IPED Technical Reports

The Institute for Policy and Economic Development (IPED) at the University of Texas at El Paso was contracted by the City of El Paso to conduct a survey of citizen attitudes and perceptions about City services and general quality of life issues. This survey followed two previous surveys of a similar nature conducted by IPED in 2004 and 2006. Goals of the survey are to identify areas of focus for targeting improvements in City services and customer relations and to follow up on progress from the findings of previous surveys.

In an earlier study, the economic impact of ASARCO reopening its smelter operations in El Paso was conducted. In impact analysis, the economic contribution of a business is only one side of the story since it tells what types of firms benefit from an impact, but it tells nothing about whether those benefits are equitable. These trade offs are policy analysis concerns that are best understood with all available information. In this regard, IPED has been contracted to examine other amenity and economic factors that may lend themselves in support and/or opposition to the reopening of ASARCO.

The Export Price Index (EPI) is a measure of exogenous price shocks to a city’s export industries. Thus far the EPI has been used to estimate models of metropolitan statistical area employment demand and appears to capture exogenous demand shocks to the regional economy. This article explains the intuition behind and construction of the EPI. This documentary, filmed in 2006, examines the process of naturally dyed carpet production in a village in the Milas region of Muğla Prefecture in southwest Turkey, a region well known as a traditional Turkish carpet production area. In large numbers of villages of this region, carpet weaving is the household based work of every woman who lives there.

This investigation contributes empirical results of differences identified in key project stakeholders with respect to their use of knowledge transferred across projects. Gender and role were the two individual characteristics investigated. Project managers and members of project teams were the key stakeholders analyzed. Data was collected from 71 closed projects using a survey composed of closed-ended questions. The data collected was cross tabulated and statistically analyzed using Friedman's test and Spearman's correlation. Management scholars have become increasingly interested in the role of organizational context. As part of this trend, research on work climates has thrived. This contemporary climate research differs from traditional approaches by concentrating on facet-specific climate types like service or innovation, rather than general, global conceptualizations of climate. The carbon trading system is one mechanism proposed to reduce carbon dioxide emissions and to solve global warming. The key issues in adopting a carbon trading system include trading schemes selection, emitting permits allocation, and auction revenue distribution. This thesis discusses these problems from a Neoinstitutionalist perspective, and conducts an analysis under the socio-ecosystem framework rather than the restricted market system analysis. It is found that the most important issue is to set an appropriate cap for the total allowed emission amount through recognizing the socio-ecosystem value. This paper argues that the moderate success of policies aiming to stimulate the uptake of Sustainable Energy Systems (SES) in the domestic sector is grounded in a poor understanding of the ‘consumer’. The predominant economic approach behind most policies assumes that improving the cost-benefit ratio of technologies via grants and subsidies and providing sufficient information will automatically incentivise householders’ to invest into SES. Abstract Purpose - The aim of this article is to explore children's understanding of television advertising intent. Methodology- A different perspective on advertising intent is offered in this paper, as evidenced in an interpretive study of Irish children, aged between seven and nine years. A qualitative approach was employed, involving a series of focus group discussions and in-depth interviews with fifty-two children. Findings - The findings indicate that the participating children view advertising as serving interests including, but not limited to the advertiser. Volatility Spillovers Between Equity And Currency Markets: Evidence From Major Latin American Countries, Lucia Morales

This paper investigates the nature of volatility spillovers between stock returns and a number of exchange rates in six Latin American countries and one European economy in the 1998-2006 period. We divide our sample into sub periods, prior to and after the introduction of the Euro and we apply the EGARCH methodology to model volatility. Our results show that the volatility of stock returns affects the volatility of exchange rates; however, we do not find evidence of volatility transmission in the opposite direction.
