In 2014, the California legislature for the first time took some steps to create a framework for regulating groundwater pumping in over-drafted basins by adopting the Sustainable Groundwater Management Act (SGMA), representing California's first statewide groundwater management planning program. SGMA called for local agencies to develop groundwater sustainability plans within the next five to seven years and then achieve sustainable levels of groundwater extraction by approximately 2040 to 2045. California's prior efforts to regulate groundwater extraction is discussed, as well as groundwater depletion.

An analysis of the historical cause of seawater intrusion in the Pressure Area of Monterey County. An annual overdraft of groundwater resources near the coast coupled with a seasonal cycle of over pumping created a reversal in the groundwater gradient and associated cones of depression. "Marine intrusion has occurred in the 180-foot aquifer in recent years as a result of overdrafts." (Bulletin 52, 1946, p.27). The new mapping provides a detailed stratigraphic history of incision and deposition from the early Pleistocene to the present. Infiltration from the Salinas River and its tributaries is the source of irrigation water in this agricultural region. Irrigation water is pumped from the aquifers at depths of about 55 and 120 m. Area has become intruded by seawater, especially between cities of Castroville and Salinas.

Spatial Decision Support Systems (SDSS) were a hot topic in the 1990s, when researchers tried to imbue GIS with additional decision support features. Successful practical developments such as HAZUS or CommunityViz have since been built, based on commercial desktop software and without much heed for theory other than what underlies their process models. Others, like UrbanSim, have been completely overhauled twice but without much external scrutiny. Both the practical and the theoretical foundations of decision support systems have developed considerably over the past 20 years. This work classifies examples of infrastructure interdependencies found in the food and agriculture critical infrastructure sector. Interdependencies are identified through an examination of rice and poultry agriculture throughout the state of Arkansas. The subtleties of interdependence examples in the food and agriculture sector are inadequately captured by the well-studied interdependence classification taxonomies. Through 39 interviews, we develop an understanding of the subtle temporal, geographic, and productivity scales of interdependence in over 100 examples and present five new, distinct classifications of interdependence: (1) dynamic physical, (2) dynamic geographic, (3) deadline, (4) delay, and (5) human, economic, and natural resource interdependencies. This research explores the weekly crude oil price data from U.S. Energy Information Administration over the time period 2009 - 2017 to test the forecasting accuracy by comparing time series models such as simple exponential smoothing (SES), moving average (MA), and autoregressive integrated moving average (ARIMA) against machine learning support vector regression (SVR) models. The purpose of this study was to investigate the stability of the cost performance index (CPI) for environmental remediation projects as the topic is not addressed in the literature. CPI is defined as the earned value of work performed divided by the actual cost of the work, and CPI stability represents the point in time in a project after which the CPI varies by less than 20 percent (measured in different ways).

In most wireless channels, the signals propagate in all directions. For the communication between Alice and Bob, an Eavesdropper can receive the signals from both Alice and Bob as far as the Eavesdropper is in the range determined by the transmitting power. Through phased array antenna with beam tracking circuits or cooperative iteration, the signals are confined near the straight line connecting the positions of Alice and Bob, so it will largely reduce the valid placement of an Eavesdropper. A mathematical model and optimization framework to aid farmers in selecting crop portfolios were proposed and discussed in (Bokhira et al. 2014; Chrispell et al. 2012). In this paper, we propose a refined mathematical model which reduces the number of constraints by nearly half while the number of decision variables is about the same. Also, the proposed model is easier to implement and maintain due to its generalized structure, and it provides more flexibility for us to expand the problem. Some key sensitive analysis is also provided.
