The Army of the future will need to be able to quickly respond to a full spectrum of conflict-from stability and support operations to major theater wars. Today, military leaders have limited options when reacting to the wide range of current threats existing in our world. The nation needs ground combat units that can deploy very rapidly to stabilize a hostile area while possessing combat capabilities able to terminate a threat if necessary. A Model And Methodologies For The Location Problem With Logistical Components, Siddhartha Syam

This paper significantly extends traditional facility location models by introducing several logistical cost components such as holding, ordering, and transportation costs in a multi-commodity, multi-location framework. Since location and logistical costs are highly inter-related, the paper provides an integrated model, and seeks to minimize total physical distribution costs by simultaneously determining optimal locations, flows, shipment compositions, and shipment cycle times. Two sophisticated heuristic methodologies, based on Lagrangian relaxation and simulated annealing, respectively, are provided and compared in an extensive computational experiment.

Current Air Force logistics information systems do not provide Air Force leaders and single managers a real-time sole-source logistics information system able to assess current capabilities and identify potential future problem items prior to becoming systemic problem parts. Centralizing information may provide improved command and control and support of the warfighter by reducing the time it takes to track down and identify information. Traditionally, logistics analysts have treated the delivery problem separate from the inventory and repair problems. In other words, each of these three problems-delivery, inventory, and repair-are treated individually. We combine the vehicle routing problems and inventory allocation problems in a single formulation. Furthermore, lateral re-supply is considered, in that supplies are not only available from the main depot, but also from other bases. After we get the lateral re-supply information, we set a delivery allocation plan out of the main depot. Such allocations are then delivered via vehicles stationed at the main depot. The purpose of this thesis is to develop a model to forecast civilian personnel inventory for the National Security Agency (NSA). Accurate prediction of personnel inventories will help the NSA with issues ranging from hiring, promotion, and ethnic/gender diversity to the development of cost-effective force reduction programs. The model must be capable of producing multiple-year forecasts of the NSA's civilian force structure with a minimum fidelity level that allows for break-out by years-of-service, career field, and grade. Strategic performance measures are being used to define and communicate longer term planning imperatives to organizational members and external stakeholders. These measures are designed to support the concept of a strategic management process, in which the progress towards strategic goals, and also the goals are continuously reviewed and updated. The measures are linked through associations and communicate the strategy as a series of hypothesized cause and effect relationships. The primary role of the United States Air Force (USAF) logistics planner is to plan for war. For the wing level logistics planner, an important war planning product they are responsible for is the base support plan (BSP). The BSP is the installation level plan to support unified and specified command wartime operations plans, as well as MAJCOM supporting plans. Two Armstrong Laboratory sponsored initiatives exist to automate and enhance some of the BSP processes: the Survey Tool for Employment Planning (STEP) and Beddown Capability and Assessment Tool (BCAT). Computer simulation was used to evaluate the impact of a Logistics Control Facility LCF with a Total Asset Visibility TAV system on the AF logistics systems ability to support a weapon system. For this study, the B-1B was chosen as the weapon system of interest. Two performance measures, expected fully mission capable rates and expected pipeline quantities, were used to evaluate the simulation results. Two-sample tests were used to compare the current logistics configuration of the B-1B with the same configuration, but with an LCF controlling the movement of assets. This research investigated using a multiperiod multicommodity minimal cost flow (M2MCF) formulation to model the channel cargo system of the United States Air Force's Air Mobility Command (AMC). The objective of this research was to determine how cargo should flow in the channel cargo system in order to minimize the cargo's delay enroute from its origin to its destination. This research showed the size of an M2MCF model of the channel cargo system exceeds AMC's computational capabilities.
