Turnover and other workforce challenges for child welfare professionals have been the subject of attention for many years. Consider this statement from a study published by the Children’s Bureau in 1960, “Turnover of staff in social agencies has been a serious concern of agency administrators for at least the past 10 years. Some agencies have increased their use of telework due to office closures, a desire to decrease their carbon footprint, or because of the pandemic. This can add stress on supervisors as they have to manage staff virtually. Remote supervision requires changes in communication (both styles and tools) which can result in staff feeling micromanaged or neglected. Navigating these and other issues have been difficult for many child welfare agencies. The QIC-WD sites, like other child welfare agencies around the country, pivoted to virtual supervision quickly due to the pandemic. Several workforce challenges were discussed as opportunities for intervention during the needs assessment process conducted partnership with the Nebraska Department of Children and Family Services’ (DCFS) to address child welfare workforce turnover. Through a series of steps and causal links, a theory of change provides a roadmap to address the root causes of an identified workforce problem and describes how and why changes are expected to lead to the desired outcomes. Ultimately, two theories of change were developed to step through the “if, then” logic:

Destination Dental School: A Remote Pipeline Program To Increase Student Diversity, Thikriat Al-Jewair Dds, Ms, Frcd(C), Jessica Scates Med

Promoting diversity among dental school applicants and enrollees is key to tackling oral health disparities and improving learning outcomes. Building the pipeline has proven to be an effective method to increase diversity and heighten interest in dentistry among students. Destination Dental School is an 8-week remote pipeline program aimed at increasing diversity of historically underrepresented minority (HURM) students in the field of dental medicine. Pre- and post-program surveys showed that the program was effective in fostering HURM students’ interest in dentistry and increasing their knowledge and preparedness for dental school applications.

Current systems have not been successful in addressing the existing racial inequities between black dental professionals and other racial groups. This group in particular seems to have less visibility and representation in organized dentistry. Nowhere has this been more obvious that during the COVID-19 pandemic whereby African-American professionals were not as prominently featured in offering their viewpoint and expertise. In this paper, insights regarding the topic of diversity are discussed in order to gain perspective into a situation that has existed far too long.

How The Past Of Outsourcing And Offshoring Is The Future Of Post-Pandemic Remote Work: A Typology, A Model, And A Review, Chris Erickson, Peter Norlander

Information and communication technology (ICT) challenges traditional assumptions about the capacity to manage workers beyond organizational and physical boundaries. A typology connects a variety of non-traditional work organizations made possible by ICT, including offshoring, outsourcing, remote work, virtual companies, and platforms. A model illustrates how new technology serves as a proximate cause for a revision of social contracts between capital, labor and government reached through bargaining, and how external shocks such as the COVID-19 pandemic, the institutional environment, and limitations in practice influence how technology changes the organization of work. The Effects On Employees From The Switch To Mandatory Contributions In The University Of Arkansas Retirement Plan, Sarah Hope Brasche, Timothy J. Yeager

After the 2016 fiscal year, the University of Arkansas Retirement Plan instituted mandatory contributions for full-time employees, presumably to boost retirement savings among those least prepared for retirement. Mandatory contributions began at 1% in fiscal-year 2017 and increased annually to 5% in fiscal-year 2022. This change may have harmed employees with tight budget constraints who wish to contribute less than the minimum contribution rate. At the same time, it may have helped those who were saving less than their optimal amount due to behavioral biases. Comparative Performance Of Cooperative Equity Retirement Plans, Jeffrey S. Royer

This paper compares the performance of revolving fund, percentage-of-all-equities, and base capital plans, and special plans for redeeming equity held by estates or based on member age. It also examines how the performance of the base capital plan is affected by changes in the base period, relaxing the equity requirements for underinvested members, and a variable cash patronage refund program. The base capital plan performs better than other systematic plans but places financial burdens on young members. Two modifications can mitigate that problem with only a slight diminution in performance. Special plans benefit cooperatives operating revolving fund plans the most.

