United States Transportation Command (TRANSCOM) along with Air Mobility Command (AMC) provide airlift assets that accomplish thousands of missions around the world every week for cargo distribution. The current unit of measure is a short ton, which is the primary metric used in decision making. However, the short ton measurement does not adequately predict the amount of work necessary to properly prepare different cargo types for airlift. Utilizing the short ton metric leads to inadequate forecasting times for cargo preparation and aircraft loading, which leads to delayed missions. Current procurement processes for vehicle parts vary substantially across the Air Force. Many of these parts are "commercial off-the-shelf" items that are procured through local vendors via a government purchase card. Understanding what guidance dictates various purchasing processes and how that guidance affects the behavior of purchasers is unknown. A mixed method approach of semi-structured interviews of purchasers at multiple bases and an experimental survey testing different sets of guidance are used to understand the effects of guidance, as well as produce recommendations for action and future research for leaders at the local and headquarters levels.

Extensive research on the impact of shipping and packaging errors in the private sector finds numerous negative outcomes, including reduced customer satisfaction, reduced customer loyalty, and lower profitability. However, little research has been done examining the impact of order fulfillment errors on military operations. The purpose of this research is to quantify the impact of supply discrepancy reports (SDRs) on military aircraft readiness metrics, including cannibalizations, not mission capable supply (NMCS) hours, aircraft availability and MICAP hours. Access to serviceable support equipment enables aircraft maintenance crews the ability to efficiently keep assigned aircraft safe and mission capable. Current Air Force policy does not require formal management and enterprise fleet health reporting of serialized support equipment. As such, articulating funding requirements to replace equipment has been a challenge for equipment managers. To better articulate support equipment requirements, equipment managers need quantifiable support equipment data. A previous study examined the relationship between aircraft availability and support equipment availability. Since the first C-130J delivery in 1999, Lockheed Martin has managed the USAF’s C-130J “peculiar” parts inventory at Keesler AFB. Now with 193 aircraft assigned to 17 operating locations across the globe, effective supply chain management and recognized cost savings are essential components to mission success and fleet longevity. This research aims to extend the understanding of supply chain resiliency by utilizing a simulation model of a U.S. Air Force aircraft engine repair network to evaluate the degree of resiliency built into the system. The study compares the recovery time of the disrupted current system to that of a fully-integrated repair network; the objective being the quantification of resiliency in the current networks design and gauging the effectiveness of various strategies in reducing recovery time. The Air Force medical logistics community relies on multiple contracting offices to acquire medical equipment for the Air Force Medical Service. The perception is that burdensome regulations contribute to the challenges faced in the procurement process. This research takes a broader examination to understand the factors leading to long lead times and delayed procurements. Process mapping and interviews with the key stakeholders supporting medical equipment procurement determined that the critical issues were a lack of centralized medical equipment contracting authority, insufficient market research and inconsistent local knowledge on contracting processes. This paper reports on the use of a novel two-stage approach for assessing the efficiency of 30 major Nigerian airports from 2003 to 2013 based on bootstrapped data envelopment analysis (DEA) and censored quantile regression. In the first stage, bootstrapped efficiency estimates are computed. They enable bias correction and testing for significant differences in efficiency levels among airports. Subsequently, bootstrapped DEA results are combined with censored quantile regression to assess the impact of contextual variables—related to the airports’ ownership, location, and network connectivity—on different efficiency percentiles. Quadratic Two-Stage Stochastic Optimization With Coherent Measures Of Risk, Jie Sun, Li-Zhi Liao, Brian Rodrigues

A new scheme to cope with two-stage stochastic optimization problems uses a risk measure as the objective function of the recourse action, where the risk measure is defined as the worst-case expected values over a set of constrained distributions. This paper develops an approach to deal with the case where both the first and second stage objective functions are convex linear-quadratic. It is shown that under a standard set of regularity assumptions, this two-stage quadratic stochastic optimization problem with measures of risk is equivalent to a conic optimization problem that can be solved in polynomial time.

