In the wake of catastrophic accounting scandals involving companies such as Enron, WorldCom, and Andersen, investors and the Securities and Exchange Commission have become increasingly concerned about the quality of reported earnings. Wall Street earnings expectations may be overriding common-sense business practices. In a zeal to satisfy consensus earnings estimates and project a smooth earnings path, wishful thinking may be winning the day over faithful financial representation. In this current era, gray-area accounting is sometimes misused; managers are cutting corners; and earnings reports reflect the desires of management rather than the underlying financial performance of the company.

Virtually every aspect of the corporate world is changing in response to the opportunities and challenges accompanying global expansion. Adaptation by corporations must occur or else obsolescence will result. The accounting and financial reporting profession is not immune to these globalizing currents of change. The resultant challenges are the impetus causing accounting-standard setters, namely the Financial Accounting Standards Board (FASB) and the International Accounting Standards Board (IASB), to examine areas of convergence.

Will The New “Aggregate Estimate” Method Affect The Fica Tax Liability Of Restaurants?, Terry Jackson, Dr. Ron Worsham

In the past year, a landmark Supreme Court decision changed the way restaurants calculate social security taxes related to employee tips. In the case of the United States v. Fior D’Italia, Inc. [2002-1 USTC ¶50,459], the Supreme Court ruled against Fior D’ Italia, Inc. by concluding that the IRS properly computed their social security tax liability, even though the IRS utilized a new “aggregate estimate” method. This new aggregate estimate method puts restaurants at risk of paying higher social security taxes. One such school Fundet, located in Guatemala, boasts a student body representative of all Central America. Fundet offers six majors including its most popular in computer skills. As a technical school, Fundet focuses on teaching readily applicable skills that will allow alumni to secure employment in their field immediately after graduation.

The Value To Foreign Companies To List On Us Stock Markets, Jaron H. Wilde, Dr. Erv Black, Peter Johnson

US Stock markets are stable, highly liquid, and wealthy. To benefit from the resources these markets potentially provide many domestic and foreign companies seek to be listed on a US stock exchange. All companies wishing to list must first register with the Securities and Exchange Commission (“SEC”), which regulates listed companies to protect investors and creditors. The SEC requires companies to produce financial statements that demonstrate their financial health and status. These financial statements must meet standards established in US GAAP (Generally Accepted Accounting Principles). Independent auditors audit the statements and attest whether they comply with GAAP.

Administrators of online groups face challenges in making their information attractive to users. Large groups with a lot of information must attract new users while retaining current users. Because users of large groups can get overwhelmed by the volume of information available, they key to the group’s success is attracting high-quality and easily-searched comments. To deal with the challenges of information usefulness and relevance, groups have adopted rating systems and search engines, respectively. I hope to determine whether or not rating systems really do lead to high-quality information.

Internal audit has undergone significant changes in the last few years. In particular, outsourcing of the internal audit function (IAF), often to large CPA firms, has grown in popularity as companies seek to reduce costs and to focus on core business competencies. While third-party providers claim to offer comparable or superior services to those of in-house IAFs (for example see Moss Adams 2005), the Institute of Internal Auditors (IIA) maintains that an IAF “housed internally within the organization (IIA 1998)” is the ideal structure for internal auditors.

On December 3, 1999 the Securities and Exchange Commission (SEC) issued an important accounting regulation, Staff Accounting Bulletin 101 (SAB 101), in response to concerns that many publicly traded companies were recognizing revenues inappropriately. For the past 10 years, the Public Company Accounting Oversight Board (PCAOB) has operated as an independent overseer of public company audits. Over 70 percent of PCAOB studies have been published since 2010, evidencing the increasing relevance of PCAOB-related research in recent years. Our paper reviews the existing literature on the PCAOB's four primary functions – registration, standard-setting, inspections, and enforcement. In particular, we examine PCAOB registration trends and evaluate the effects of PCAOB registration requirements on the issuer audit market, as well as discuss the relative costs and benefits (e.g., auditor behavior changes, improvements in audit quality, auditor perceptions) …

We develop and test a model that provides a unified account of the neural processes underlying behavior in a classical economic choice task. The model describes in a stylized way brain processes engaged in evaluating information provided by the experimental stimuli, and produces a consistent account of several important features of the decision process in different environments: e.g., when the probability is specified or not (ambiguous choices). These features include the choices made, the time to decide, the error rate in choice, and the patterns of neural activation. The model predicts that the further two stimuli are from each other …
