There is a generally acknowledged dearth of metrics for effectively measuring organizational performance. This is particularly true of the IT function, whose contribution to a firm's "bottom line" has been frequently called to question. This paper describes the development of a performance measurement tool called the Balanced Scorecard, which can be used to assess IT performance within the cordetU of overall corporate strategy and financial performance. Data for the scorecard was obtained via a sur^'ey of senior IT executives in various organizations. Extensible Markup Language (XML) started as an effort to simplify Generalized Markup Language (SGML), which was the International Organization for Standardization's (ISO) standard for defining data vocabularies. This study investigates XML technology as a substitute to SGML that would be Web friendly, and easy to learn and use while supporting a variety of applications for faster and more efficient data mobility on the Web. Journal of International Information Management

The project management professional (PMP) certification has gained a positive reputation among project managers as well as with HR managers and recruiters. However, the organizational benefits are untested. This paper examines the business value of PMP certification. The three questions this study investigates are, "What value does certification give project managers?" "What value does certification give organizations? " and "How can organizations encourage project managers to pursue certification?" Content analysis of transcripts from twenty-five structured interviews identified several reasons businesses should encourage their project managers to pursue PMP certification, but many of the benefits are not easily quantified.

In 1995, the Department of Justice (DOJ) and the Federal Trade Commission (FTC) adopted new guidelines for the licensing of intellectual property rights without violating antitrust laws. The 1995 Antitrust Guidelines for the Licensing of Intellectual Property (IP Guidelines) state the antitrust enforcement policy of the DOJ and the FTC.1 The IP Guidelines drafted by the DOJ and FTC (the agencies) does not provide practitioners with a sufficient level of comfort as they attempt to predict the enforcement initiatives relative to intellectual property licensing.2 The IP Guidelines are inadequate because they misunderstand the nature of intellectual property markets and provide …

As a part of the IRS Restructuring and Reform Act of 1998, Congress set a goal for the IRS to have at least 80 percent of federal tax returns filed electronically by 2007. During the last tax filing season, electronic filing of tax returns increased by around 9 percent, up to 41 percent of individual returns filed, with over 18 million taxpayers filing state and federal returns simultaneously. While the number of electronic returns is increasing, the IRS is unlikely to reach its 80 percent mandate by 2007. Location awareness, the ability to determine geographical position, is an emerging technology with both significant benefits and important privacy implications for users of mobile devices such as cell phones and PDAs. Location is determined either internally by a device or externally by systems and networks with which the device interacts, and the resultant location information may be stored, used, and disclosed under various conditions that are described. We present research examining the role of organizational justice in the perceptions of patients visiting the urgent care department of a hospital. Patients' perceptions of uncertainty were found to mediate the relationship between waiting time and satisfaction and between waiting time and anger. Further, waiting time was significantly negatively related to procedural justice perceptions. Procedural justice perceptions were significantly positively related to distributive justice perceptions, which in turn, were significantly positively associated with satisfaction. We discuss the implications concerning managing the attitudes of waiting customers.

Bear Farming Collection

The objects of daily physical abuse and appalling deprivation for up to 22 years, rescued Chinese farm bears (Ursus thibetanus) pose a comprehensive challenge to the Chengdu Asiatic Black Bear Rescue Center, created and managed by the Animals Asia Foundation. This study looks at the unique conditions of the rescued bears, examines the center’s rehabilitation program, and identifies the program’s limitations. Despite the world-class care provided by the center and the qualitative improvement in their health, the bears have irreparable physical and mental incapacitation that undercuts their chances to survive in the wild. This situation questions the moral ground of …

Nba Expansion And Relocation: A Viability Study Of Various Cities, Daniel A. Rascher

An examination of possible expansion or relocation sites for the NBA is undertaken using a two-equation system requiring two-stage probit least squares to estimate. The location model forecasts the best cities for an NBA team based on the underlying characteristics of current NBA teams. The results suggest that Louisville, San Diego, Baltimore, St. Louis, and Norfolk appear to be the most promising candidates for relocation or expansion.

This article is the second of two whose goal is to advance the discussion of IS risk by addressing limitations of the current IS risk literature. The first article [Alter and Sherer, 2004] presented a general, but broadly adaptable model of system-related risk that addressed the limited usefulness of existing IS risk models for business managers. In this article, we focus on organizing risk factors to make them more useful and meaningful for business managers.

Spreadsheet engineering methodologies are diverse and sometimes contradictory. It is difficult for spreadsheet developers to identify a spreadsheet engineering methodology that is appropriate for their class of spreadsheet, with its unique combination of goals, type of problem, and available time and resources. There is a lack of well-organized, proven methodologies with known costs and benefits for well-defined spreadsheet classes. It is difficult to compare and critically evaluate methodologies. We present a paradigm for organizing and interpreting spreadsheet engineering recommendations.
