In Search Of Safe Harbor: Suggestions For The New Rule 506(C), Usha Rodrigues

I devote most of this essay to exploring how, exactly, the Securities and Exchange Commission (“SEC”) should go about providing guidelines to implement the statutory requirement that issuers have a reasonable belief that a purchaser is accredited. The SEC has proposed rules, but these rules merely restate what Congress has already required, thus sidestepping Congress’s direction that the agency itself articulate some verification methods. Taking the SEC’s decidedly amorphous proposal to task, I recommend that the SEC offer two nonexclusive safe harbors for issuers to guide them in determining whether a natural person is an accredited investor. This paper aims to answer an important question regarding the development of new information systems (IS): "What is the predominant factor for the selection of communication artifacts for requirements engineering (RE)?". Many researchers have focused on the RE and communication as separate disciplines, but little or no research addressed the RE communication issues. These problems are important because they often lead to misunderstanding and misinterpretation of the gathered requirements. In this paper we investigate a stochastic appointment-scheduling problem in an outpatient clinic with a single doctor. The number of patients and their sequence of arrivals are fixed, and the scheduling problem is to determine an appointment time for each patient. The service durations of the patients are stochastic, and only the mean and covariance estimates are known. We do not assume any exact distributional form of the service durations, and we solve for distributionally robust schedules that minimize the expectation of the weighted sum of patients' waiting time and the doctor's overtime. According to a 2011 IMF study, Singapore's level of government intervention in housing finance is the highest in the developed world (Slide 3). This level of intervention in housing finance has correspondingly produced the highest level of homeownership amongst advanced countries. How Important Are Earnings Announcements As An Information Source?, Sudipta Basu, Truong Duong, Stanimir Markov, Eng Joo Tan

In a competitive information market, no single information source is likely to dominate all other sources collectively, but a single source can dominate all or most other sources individually. We explore whether earnings announcements constitute such a dominant source using Ball and Shivakumar’s R2 metric: the proportion of the variation in annual returns explained by earnings announcement returns. We find that earnings announcement R2 is 11% -- higher than the corresponding R2 of returns on days with dividend announcements, management forecasts, preannouncements, 10-K and 10-Q filings and amendments. This innovative application paper presents TESLA, an agent-based application for optimizing the energy use in commercial buildings. TESLA’s key insight is that adding flexibility to event/meeting schedules can lead to significant energy savings. TESLA provides three key contributions: (i) three online scheduling algorithms that consider flexibility of people’s preferences for energyefficient scheduling of incrementally/dynamically arriving meetings and events; (ii) an algorithm to effectively identify key meetings that lead to significant energy savings by adjusting their flexibility; and (iii) surveys of real users that indicate that TESLA’s assumptions exist in practice. In this paper, we look at demand forecasting by using a growth model and negative binomial regression framework. Using cumulative sales, we model the sales data for different wristwatch brands and relate it to their sales and growth characteristics. We apply clustering to determine the distinctive characteristics of each individual cluster. Four different growth models are applied to the clusters to find the most suitable growth model to be used. Fan attendance rates are a vital part to college athletics. With most athletic programs already losing money for universities, the recent decline in attendance rates has added further stress to budgets (Fulks, 2010). Most of the research on sports fans examines the socio-motivational and psychological motivations for attending games. Fan research has primarily focused on English soccer and American baseball, with little focus being placed on college soccer. Firm’s strategic orientation involves synchronizing environmental dynamics, corporate strategy and capital structure in order to achieve firm performance targets. The co-alignment model used successfully in the hospitality industry might be used in a wider context as a framework in explaining these relationships simultaneously. Using the data of public firms in Indonesia during the period of 1996-2010, we found that co-alignment model can be implemented in property and real estate industry as well as in hospitality industry.
