Viet Nam is expanding its nuclear energy program for the application in various areas including industries, agriculture, healthcare, education and research. Recognizing the importance of the nineteen issues laid out in the IAEA document “Milestones in Development of a National Infrastructure for Nuclear Power” [1], Vietnam is considering how to address these issues. This paper describes the establishment of nuclear security infrastructure in Viet Nam and how Viet Nam has addressed one of the nineteen issues, that is human resource development in nuclear energy in general and in nuclear security in particular.

What role do local governments play in promoting sustainable economic development? This article uses a 2014 national survey to analyze the relationship between local environment and social equity motivations and the kinds of economic development strategies local governments pursue (business incentives or community economic development policies). Municipalities that pay more attention to environmental sustainability and social equity use higher levels of community economic development tools and lower levels of business incentives. These places are also more likely to have written economic development plans, and involve more participants in the economic development process. [Excerpt] Budgetary pressures on the Social Security system have increased in recent years, prompting a variety of proposals to restructure the U.S. retirement income program. Most of these proposals ignore the possibility that the retirement patterns of older workers are likely to respond to changes in the incentives to retire. This chapter presents two important pieces of information for policymakers. First, we provide previously unavailable evidence on how changes in the structure of Social Security benefits would alter the economic incentives to retire at different ages. This chapter develops empirical measures of the economic incentives for deferred retirement among older workers. Using a new data file on pay and pensions, we construct intertemporal budget sets reflecting income available to workers at alternative retirement ages. The analysis explores how continued labor force attachment is rewarded in terms of net earnings, Social Security benefits, and private pension income.

Recent changes legislated in the U.S. Social Security system have altered the economic incentives to work and retire. Some older workers will respond to these new incentives by retiring at different ages. This paper evaluates the signs and magnitudes of these responses. Four specific changes in the structure of Social Security benefits are examined: raising the normal retirement age, delaying the cost-of-living adjustment, lowering early retirement benefits, and increasing late retirement payments. Behavioral parameters are estimated using an ordered logit model of retirement ages; these are used to predict how retirement behavior might respond to each of the four reforms. …

The tourism and hospitality industry has not always followed sound environmental stewardship. Increased awareness among tourists worldwide has prompted sustainabilit­y discourse encouraging long-term systemic approaches to planning and development. The research article proposes a holistic conceptual conservation framework that shows how a united tourism and hospitality industry can curtail the processes of environmental destruction and collectively offer authentic touristic experiences. Visitors can fully experience tourist destinations through integrated ecotourism, ethnotourism, and other related tangential offerings alongside those of larger tourism and hospitality providers. Abstract – The purpose of the study was to assess the opinions of two equal groups of QUALTRICS panelists, one having lived through a CAT 5 storm and the other not, on their respective beliefs about the effect man-made global warming has had on increasing the intensity of major weather events. The authors identified individuals in each group based on individual eco-orientation. Created by the Affordable Care Act (ACA), Consumer Operated and Oriented Plans (CO-OPs) are private, non-profit health insurers that were designed to increase insurance plan choice and lower premiums in the Health Insurance Marketplaces. Early analyses of the ACA suggested that CO-OPs may be particularly beneficial for rural communities, where fewer individual and small group health insurance options have traditionally been available.

On January 6, 2016, the Moroccan telecommunications regulatory agency, the ANRT, announced a ban onVoice Over Internet Protocol(VoIP) calling services such as Skype, WhatsApp, and Viber. The ban triggered sweeping opposition among the Moroccan public, opening discussion of digital rights, censorship, and Internet governance. Considering liberal democratic rights in the 2011 Moroccan Constitution and a history of censorship, this study analyzes the official justification of the ANRT alongside additional explanations involving business interests and the security services. In 2012, Rose Community Foundation and the Caring for Colorado Foundation supported an environmental scan on children’s behavioral health to better understand challenges and opportunities for philanthropic investment. In the wake of the report’s release they established the Funders Learning Network on Early Childhood Mental Health, an organization of more than 10 community, private, and family foundations, to develop shared strategies for promoting the behavioral health of young children and families.

This article examines the efforts of Mile High Connects, a collaborative working to ensure that the Denver region’s $7.8 billion transit project benefits low-income communities and communities of color by connecting them to affordable housing, healthy environments, quality education, and good-paying jobs.

This article explores how The Colorado Trust confronted the fact that the lives of many Coloradans remained fundamentally unchanged after years of nonprofit-led grantmaking and, in response, developed a community-led grantmaking process aimed at achieving a new vision of health equity.

These shifts led to significant changes both within The Trust and in long-standing relationships with many nonprofits. The Trust dissolved its program department and replaced the program officer position with a team of “community partners” tasked with building relationships with residents in far-flung regions of the state. One of the dominant tensions in philanthropy involves the question of whether foundations should focus their grantmaking on projects that come from the community versus projects that have a base of scientific evidence. How a foundation answers this question leads to different strategic orientations.

This article describes how this tension was expressed and resolved during The Colorado Trust’s early years of initiative-based grantmaking. The community-based philosophy is illustrated through the Colorado Healthy Communities Initiative, while Home Visitation 2000 serves as an exemplar of the evidence-based approach. The Colorado School Health Education Initiative purposefully integrated the two philosophies.
