Institutional review conducted during Barbara Burch's interim presidency of WKU and presidential search.

Western Kentucky is a good university essentially trapped in time and therefore unable to change significantly. Until these constraints are eliminated or modified, the University will not be able to effectively address major issues of focus, enrollment, organization, personnel, curriculum, governance, athletics, planning and increased public and private support. Rather, it will continue to drift with occasional peripheral and cosmetic changes, none of which will be sufficient to successfully relate to Kentucky's new plan for post-secondary education.

This report has been produced at the request of Fisheries Western Australia ("Fisheries Department") as a result of a fixed term consultancy by Pacific Management Systems Pty Ltd ("Pacific").

In essence, the Terms of Reference require consideration of the interaction and possible conflict between the principal piece of legislation governing safety and health of employees in Western Australian workplaces, the Occupational Safety and Health Act 1984 ('OSH Act'), and the Fish Resources Management Act 1994 ('FRM Act') being the principal source of legislation in respect of the management of Western Australia's fish resources.

Private Businesses In China : Emerging Environment And Managerial Behavior, Kong Wing, Clement Chow, Chung Ming Lau, Hang Yue Ngo

This paper reviews the development and contribution of private businesses to the Chinese economy. The political and market environment are analyzed to picture the current position of private businesses in the national economy. Major characteristics of private businesses and their owners are presented through three survey results conducted in different periods. Managerial implications, in terms of macro environment, competition, resources, management structure and governance, and leadership and human resources are discussed.

Hong Kong has experienced an economic transformation from a manufacturing-based to a service-based economy which has impacted on the demand for manual labour. In 1992, Employee Retraining Board was set up to provide employees retraining programmes to the unemployed manual workers. This study focuses on evaluating the effectiveness of the programmes in helping the unemployed manual workers to acquire and develop knowledge, skills and abilities so that they can re-enter the labour market. TQM is increasingly being adopted by construction companies as initiatives to solve quality problems in the construction industry and to meet the needs of the final customer. Breaking Trends And The Money-Output Correlation, David Fernandez

This paper examines the impact on the money-output correlation of a univariate specification that allows time series to be characterized as stationary around a broken trend function. Though pretesting suggests that U.S. real output (industrial production) can be described as broken-trend stationary, this result has only limited impact on the money-output correlation. Before 1985 there is a strong Granger causal relationship between money and broken-detrended output (hut not first-differenced output), even when different short-term interest rates are used as regressors. However, after 1985 this relationship weakens significantly, whether or not one determines that output has a unit root.

A framework for an integrated problem solving and program development environment that addresses the needs of students learning programming is proposed. Several objectives have been accomplished: defining the tasks required for program development and a literature review to determine the actual difficulties involved in learning those tasks. A comprehensive Study of environments and tools developed to support the learning of problem solving and programming was then performed, covering programming environments, debugging aids, intelligent tutoring systems, and intelligent programming environments. Running a company requires daily assessment of opportunities, risks and trends which involve socio-economic changes and scientific uncertainties. Technical-material resources play a major role in the uncertainty of corporate economics. Overproduction combined with increasing efficiencies have resulted in accelerated use and misuse of resources, accompanied by socio-ecological abuses related to wars and pollution. A significant current threat is global warming. As a result of this global challenge several companies have moved towards a more comprehensive environmental business management model. This is seen in corporate management initiating life cycle assessment and risk analysis of their products.
