Devaluation has been viewed as being quite different from monetary policy (Caves, Cooper, Ethier, Frankel, Frenkel, Harberger, Johnson, Jones, Kenen, McCallum, Mussa, Salvatore, Tsiang) or even just the opposite of it in terms of its effects on real variables (Berglas, Dornbusch, Mundell). This paper yields to the temptation that Allen and Kenen set out: to follow one’s intuition and come to the clear conclusion that these two policy initiatives are very similar. It does this by specifying the conditions under which the two are identical in the small-country setting with a general degree of management of the exchange rate. The …

Pakistan was one of the few developing countries that had achieved an average growth rate of over 5 percent over a four decade period ending 1988-89. Consequently, the incidence of poverty had declined from 40 percent to 18 percent by the end of the 1980s. Table I lays down the main economic and social indicators in 1947 and compare them with 2004. The overall picture that emerges from a dispassionate examination of these indicators is that of a country having made significant economic achievements but a disappointing record of social development. This report is the first in a series of Integrated Fisheries Management (IFM) reports required under the 2004 Government Policy on IFM. Under this policy, the Executive Director of Fisheries is required to approve a sustainability report for each fishery, which includes a clear statement on the harvest level. The sustainable harvest level is that total catch, or catch range, that is to be allocated among the various user groups identified for that particular fishery. These IFM reports will assist in the process of allocating explicit shares in the use of Western Australia’s fish resources. They do not establish the …