Context
As a part of the Commission on Accreditation of Athletic Training Education (CAATE) 2020 Standards for Accreditation of Professional Athletic Training Programs, all preceptors affiliated with accredited programs must identify an area of contemporary expertise in a routine area of athletic training practice. However, little is known regarding preceptors' perceptions of contemporary expertise.
Objective
To explore preceptors' perceptions of the characteristics of contemporary expertise.

This report presents a mapping exercise undertaken to assess whether national laws and regulations in 10 European Union (EU) countries (Belgium, Croatia, Cyprus, Denmark, France, Italy, Malta, the Netherlands, Poland, and Romania), one European Economic Area (EEA) country (Norway) and the United Kingdom (UK), provide for coverage to seafarers residing in EU/EEA Member States, Switzerland (CH) or the UK. While leasing companies aim to connect dentists with insurers and plans, the absence of clear payment information poses challenges. Dentists may receive varying amounts for the same services, impacting financial predictability. The article emphasizes the importance of understanding contract terms, obtaining fee schedules, and monitoring patient volume to assess the arrangement's overall benefit.

Women are underrepresented in many aviation occupations despite outreach and recruitment efforts from multiple organizations. Attracting women into aviation is a necessity not only to address workforce demand but also to achieve the benefits of a more diverse workforce to include enhanced profitability, safety, and innovation. The air traffic controllers' job is one of the most hectic in today’s world, predominantly due to its safety-critical operations and altering expectations. The primary purpose of this paper is to provide a holistic directory of determinants and synthesized reinforcements for air traffic controllers' job satisfaction. Researchers in the past have put the spotlight on individual air traffic controller’s technical job satisfaction factors, such as impacts from remote tower operation, airplane trajectory changes, and dynamic air traffic situations. This study aimed to examine the positive and negative job characteristics that impact employees’ working experience in a country located in the Global South during the COVID-19 pandemic using the job demands and resources (JDR) theory as a framework. Data collection happened approximately one year after the onset of the COVID-19 pandemic in the Philippines. Data came from a qualitative