The Jones Act: It Is Time For Reform, Richard L. Clarke

The Jones Act was passed in 1920 as an amendment to the Merchant Marine Act. Its initial purpose was to protect a rail monopoly operating between the state of Washington and the territory of Alaska. It restricted transportation between U.S. ports to U.S. built, owned, registered and crewed vessels. Over the past 77 years it has become very controversial. This paper examines its costs and benefits and concludes that the Jones Act is indeed in need of major reform.

Shipper insights and opinions regarding the characteristics of the market for international airfreight in intermodal logistics were explored in this study. The methodology utilized was focus group research. The findings suggest that shippers’ intermodal airfreight decisions are driven by weight and time sensitivity; that the strength of an organization’s information system, especially in relation to tracking and tracing capabilities, is the most important category of service; that shippers respond very positively to personalized service; and that shipper selection of integrators and/or freight forwarders is destination specific. This paper examines the basic relationships which shippers, carriers, and facility operators have developed in the design and operation of bulk intermodal facilities, or transload terminals. The analysis is based on 349 truck-served transload facilities throughout the United States. The facilities are examined for commodity types being handled and the types of handling equipment being used. The results demonstrate a strong relationship between certain handling procedures and commodity types. Examining International Freight Forwarder Services: The Perspectives Of Current Providers And Users, Paul R. Murphy, James M. Daley

The service quality literature indicates a variety of gaps between expected and perceived quality, and that service quality is a key determinant of customer satisfaction. As such, the present paper examines international freight forwarders (IFFs) and IFF customers with respect to various services which might be provided by IFFs; the paper also reports on user satisfaction with their IFFs. The study results identified several mismatches between what the forwarders are currently providing and what services the users view as important. In addition, the satisfaction ratings suggest that forwarders’ performance has room for improvement.

Previous research showed that pigs reared in substrate-impoverished conditions performed a smaller proportion of their total behavioural repertoire in their home pens (showed lower behavioural diversity), than pigs reared in substrate-enriched conditions. This study examined whether these differences were the result of fundamental changes in behavioural organisation. A T-maze task was used to test the hypothesis that substrate-impoverished pigs are prone to develop fixed, unvarying behaviour which may underlie their reduced behavioural diversity. A preference-testing apparatus was used to provide sows with continuous access to three identical farrowing crates, each with a different type of flooring. The crates radiated from a central hub area sufficiently large for sows to enter or leave any crate freely. Changes in political and economic power can affect channel structures and decisions. Western channel models may not be useful for understanding the process of change in Central and East European transforming economies. This discussion suggests that channels in transforming economies may be controlled by groups or networks of people with mutual interests, a phenomenon the authors call interest domination. This study describes the prioritization schemes utilized in the Air Force logistics reparable pipeline. The reparable pipeline is defined and illustrated with flowcharts. A literature review examines previous research conducted on the reparable pipeline, including analytic and conceptual pipeline models, and pipeline management studies. In addition, the topic of prioritization as defined in the production/operations management academic discipline is reviewed. This thesis analyzes the financial impact of applying a single inventory requirements model to three separate classes of inventory at the Defense Logistics Agency's (DLA) Defense Supply Center-Columbus (DSCC) commodity management facility. DLA' 5 blanket application of its variation of the Economic Order Quantity (EOQ) requirements model may not be appropriate for all levels of demand, possibly suboptimizing DLA's desire to minimize inventory costs while still providing an appropriate level of customer service. The adoption of the 'Objective Wing' organization in the U.S. Air Force has realigned many base-level maintenance functions. Support equipment is currently maintained and accounted for by several units under the Logistics Group Commander. This research determined the feasibility and consequences of consolidating or realigning maintenance of powered and non-powered AGE, MMHE, engine trailers, and vehicles into one consolidated maintenance shop or unit per base.
