This primer is an introduction to the basic laws of employee benefits. It is often assumed that there are legal impediments to employers providing benefits to phased retirees, part-time workers and the contingent workforce. From a benefits law perspective, this is really not true. By statute, self-employed workers are sometimes excluded from plans required to be employee-only but employers face few other prohibitions when designing their plans.

A "flexible work arrangement" (FWA) is any one of a spectrum of work structures that alters the time and/or place that work gets done on a regular basis. The term includes (but is not limited to):

1. flexibility in the scheduling of hours worked, such as alternative work schedules (e.g., flex time and compressed workweeks), and arrangements regarding shift and breack schedules:

2. flexibility in the amount of hours worked, such as part-time work and job shares; and

3. flexibility in the place of work, such as working at home or at a satellite location.

تناولت الدراسة الممارسة الحالية لمجالات المراجعة الخارجية للأداء البيئي في السودان، حيث هدفت إلى التعرف على العلاقة بين المحددات المتعلقة بالمنشأة، والمحددات المتعلقة بمراجعي الحسابات أنفسهم، والمحددات المتعلقة بالبيئة الخارجية والتشريعات الحكومية وبين مستوى ممارسة مجالات المراجعة الخارجية في بيئة الاعمال السودانية ومن ثم تقديم بعض الإجراءات والممارسات التي يمكن أن تساهم في تطوير عملية مراجعة الأداء البيئي في السودان. ولتحقيق اهداف الدراسة تم اعداد استمارة استبيان وزعت على المراجعين الخارجيين بولاية الخرطوم حيث بلغ حجم العينة (200) مراجع خارجي. توصلت الدراسة إلى أن أبرز المحددات تمثلت في عدم اهتمام منشآت الأعمال بمراجعة الأداء البيئي والافصاح عنه في التقارير والقوائم …

Though Western analysts tend to mention al-Qaida and Taliban in Pakistan in the same context, the dynamics of their relationship are far more complex than a cursory examination would reveal. The context of this relationship is best understood within the overarching paradigm of militant activities of post 9/11 Taliban and al-Qaida remnants in Pakistan's tribal areas, where these groups flourish. The military struggle in Afghanistan has significantly influenced the formation of a loosely structured alQaida/Taliban "nexus" that was forged in Pakistan's Federally Administered Tribal Areas (FATA), particularly Waziristan. The term "perimeter defense" has come back into vogue recently, with regard to security strategies for North America. The United States' concern primarily with the terrorist threat to its homeland subsequent to September 11, 2001 (9/11) is generating this discussion with its immediate neighbors of Mexico and Canada (and to some extent some Caribbean nations—the "third border"). The concept is simply that by pushing defenses out to the "perimeter" nations, then security will be enhanced, since the United States visions itself as more vulnerable to international terrorism than its neighbors. Much of the debate surrounding contemporary studies of terrorism focuses upon transnational terrorism. However, historical and contemporary evidence suggests that domestic terrorism is a more prevalent and pressing concern. A formal microeconomic model of terrorism is utilized here to understand acts of political violence in a domestic context within the domain of democratic governance.This article builds a very basic microeconomic model of terrorist decision making to hypothesize how a democratic government might influence the sorts of strategies that terrorists use. According to the research, Boston could have reduced its 2010 health premiums by between 15.6 and 17.1 percent, for a savings of between $41.4 and $45.4 million by joining the state’s Group Insurance Commission, more widely known as the GIC. The City is unable to join the GIC, however, without first receiving 70% union approval, according to state law. This requirement and the associated tradeoffs involved are a major barrier to municipal participation in the GIC. Several cities and towns including Boston have called for cities and towns to have the same ability as the state to design health insurance …

Statewide Vacationers To Montana: Are They Geotravelers? , Dylan Boyle, Norma P. Nickerson

Institute for Tourism and Recreation Research Publications

Nonresident vacationers in Montana were surveyed concerning their geotraveler behaviors as well as what was important to them while traveling in Montana. The study found that vacationers do exhibit geotraveler tendencies and can be divided into strong and moderate geotravelers. Strong geotravelers represent 34 percent of vacationers, and they were the youngest, most educated, and most affluent group.

The Optimal Degree Of Reciprocity In Tariff Reduction, Pao Li Chang

Research Collection School Of Economics

This article clari.es the roles played by trade policy, in contrast with iceberg transport cost, in the popular setting of Melitz (2003), and characterizes the optimal reciprocal trade policy in such a setting. I show that import tariffs and iceberg transport cost are not equivalent in the strength of their trade-restricting e¤ects and their welfare implications. With all the con.icting effectsof import tari¤s on welfare considered, the optimal degree of reciprocity in multilateral tari¤ reduction turns out to be free trade.
