renegotiations with the original outsourcing vendor, switching to another vendor, and backsourcing, or the return of previously outsourced functions in-house.
IT outsourcing is expected to grow to a $160 billion industry in the United States alone by 2005. Given the conclusion by some researchers that so many outsourcing arrangements end in vendor switches or backsourcing, it is apparent that a large amount of money is being needlessly wasted. Much of what is known today concerning organizational human resource development efforts (those being employee training, education, and development activities) has steadily and favorably come from large firms. Conversely, very little is known about the extent of HRD activities in small firms, especially those with fewer than 300 employees. Revised Estimates Of Dimension And Exercise Variance Components In Assessment Center Postexercise Dimension Ratings, Charles E. Lance, Tracy A. Lambert, Amanda G. Gewin, Filip Lievens, James M. Conway

The authors reanalyzed assessment center (AC) multitrait-multimethod (MTMM) matrices containing correlations among postexercise dimension ratings (PEDRs) reported by F. Lievens and J. M. Conway (2001). Unlike F. Lievens and J. M. Conway, who used a correlated dimension-correlated uniqueness model, we used a different set of confirmatory-factor-analysis-based models (1-dimension-correlated Exercise and 1-dimension-correlated uniqueness models) to estimate dimension and exercise variance components in AC PEDRs. Results of reanalyses suggest that, consistent with previous narrative reviews, exercise variance components dominate over dimension variance components after all. Implications for AC construct validity and possible redirections of research on the validity of ACs are discussed.

The Air Force and the rest of the Department of Defense rely on valid information to make National Security decisions. The veracity of the information used to make those decisions can dramatically affect which course of action our military will take. E-learning has been defined as "the use of network technologies to create, foster, deliver, and facilitate learning, anytime and anywhere" (Linezine, 2000). E-learning is one of the fastest growing services on the Internet today with revenues between 6 billion and 7 billion dollars (Bizreport, 2003). The goal of this research was to investigate how changes in modality (communication type) and external conditioning (warnings of player deception) relate to perceptions of deception and task difficulty and in turn how these perceptions relate to the final group game scores in a cooperative effort with conflicting goals. One hundred and eight participants were grouped into teams of three, given similar instructions but different goals, and asked to play a cooperative game called StrikeCOM that mimics the intelligence gathering needed to develop an air tasking order and subsequent air strike on three military targets. Completion rates for web-based courses tend to lag behind their traditional classroom counterparts, sometimes as much as 40% (Carter, 1996; Phipps and Merisotis, 1999; Zielinski, 2000). Thurston and Reynolds (2002) employed motivational constructs to explain why some people persist while others drop out of web-based courses. Their analysis of 8 web-based courses and response from 497 active duty Air Force students indicated that completion goals, off-task distractions, availability of feedback for self-regulation, and continued confidence were important factors that distinguished those who completed their courses from those who did not. To explore to possible respite effects of deployments, active duty Air Force acquisition support personnel who were either scheduled to deploy (n=74), or recently returned from deployment (n=34) were surveyed. Analysis of variance compared the pre-deployment male's and female's perceived levels of burnout, emotional exhaustion, role ambiguity, role conflict, self-efficacy, organizational commitment, contingent rewards, operating conditions, co-worker satisfaction, and overall job satisfaction. The same analysis was conducted dividing the pre- and post-deployment groups by whether or not they had children. Several of the findings were as hypothesized. Specifically, post-deployment females reported lower scores for emotional exhaustion, role ambiguity, organizational commitment, …

On-line communities of practice are potentially powerful social learning networks that can improve organizational performance. Unfortunately, administrators of on-line communities of practice report that community members do not take full advantage of this potential. This study used Shaw and Tuggle's (2003) factors of knowledge management (KM) culture affecting organizational acceptance of a knowledge management initiative to explore this issue. Many countries realize the importance of the retention of qualified military personnel, and have tried to solve this problem using various methods. Nevertheless, the effects of those methods have not been determined or proven yet. The military retention problem is closely related to each individual's separation decision from the military.
