Prior to undertaking the implementation of an integrated finance and procurement information system, the Southern Health Board (now know as the Health Service Executive - Southern Area) undertook a Business Process Reengineering project to redesign, standardise, streamline, and document their procurement processes. This study examines how useful Business Process Reengineering can be in a public sector environment, using the project undertaken in the Southern Health Board, as a case study. Reconfigurable manufacturing systems (RMSs) have been used to provide manufacturing companies with the required capacities and capabilities, when needed. Recognizing (1) the importance of dynamic modeling and visualization in decision making support in RMSs and (2) the limitations of the existing studies, we model RMSs based on Petri net (PN) techniques with focus on the process of reconfiguring system elements while considering constraints and system performance. One way to coordinate workers along an assembly line that has fewer workers than work stations is to form a bucket brigade. The throughput of a bucket brigade on discrete work stations may be compromised due to blocking even if workers are sequenced from slowest to fastest. For a given work distribution on the stations we find policies that maximize the throughput of the line. When workers have very different production rates, fully cross-training the workers and sequencing them from slowest to fastest is almost always the best policy. This policy outperforms other policies for most work distributions except for …

We study how innovators can optimally design licensing contracts when there is incomplete information on the licensee's valuation of the innovation, and limited control over the licensee's development efforts. A licensing contract typically contains an up-front payment, milestone payments at successful completion of a project phase, and royalties on sales. We use principal-agent models to formulate the licensor's contracting problem, and we find that under adverse selection, the optimal contract structure changes with the licensee's valuation of the innovation. As the licensee's valuation increases, the licensor's optimal level of involvement in the development-directly or through royalties-should decrease. Only a risk-averse …

The development of an effective recruitment strategy that attracts and secures entry-level logistics talent is essential to maintain corporate performance. A critical aspect of job placement involves understanding the preferences of students and employers. This research presents results of parallel surveys of U.S. undergraduate logistics, transportation and supply chain student and employer preferences and perceptions regarding employment. Results provided include a demographic respondent profile, their organization /functional area preferences and their perspectives on selected entry-level employment issues. These research results are intended to provide employers, educators and students with information that can be used to improve job placement success.

Safety Attitudes And Behavioral Intentions Of Municipal Waste Disposal Drivers, Swartz M. Stephen, Matthew A. Douglas

The Theory of Planned Behavior was used to study factors useful for predicting Behavioral Intentions to commit unsafe acts while driving for commercial drivers working for municipal waste management operations centers. The Theory of Planned Behavior was found to be moderately effective in predicting behavioral intentions, particularly through the constructs of Attitude and Perceived Control. Driver perceptions of safety climate, self-assessed personal safety performance, risk aversion, and attitudes toward behavioral factors associated with engaging in risky behaviors while operating motor vehicles were studied. Risk aversion and driver perception of their own safety performance were also useful predictors of intention.

An exploratory quantitative study on the relationship between profit contribution information and firm-wide internal integration is presented. Specifically, the authors examine how profit contribution information availability impacts firm-wide internal integration and, subsequently, logistics performance. This study provides greater insight into the area; only a few studies have empirically examined the impact of profit contribution information within a firm. The primary implication is that firms should utilize specific types of information, i.e. profit contribution information, for making more informed operational and strategic decisions. The paper also underscores the managerial value of using profit contribution information in decision making and planning.

The Effects Of Interdepartmental Customer Orientation On Distribution Center Performance, Nancy M. Scott, M Douglas Voss, Scott B. Keller, Matt Schlosser

Firms have begun to look internally for ways to increase external service quality. ANOVA is used to examine the effect of interdepartmental customer orientation on time, inventory, and customer service-based performance variables in distribution centers. Findings indicate that high interdepartmental customer orientation positively affects distribution center performance in terms of time-based performance measures and customer satisfaction. Interdepartmental customer orientation was found to have only a marginal affect on inventory performance. Implications of the current research for distribution centers and transportation managers are discussed along with limitations and opportunities for future research.

This paper was motivated by an observation in an international airport with regard to allocation of resources for check-in counters. In an exclusive check-in counter system, each flight has a dedicated number of counters that will be open until at least a half-hour before the scheduled departure of that flight. Currently, in many of the airports around the world, the decision to open or close check-in counters is done on an ad hoc basis by human schedulers. The objective of this study was to discover how less-than-truckload (LTL) carriers develop and utilize fuel surcharge policies to recover their fuel expenses. Thirty-nine top LTL carriers were contacted to explain their perspectives and methodologies with regard to fuel surcharge policies. Part-to-whole qualitative analysis was conducted to summarize responses from a standardized interview protocol. In addition, twenty-five published fuel surcharge policies were analyzed. Findings show that, while carriers were reluctant to discuss their fuel surcharge development, in practice there were two primary methodologies that left all carriers with very similar fuel surcharge policies.

Since the development of the Expeditionary Airman concept and the start of combat operations in the Global War on Terrorism, the Logistics Readiness Officer’s (LRO) duty environment has expanded beyond traditional garrison-based duties. This expansion can arguably incorporate current topics of joint operations, irregular warfare, and cultural intelligence. The intent of this study is to determine what training, if any, future company grade LROs will require on these three topics. As the Air Force begins to implement the Expeditionary Combat Support System (ECSS), it is imperative that Air Force logisticians competently analyze logistics data. This exploratory study sought to determine which analytical skills are useful for Logistics Readiness Officers (LROs), as reported by active-duty LROs in grades O1-O5 and their supervisors. The research question was answered through a comprehensive literature review and the use of survey methodology. Over five hundred LROs and supervisors provided inputs.
