Explaining Torture And Its Reduction In A Police Department : A View From Below, Ahmet Guler

This is an ethnographic study of police deviance and police reform. This study investigates how organizational members rationalize the torture they perpetuated in the past, how they explain their sensemaking process and organizational identity change during the change process using empirical data from a counterterrorism division of the metropolitan police department (MPD) in a prospective member state of the EU.

This study develops a mapping method for studying a collective judgment building process in a decision-making group. Environmental uncertainties and a lack of information require a decision maker to make judgments about various issues relevant to the decision task. In a group setting, the members together weave their structural model of the system with available information to build a collective judgment for the decision task.

· This article describes Children’s Futures, a 10-year initiative in Trenton, N.J., that seeks to improve the health and well-being of children from 0 to 3 years old and ensure that they are ready for school.

· The Treeline Collaborative evolved from grassroots origins to become a leading organization in the community, serving as a one-stop shop for many programs and providing a structure for civic engagement of residents.

Alternative Staffing Organizations (ASOs) are social-purpose businesses created by community-based organizations and national nonprofits to “broker up” job seekers, starting with temporary assignments and forming bridges to better jobs. Funded by the C. S. Mott Foundation, the Alternative Staffing Demonstration examined four ASOs around the country for a three-year research project, with 18 months of close monitoring, exploring, and assessing the ASO model. The Center for Social Policy studied how ASOs structure the services they provide, handle day-to-day management issues, and sell their services. The commons is a theoretical formalism that is useful in understanding many diverse problems of civil society. A common (or commons) is an economic, political, social, and legal institution that enables joint, shared, mutual or collective natural or social action by agents using a “pool” of shared or jointly held or mutually controlled resources. A substantial body of work exists detailing natural common resource pools acted upon by physical or biological agents. Another large body of work on humanly-directed natural resource pools study the human-natural environment interface, interspecies conflict and population density. Gubernatorial Reputation And Vertical Tax Externalities: All Smoke, No Fire?, Per G. Fredriksson, Khawaja Mamun

This paper investigates whether reputation-building strategies guide U.S. governors’ responses to changes in federal cigarette taxes (i.e. vertical tax interactions). Using 1975-2000 state cigarette tax data, we find that reputation-building strategies affect the nature of vertical tax externalities. Lame duck governors exhibit a more negative response to changes in the federal cigarette tax. Thus, by reducing the state tax base and by causing a decline in the state tax, an increase in the federal tax rate reduces state tax revenues in states headed by lame ducks.

Tobacco Politics And Electoral Accountability In The United States, Per G. Fredriksson, Khawaja Mamun

This paper investigates whether reputation-building strategies guide U.S. governors’ state cigarette tax choices, and whether the federal cigarette tax influences such behavior. Using 1975-2000 data, we find evidence that governors in states with relatively important agricultural tobacco production and tobacco manufacturing, and which are densely populated by smokers, appear prone to reputation-building. Moreover, lame ducks are more prone to raise the state cigarette tax the lower the federal tax.

Adequate tax revenues are critical for a government to operate and maintain the delivery of services that its citizens depend. The stability of these revenues is necessary for a government to accurately forecast future revenue growth and to ensure that balanced-budget requirements are met. The Lexington-Fayette Urban County Government (LFUCG) depends upon five primary tax sources for nearly 95% of its tax revenue. These taxes comprise the city’s tax revenue portfolio and include the business net profits tax, employee withholdings tax, franchise tax, insurance premiums tax, and the property tax. Fifteen effective leaders from diverse organizational backgrounds described their significant life experiences and the impact upon their development as leaders. Using grounded theory methodology, a theoretical model emerged for assisting leaders absorb greater learning from their various life experiences. Related to the central phenomenon of how effective leaders learn from significant life experiences, four causal conditions of types of experiences were identified as influencing how leaders learn: (1) experiences of adversity or loss; (2) experiences of “stretch assignments”; (3) inspirational experiences; and (4) experiences with conflict. Geotourism is a new niche segment of sustainable tourism focused on sustaining and enhancing the geographical character of a place. The purpose of this study was to answer the question: "to what degree do visitors in the 'Crown of the Continent' share the values of geotourism?" Visitors to sites on National Geographic's Crown of the Continent geotourism mapguide were intercepted and asked to fill out a survey regarding their travel values.

· This article summarizes how 29 diverse communities throughout Colorado implemented the Colorado Healthy Communities Initiative (CHCI), which was conceived and funded by The Colorado Trust to engage community residents in the development of locally relevant strategies to improve community health.

· Participatory evaluation has set the standard for cooperation between program evaluators and stakeholders. Coalition evaluation, however, calls for more extensive collaboration with the community at large.
· Integrating principles of community based participatory research and the Substance Abuse and Mental Health Services Administration’s Strategic Prevention Framework, which guides much coalition work, into coalition evaluation has proved useful to foster community affiliations and support reciprocal relationship building. · This article describes the trade-offs between the city-level and neighborhood-based approaches in examining the Robert Wood Johnson Foundation’s (RWJF’s) Urban Health Initiative (UHI), an $80 million, 10-year effort to improve the health and safety of young people.
· Eight cities engaged in a two-year planning process; five received funding for an eight-year implementation phase. Plans that engaged in bottom-up activities, but left power and control in the hands of civic, business, social service, and political leaders, were favored. · This article describes an initiative designed to engage a broad cross section of Californians in the humanities. Initial findings from book reading groups were that participants were predominantly white, middle-aged women.
· Changing the type of programming to include poetry slams, photography, digital media, and writing programs broadened participation of various ages and ethnic groups.
