This paper is designed to encourage stakeholder involvement in a review of the existing Department of Fisheries' Register, and development of a concept for a new Unit 1 Register, under the Fish Resources Management Act 1994 (FRMA). It is not a fisheries management proposal but a proposal dealing with the facilitation of the fishing licence business. Comments are sought from all stakeholders, including commercial fishers, recreational fishers, banks, accountants, lawyers, third party investors and brokers.

The comments gathered through the responses to this 'issues paper' will form the basis for the Unit Register Working Group to develop the concept of …

Non-Profit Hospitals Face Structural As Well As Financial Challenges: Lessons From Massachusetts, Eric W. Hayden

Like most non-profit hospitals, those of Massachusetts are facing serious financial challenges. While the immediate issue is the shortfall between revenues and expenses, the paper finds that their real problems are structural, evidenced by at least three systemic impediments -uncompensated care, over-utilization of teaching hospitals, and an increasingly unattractive environment for the practice of medicine. Other states whose non-profit hospitals face persistent financial difficulties may find it useful to consider whether structural impediments of the type facing Massachusetts undermine the operating performance of their own institutions.

In the U.S., households participate in two very different types of credit markets. Personal lending is characterized by continuous risk-based pricing in which lenders offer households a continuous distribution of borrowing possibilities based on estimates of their creditworthiness. This contrasts sharply with mortgage markets where lenders specialize in specific risk categories of borrowers and mortgage supply is stepwise linear. The contrast between continuous lending for personal loans and discrete lending by specialized lenders for mortgage credit has led to concerns regarding the efficiency and equity of mortgage lending. Recent conditional tests show that exchange risk is priced in integrated international markets. However, these results are typically obtained assuming that intertemporal risk does not matter. We test an intertemporal international asset-pricing model where the investment opportunity set is dynamic. Using a conditional orthogonalization approach, we investigate whether the exchange risk is priced once the market and intertemporal risks are fully taken into account. We find that, in addition to the market and intertemporal risks, the exchange risk is an important determinant of risk premium. The resort was named the number one ski resort in the United States by Skiing Magazine for the past three years. In recent years, organized stock exchanges with daily price limits adopted wider limits as narrower limits were criticized for jeopardizing market efficiency. This study examines the impact of a wide price limit on price discovery processes, using data from the Kuala Lumpur Stock Exchange. Specifically, examined is the impact of daily price limits on (i) information asymmetry; (ii) arrival rates of informed traders; and (iii) order imbalance. Using both trade-to-trade transaction data and the limit order book, we compile evidence that price limits do not improve information asymmetry, delays the arrival of informed traders, and exacerbates order imbalance. During peacetime operations, the process of tracking and managing 463-L assets within the Air Mobility Command airlift system results in infrequent imbalances or accountability issues. However, during contingency operations, AMC loses control of 463-L assets as they are turned over to the intra-theater distribution system. Since current contingency operations began in October of 2001, the Air Force has been unable to account for over 97,000 463-L pallets and 220,000 cargo nets. With a single pallet and net set costing over $1,300, the total value of the equipment unaccounted for exceeds $126 million. If not corrected, this failure to account for …

This study investigated the ability of Mitchell, Holtom, Lee, Sablynski, and Erze's (2001) job embeddedness construct to predict intent to turnover after considering the historical predictors of job satisfaction, organizational commitment, job search, and job alternatives. This study extended the research on job embeddedness by investigating the extent to which age, race, gender, and marital status would affect the relationship between job embeddedness and intent to turnover. Results indicated that job embeddedness was a significant predictor of intent to turnover. However, age, race, gender, and marital status were not found to be significant moderators of job embeddedness and intent to …

Commanders possess no known confidence level when assessing base-level fuel health. Air Force logistics policies direct the "expedited evacuation of repairables to the source of repair", in an effort to allow smaller inventories. Transportation Mode selection is based only on the asset itself. This focus works well when shipping assets out from the depot to a base. When a base ships an asset back to the depot however, the priority of the asset may not be the best way to select the transportation mode. The purpose of this research was to further refine and evaluate the extent to which job embeddedness influences voluntary turnover. Specifically, this thesis sought to determine the effectiveness of job embeddedness in explaining additional incremental variance in intent to leave, above what is usually accounted for with traditional attitudinal variables. Additionally, the individual effects of tenure, education level, organizational rank, and pay were evaluated to determine if they moderated the effects of job embeddedness on a person's level of intent to leave.

Country of origin is considered to be an important determinant of the level and type of corporate social disclosure. In this paper, we use stakeholder theory to explain differ- ences in social disclosure among countries. For an economy competing at the global frontier, an innovation-based growth strategy requires a well-developed technological infrastructure, a set of capabilities-focused technology policies, as well as an institutional environment that stimulates innovation and entrepreneurship. This paper examines the role played by science and technology policy in an economy's transition to an innovation-based growth strategy. We discuss the challenges governments face as they restructure economic institutions to deepen R&D capabilities and encourage technology creation. We review Singapore's experience in this regard and assess its ongoing efforts to remake itself to compete at the global frontier.

Emotional intelligence and emotion work are two research areas traditionally presented as distinct. This article reviews their definitions, examines their intersections, and illustrates the advantage of approaching emotion research from an interdisciplinary framework. Conclusions address the following: (a) An employee's emotional intelligence or cognitive abilities cannot be assessed or developed without an understanding of the context or emotion work rules ; (b) An employee's emotional intelligence provides the foundational ability to perceive the display rules within a given job context or situation; (c) Emotion work cannot be performed well without possessing a foundation of emotional intelligence.
