When organizations collaborate they often do so using partially distributed teams (PDTs). In a Partially Distributed Team there exist at least two distinct sub-groups. In addition, at least one of the sub-groups has two or more members that are geographically co-located. Co-located members can meet face to face; chat in the hallway; have lunch together; and otherwise socialize with one another. On the other hand, remote members must rely on technology to communicate and work together. In the fields of Emergency Management and Business Continuity Planning, scenarios are a widely used tool for planning, training and knowledge sharing purposes. The ability to create and discuss emergency scenarios in virtual teams can lead to many potential applications, such as discussing emergency scenarios by world-wide experts, conducting on-line exercises, and creating Communities of Practices. Existing scenario creation systems, like NxMsel provided by FEMA, allow distributed groups to create scenarios together. However, collaborative support in these systems is generally limited.

This Dissertation study folds the existing empirical literature across a broad spectrum of disciplines with the experience of a national collaboration between Fortune 500 corporations, government agencies and the United States Army to explore the capacity and key competencies required to support successful interorganizational collaboration (IOC) at the individual and organizational level. It explores the evolution of collaboration and maps the continuum of related concepts, illustrating their distinction in a spectrum of IOC. Tourism does not operate in a predictable and mechanistic environment and is influenced by unpredictable circumstances. Influences include underlying values and perceptions keeping the system unpredictable and dynamic. Tourism that utilises natural resources is exposed to the additional unpredictability of natural changes and activities and/or decisions of other stakeholders. Tourism research generally adopts reductionist approaches and has not effectively understood tourism as a stakeholder within a complex system of stakeholders. A model to enhance collaborative problem solving and program development is presented. The collaborative model is a detailed cognitive model that takes into consideration the cognitive and social activities that occur during collaborative problem solving and program development. The cognitive activities required for collaborative problem solving and program development are identified and integrated into a six-stage model.