A classical result in risk measure theory states that every coherent risk measure has a dual representation as the supremum of certain expected value over a risk envelope. We study this topic in more detail. The related issues include: (1) Set operations of risk envelopes and how they change the risk measures, (2) The structure of risk envelopes of popular risk measures, (3) Aversity of risk measures and its impact to risk envelopes, and (4) A connection between risk measures in stochastic optimization and uncertainty sets in robust optimization.

The problems of tax evasion and tax avoidance are as old as taxes themselves. Between 2015 and 2016 alone, many U.S. multinational corporations were involved in tax disputes with the European Commission. From a historical perspective, these disputes are unprecedented as they have resulted in tremendous amount of tax penalties. The most notable case was Apple for €13 billion of unpaid tax. This article discusses what tax strategies these corporations used that caused such disputes. It specifically investigates seven corporations: Apple Inc., McDonald’s, Starbucks, Fiat, Amazon, Google, and Ikea, and elaborates on the following tax strategies: high royalties, intercompany transfer …

It presents opportunities to examine the concept of fit between Strategy, Environment, and Resources to maximize profit potential. The nature of Orchids’ products and industry facilitate the case’s accessibility, since Orchids operates in an industry which is fairly simple to understand (paper manufacturing). This study was motivated by Cooke’s 2013 article questioning the inclusion on inventory carrying costs in CSCMP’s Annual State of Logistics Report since it is based on interest rates. This paper explores that question more fully and goes on to look at trends in inventory efficiency based on inventory turnover for U.S. manufacturing firms. Results of the study reveal that there has been a level trend between 1980 and 2013 after firm size is controlled for. Since these results are contradictory to those obtained by looking at inventory carrying costs as a percent of GDP, they suggest the need for …

Formula SAE Michigan is a collegiate design competition held every year at Michigan International Speedway. The University of Akron Zips Racing competes against 120 other teams in eight different events. The cost event requires a costed bill of materials and outline of how the team's open-wheel formula car is built. The event is scored on the car's total cost, the report's accuracy, and how students redesign components to meet a cost standard. This project is an abbreviated version of the cost report submitted for the 2018 Formula SAE Michigan event. Part drawings have been redacted due to their proprietary nature.

Purpose – This study contributes to our understanding of the relationship between information sharing and performance of perishable product supply chains (PPSC). Building on transaction cost economics (TCE), organisational information processing theory (OIPT), and contingency theory (CT) this study proposes a theoretical framework to guide future research into information sharing in perishable product supply chains (IS-PPSC).
Design/methodology/approach – Using the systematic literature review methodology, 48 peer-reviewed articles are carefully selected, mapped, and assessed. Template analysis is performed to unravel the relationship mechanisms between information sharing and PPSC performance.

The adoption of the Sustainable Supply Chain Management practices by companies in the private sector of Egypt aids to achieve its sustainable development strategy: Egypt Vision 2030, which aligns with the seventeen SDGs launched by the United Nations in 2015. There is a trade-off between sustainable development and economy. The use of pallets is crucial in handling and transportation processes and wooden pallet represent the most common packaging type in the US and in Europe. This work focuses on the environmental impact of wooden pallet reverse logistics, exploring the advantages of preemptive remanufacturing policies. Preemptive schedules allow the service provider to allocate transportation emissions across multiple pallet components, increasing the environmental efficiency of the transportation process. This advantage has to be compared to the lost opportunity of repairing a usable component earlier than required. Many grocery stores offering a service called “Click and Collect,” where customers can submit an order online and pick up the order at the store or have it delivered. To offer this service in an efficient way while still meeting customer expectations, stores can adapt methods used in warehouse order picking. Once strategy is the method used to group the orders into batches as they are received. We have examined two strategies for batching: order-based batching and time-based batching.
