Strategies For Managing An Aging Workforce, Marie F. Jones

The Southeastern Librarian

Demographic trends show that the population of librarians in the U.S. is rapidly aging. This paper examines the ways that library managers can make workplaces more attractive to older librarians in order to encourage them to remain in the workforce beyond retirement age. The article dispels some negative stereotypes of "the older worker" and shows the advantages of retaining individuals with experience and maturity. It also addresses organizational climate, management, and training issues related to older workers.

The Montana Vacation Experience is the analysis of in-depth interviews of 53 Montana vacationers. Part 1 provides direct quotes from vacationers in Montana related to their vacation experience. Five themes related to the vacation emerged: trip planning, experiences and activities, motivations, relationship to the environment, and impressions of Montana.

Maine's natural resources have been attracting visitors to the State for more than 150 years, from artists drawn to the beauty and wildness of the coast, such as Thomas Cole in 1844, to Henry David Thoreau's well-documented trip to Katahdin popularized in his collection of essays The Maine Woods. Early artists like Cole lodged with local farmers and Thoreau's journeys into the Maine woods were aided by Native American and local guides. These early artists and adventurers could be said to be among the first nature-based tourists in Maine, while those who provided lodging and guide services were among the …

The high price of housing on the coasts, population growth in the large metropolitan areas of the south, southwest, and west, and the issue of affordability for low- and moderate-income households across the country fueled the view that housing production was insufficient and that the shortfall was contributing to rising prices and limited housing choice. Indeed, underlying all of the housing-related changes and issues of the 1990s were the factors of supply and demand. The nation grew by 13.5 million households while 13.2 million building permits were filed. Nationally, housing supply was just about in balance with population growth. But …

The increase in the proportion of older adults, many with one or more chronic medical conditions, will increase the demand for long-term care. Paul Saucier and Julie Fralich discuss the socio-demographic factors affecting long-term care policy, and describe various state and federal options for providing and financing long-term care. They note that Maine’s long-term care system has so far been able to absorb considerable growth in people by serving increasing numbers in lower-cost settings. Getting Creative About Elderly Housing, Frank O’Hara

In his commentary on Stephen Golant’s article in this issue, Frank O’Hara notes that Golant has very successfully identified the problems of some older homeowners. However, he suggests that the solution Golant proposes—government-assisted rental housing—may apply to only a few members of the group. Moreover, very little government-subsidized rental housing is being built or planned in Maine. Using Golant’s data, O’Hara extrapolates that affordability is the primary problem for older Maine homeowners. Stephen Golant, a national expert on elderly housing concerns, describes the types and seriousness of housing problems facing elders nationally and in Maine. Although older adults are predominantly homeowners, national policymakers often downplay the needs of this group and hand over responsibility to state and local governments. The author reviews arguments that cynics have offered for deemphasizing older homeowners’ needs, and discusses various solutions to meet those needs. Recent press has highlighted shocking examples of bias, self-dealing, and inaccuracy in the behavior of the securities analyst. Critics have attributed the bubble and subsequent crash in the technology sector to analyst hype and posited that undue analyst optimism contributed to scandals such as Enron. After many years of minimal regulator oversight analysts are now the subject of extensive regulatory reform proposals, including a mandate in the Sarbanes-Oxley Act of 2002 requiring that the Securities and Exchange Commission adopt a variety of restrictions on analyst behavior.

Following the collapse of the Enron Corporation, the ethical obligations of corporate attorneys have received increased scrutiny. The Sarbanes-Oxley Act of 2002, enacted in response to calls for corporate reform, specifically requires the Securities and Exchange Commission to address the lawyer’s role by requiring covered attorneys to “report up” evidence of corporate wrongdoing to key corporate officers, and, in some circumstances, to the board of directors. Failure to “report up” subjects a lawyer to liability under federal law.

The Qualified Legal Compliance Committee: Using The Attorney Conduct Rules To Restructure The Board Of Directors, Jill E. Fisch, Caroline M. Gentile

The Securities and Exchange Commission introduced a new corporate governance structure, the qualified legal compliance committee, as part of the professional standards of conduct for attorneys mandated by the Sarbanes-Oxley Act of 2002. QLCCs are consistent with the Commission’s general approach to improving corporate governance through specialized committees of independent directors. This Article suggests, however, that assessing the benefits and costs of creating QLCCs may be more complex than is initially apparent. Importantly, QLCCs are unlikely to be effective in the absence of incentives for active director monitoring. This Article concludes by considering three ways of increasing these incentives.
