Spatial Decision Support Systems (SDSS) were a hot topic in the 1990s, when researchers tried to imbue GIS with additional decision support features. Successful practical developments such as HAZUS or CommunityViz have since been built, based on commercial desktop software and without much heed for theory other than what underlies their process models. Others, like UrbanSim, have been completely overhauled twice but without much external scrutiny. Both the practical and the theoretical foundations of decision support systems have developed considerably over the past 20 years. The purpose of this study was to investigate the stability of the cost performance index (CPI) for environmental remediation projects as the topic is not addressed in the literature. CPI is defined as the earned value of work performed divided by the actual cost of the work, and CPI stability represents the point in time in a project after which the CPI varies by less than 20 percent (measured in different ways).

This study examines factors influencing the user acceptance of intranets in the restaurant industry. The study uses the application of the technology acceptance model (TAM) in explaining intranet usage in restaurant operations. The TAM is an exceptional model for which to predict system usage and has been successfully applied to numerous technologies. The original model was modified to include two independent variables: organization support and information quality. The survey collected data from restaurants in the United States. As the costs of Department of Defense (DoD) Weapon Systems increase, the ability to estimate the Operating and Support (O&S) costs accurately for the various weapon systems has become vital to long-term affordability. This research focuses on the O&S costs of the Air Force fixed-wing arsenal (i.e., platforms) for 1996–2016. First, the Cost Element Structure (CES) for 52 aircraft platforms and seven operational mission categories is analyzed to derive the descriptive statistics per aircraft category through examination of actual historical costs. As an attractive business model of cloud computing, outsourcing services usually involve online payment and security issues. The mutual distrust between users and outsourcing service providers may severely impede the wide adoption of cloud computing. In this report, Shakow explains how a decentralized autonomous organization functions and interacts with the U.S. tax system and presents the many tax issues that these structures raise. The possibility of using smart contracts to allow an entity to operate totally autonomously on a blockchain platform seems attractive. However, little thought has been given to how such an entity can comply with the requirements of a tax system. Conclusion

Many rural Nebraskans think it brings shame upon a person to do the following: file personal bankruptcy, apply for food stamps and apply for income assistance. Most rural Nebraskans disagree that the following items bring shame to a person: go to Alcoholics Anonymous or other alcohol treatment, seek mental health care, and go to drug treatment. In general, rural Nebraskans say that residents of their community are more likely than they personally are to think doing the items brings shame upon a person.

The proportion of rural Nebraskans accessing the Internet using their cell phone has increased compared to two years ago. But, the proportion subscribing to high-speed Internet service at home remained stable during the past two years. Persons living in or near the smallest communities are less likely than persons living in or near larger communities to have high-speed Internet service at home.

Purpose: Recent legislation resulted in an elevation of operating and support (O&S) costs’ relative importance for decision-making in Department of Defense programs. However, a lack of research in O&S hinders a cost analyst’s abilities to provide accurate sustainment estimates. Thus, the purpose of this paper is to investigate when Air Force aircraft O&S costs stabilize and to what degree. Next, a parametric O&S model is developed to predict median O&S costs for use as a new tool for cost analyst practitioners.

Many retailers are adopting a dual-channel retailing strategy (DCRS) in which products are offered through two channels: physical stores and online stores. Due to regulations or competitive measures, such a strategy allows customers who find a purchase unsatisfactory to obtain a full refund through a same-channel return or a cross-channel return. A new scheme to cope with two-stage stochastic optimization problems uses a risk measure as the objective function of the recourse action, where the risk measure is defined as the worst-case expected values over a set of constrained distributions. This paper develops an approach to deal with the case where both the first and second stage objective functions are convex linear-quadratic. It is shown that under a standard set of regularity assumptions, this two-stage quadratic stochastic optimization problem with measures of risk is equivalent to a conic optimization problem that can be solved in polynomial time.
