Research using a comparative and international perspective on the management of human resources is examined, drawing on articles published in leading human resource management, management/ organizational behaviour and related social science journals between 1977 and 1997. In total a little under 2 per cent of the articles under review focused on the management of human resources in a comparative and international perspective. The largest group of these articles was comparative in nature (44 per cent), followed by those with an international perspective (35 per cent). Some 23 million US workers are employed part-time, presenting significant challenges to the practicing manager. Successfully managing turnover has both operational and strategic consequences for an organization. However, very little is known about the turnover of part-time employees. In this exploratory study, a discriminant analysis is presented of biographic characteristics of stayers and leavers among 1,053 part-time hospital employees. Pay, length of employment, management status, race and gender significantly discriminate stayers from leavers. Managerial and research implications are discussed.

Transfer of training is defined as the degree to which trainees apply, in their jobs, the knowledge, skills, and attitudes they gained in training. Research regarding transfer of training has called training effectiveness into question. For example, Baldwin and Ford (1988) reported average transfer rates typically in the 10% range.

The study tested the effectiveness of particular procedures and tools intended to enhance transfer of training. These transfer enhancing tools were employed by an experimental group of trainees’ supervisors (who received training from the researcher in the application of the tools) before a half-day problem-solving training workshop for their employees …

The new economic era has been marked by profound global change. In response, researchers and practitioners have called for a rethinking of the conventional concepts of leadership, change, and organizational culture to improve our competitiveness in this turbulent world market. This thesis investigates the relationship between peacetime and wartime tasks for Air Force Civil Engineering career fields in regard to outsourcing. Relevant literature in civilian sector outsourcing techniques is then studied to determine how they decide on what to outsource and what to keep insourced. Peacetime tasks performed by individual career fields are correlated with the wartime tasks to determine if there is any valuable wartime training gained from the completion of peacetime work orders. The issue of gender differences in mentoring remains controversial since some studies find gender differences and many do not. Perhaps the context of the mentoring relationship provides an explanation of why gender affects mentoring in some studies. Since most studies of mentoring to date have employed U.S, samples, the question of whether gender differences may emerge in studies of menta ring in non-U.S. samples needs investigation. The purpose of this study was to determine the effects of an organizational communication intervention on job satisfaction levels. Nineteen employees of a rural public health department served as the subjects of the study. Archival data was reviewed based on a pre and postjob satisfaction questionnaire administered to subjects in relation to a communication intervention. It was hypothesized that job satisfaction levels would increase as a result of an organizational communication intervention. Results of an independent !-test analysis for overall pre and postjob satisfaction scores did not support this hypothesis. Implications of the study and recommendations for future research are …

Perhaps the most talked about, if not actually implemented. practical solution for making human resources more productive is pay for performance. Yet many researchers and practitioners doubt the true effectiveness of this approach. To help solve this controversy. we suggest drawing from reinforcement theory and behavioral management. In this study a simulation of an assessment center is developed consisting of videotaped performances of four candidates in three exercises: sales presentation, role-play, and group discussion. To develop the simulation, candidate profiles are constructed which vary along three dimensions: problem analysis and problem solving, interpersonal sensitivity, and planning and organizing. Dimension-specific behaviors are adapted from 173 critical incidents provided by 20 experienced assessors. As a result, scripts are written and enacted by actors. To validate the simulation, experienced assessors evaluate all candidates under optimal conditions. The Effects Of Budget Emphasis, Budgetary Participation, Trust And Organisational Commitment On Job Related Tension And Propensity To Create Slack : Empirical Evidence From Norway, Christin S. Buckland

Results of early studies (eg. Hopwood, 1972; Otley, 1978) on the effects of supervisory styles on subordinates’ job related tension have been contradictory. Subsequent studies using the contingency model to resolve these conflicting results have identified budgetary participation (Brownell, 1982a) and trust (Ross, 1994) as important moderating variables. With respect to participation, a number of prior studies found that a compatible combination of high budget emphasis and high participation was associated with better behavioural outcomes (eg. lower job related tension), than other combinations of budget emphasis and participation. The purpose of this study was to examine the provision of mentoring functions, specifically providing an analysis of the contrast between those functions provided to protégés by both mentors and supervisors. Thus, the study focused on two relationships maintained by the subordinate: the relationship with their supervisor and that with their mentor. Research dealing with the functions mentors are perceived to provide to the protégé examined extensively. Additionally, research which indicates that supervisors may perform mentoring functions is presented. Rethinking Rewards: Rewarding A And Hoping For B!, Abhoy K Ojha

It would seem to be well established wisdom that if a particular behaviour is desired, that should be rewarded rather than any other behaviour. Based on a case study of two hospitals in a Canadian province, Abhoy Ojha concludes that in situations where it may not be practical to reward the desired behaviour, a related behaviour could be rewarded in order to elicit the behaviour desired. An adequate understanding of the complex relationship between rewards and behaviour may allow organisations to design systems that are seen to encourage one behaviour, but also elicit multiple other desirable behaviours.

Owing to rapid internationalization of business activity, human resource development (HRD) has become increasingly important in recent years. This is especially true when domestic human resource management takes on international dimensions as it deals more with multicultural workforce. International HRD, much of it embodied in cross-cultural training, has been proposed by many scholars as a means of facilitating more effective interaction among managers, employees and customers from different national-cultural backgrounds.