online survey of 122 workers which was then subjected to thematic analysis. For both demands and resources, four superordinate themes emerged: intrapersonal, interpersonal, work or task-related, and organization- related. งานวิจัยนี้เป็นการวิจัยเชิงคุณภาพ โดยมีวัตถุประสงค์เพื่อศึกษา วิเคราะห์ เพื่อทำความเข้าใจการท่องเที่ยวเชิงการแพทย์ในมิติทางสังคม สำรวจประเด็นสำคัญ และผลกระทบที่เกิดขึ้นแล้วและอาจจะเกิดขึ้นทางด้านสังคม สุขภาพ ที่อาจจะมาจากการส่งเสริมการท่องเที่ยวเชิงการแพทย์ โดยผู้วิจัยได้กำหนดระเบียบวิธีการวิจัยหรือกระบวนวิธีการวิจัยประกอบไปด้วยการศึกษาและวิเคราะห์ข้อมูลจากเอกสารและการสัมภาษณ์บุคคลจำนวน 20 คน จากนั้นจึงนำข้อมูลที่ได้มาวิเคราะห์เชิงเนื้อหาและเขียนรายงานผลงานวิจัยในลักษณะเชิงพรรณนา ผลการศึกษาพบว่า จากวิกฤตเศรษฐกิจในปี พ.ศ.2540 โรงพยาบาลเอกชนต้องหาโอกาสใหม่ๆ ทดแทนการรายได้จากกลุ่มลูกค้าที่เป็นคนไทย จึงได้หันไปหากลุ่มลูกค้าจากต่างประเทศซึ่งเป็นประเทศที่มีกำลังซื้อสูง ต่อมารัฐบาลประสบปัญหาขาดดุลเดินสะพัดติดต่อกันหลายปี จึงได้มีการกำหนดนโยบายการพัฒนาประเทศไทยให้เป็นศูนย์กลางสุขภาพของเอเชีย โดยไทยมีการท่องเที่ยวเป็นทุนเดิมอยู่แล้ว มีกลุ่มสถานพยาบาลเอกชนที่ได้รับมาตรฐานด้านการบริการด้านสุขภาพหลายแห่ง ด้วยจุดแข็งเหล่านี้ จึงพัฒนาแผนและนโยบายเพื่อการเป็นศูนย์กลางสุขภาพ (Medical hub) ในระดับเอเชีย ซึ่งส่วนใหญ่จะถูกมองไปในด้านของผลดีด้านเศรษฐกิจรายได้กำไรที่เพิ่มขึ้นของประเทศ จึงมีประเด็นว่าผลกระทบการท่องเที่ยวเชิงการแพทย์นั้นมักจะไม่ได้รับการพิจารณาอย่างถี่ถ้วนเมื่อมีการผลักดันนโยบายนี้ ดังนั้น การศึกษามิติทางสังคมของการท่องเที่ยวเชิงการแพทย์ได้สำรวจประเด็นสำคัญไว้ดังนี้ 1. แนวคิดและนิยามของการท่องเที่ยวเชิงการแพทย์ (Medical Tourism) และนักท่องเที่ยวเชิงการแพทย์ (Medical Tourists) 2. ผลกระทบต่ออัตรากำลังบุคลากรทางการแพทย์และอัตราค่ารักษาพยาบาล 3. ผลกระทบจากโลกาภิวัตน์และกระบวนการทำให้เป็นสินค้า 4. มาตรฐานคุณภาพโรงพยาบาล 5. ผลกระทบด้านการแพร่กระจายปัญหาการแพร่กระจายของเชื้อดื้อยา และโรคติดต่อที่ระบาดครั้งใหญ่ ซึ่งประเด็นเหล่านี้เป็นสิ่งสำคัญ ในอีกมุมหนึ่ง การท่องเที่ยวเชิงการแพทย์มีส่วนที่ทำให้การรักษาพยาบาลในยุคปัจจุบันเปรียบเสมือนเป็นสินค้าชนิดหนึ่งที่รองรับนักท่องเที่ยวต่างชาติและกลุ่มคนที่มีฐานะด้านการเงิน เรื่องนี้จึงมีความซับซ้อนและต้องทำความเข้าใจจากหลายแง่มุม และจำเป็นอย่างยิ่งที่ควรจะมีการศึกษาพิจารณาจากแง่มุมที่ไม่ได้มีการพูดถึงมากนัก ทั้งในเรื่องของคำนิยามและความหมายของการท่องเที่ยวเชิงการแพทย์และนักท่องเที่ยวเชิงการแพทย์ ปรากฏการณ์โลกาภิวัตน์ตามกระแสเสรีนิยมใหม่ซึ่งทำให้เรื่องการท่องเที่ยวเชิงการแพทย์โยงใยได้กับข้อถกเถียงเรื่องความเป็นธรรมทางสังคมที่เกิดขึ้นจากการส่งเสริมธุรกิจและอุตสาหกรรมนี้ การทำความเข้าใจที่ชัดเจนขึ้นจะนำไปสู่การสร้างแนวทางการเสริมความเป็นธรรมด้านสุขภาพและการกระจายผลประโยชน์ให้สังคมโดยรวมได้ต่อไป

วิทยานิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อทำความเข้าพัฒนาการแนวคิดและปฏิบัติการของคณะกรรมการประสานงานองค์กรพัฒนาเอกชน (กป.อพช.) และการปรับตัวของ กป.อพช. ภายหลังการรัฐประหาร 2549 และหลังการรัฐประหาร 2557 ผ่านการวิเคราะห์ปฏิบัติการของ กป.อพช. และเครือข่าย ภายใต้แนวคิดเรื่องประชาสังคมและกระบวนการสร้างกรอบโครง โดยหลังการรัฐประหารปี 2549 – 2557 วิเคราะห์ผ่าน 3 ปฏิบัติการได้แก่ 1) การจัดทำข้อเสนอแนะรัฐธรรมนูญ พ.ศ. 2550 และการประกาศไม่รับร่างรัฐธรรมนูญ 2) การผลักดันแนวคิดเกษตรกรรมยั่งยืน และ 3) การผลักดันโฉนดชุมชน สำหรับหลังการรัฐประหาร 2557 ศึกษาผ่าน 3 ปฏิบัติการได้แก่ 1) ขบวนการจัดทำข้อเสนอแนะรัฐธรรมนูญ พ.ศ. 2560 และการประกาศไม่รับร่างรัฐธรรมนูญ 2) การคัดค้านนโยบายทวงคืนผืนป่า และ 3) การคัดค้านการสร้างโรงไฟฟ้าถ่านหินเทพา ผลการศึกษาพบว่า พลวัตแนวคิดและปฏิบัติการขององค์กรพัฒนาเอกชน สามารถแบ่งออกเป็น 5 ช่วงเวลาสำคัญ ช่วงแรก ช่วงหลังป่าแตก ปี 2523 ถึงช่วงปี 2534 เน้นการทำงานพัฒนาชนบท ภายใต้แนวคิดวัฒนธรรมชุมชน ช่วงที่สอง ช่วงหลังเหตุการณ์พฤษภาคม 2535 ถึงช่วงปี 2543 องค์กรพัฒนาเอกชนเติบโตภายใต้เงื่อนไขการทำงานสนับสนุนชาวบ้านในการเคลื่อนไหวท้าทายอำนาจรัฐจากการแย่งชิงทรัพยากร ด้วยแนวคิดเรื่องสิทธิชุมชน ขณะที่อีกด้านหนึ่งก็ผลักดันทางเลือกการพัฒนาเข้าไปในรัฐ ช่วงที่สาม ยุครัฐบาลทักษิณ ปี 2544 ถึงช่วงปี 2549 องค์กรพัฒนาเอกชนผลักดันนโยบายเข้าไปในรัฐแต่สุดท้ายรัฐเข้ามาแทนที่ ในอีกด้านหนึ่งก็พยายามท้าทายอำนาจรัฐและนำไปสู่ขบวนการขับไล่รัฐบาล ช่วงที่สี่ ยุคหลังรัฐประหารปี 2549 ถึงการรัฐประหารปี 2557 เกิดการแตกแยกภายใน แต่องค์กรพัฒนาเอกชนพยายามเคลื่อนไหวเพื่อผลักดันเชิงโครงสร้างและปรับตัวเป็นองค์กรวิชาชีพ ช่วงที่ห้า ช่วงรัฐประหารปี 2557 ถึงช่วงการเลือกตั้งปี 2562 แม้จะยังมีการการแบ่งแยกภายใน แต่ กป.อพช. ยังเคลื่อนไหวเพื่อผลักดันเชิงโครงสร้างและตอบโต้นโยบายรัฐ ในขณะที่บางส่วนเข้าไปผนวกกับรัฐ สำหรับการปรับตัวของ กป.อพช. พบว่าภายหลังการรัฐประหาร 2549 พื้นที่ขององค์กรพัฒนาเอกชนหดแคบและมีความขัดแย้งภายใน แต่ กป.อพช.และเครือข่าย มีความพยายามในการปรับตัวใน 4 ลักษณะ …

การศึกษานี้มีวัตถุประสงค์เพื่อ 1) ศึกษาบทบาทและกระบวนการทำงานของโครงการมหาวิทยาลัยสู่ตำบล สร้างรากแก้วให้ประเทศ (U2T) ที่มีส่วนช่วยในการพัฒนาชุมชนด้านผลิตภัณฑ์ ในชุมชนบ้านทะเลน้อย และชุมชนบ้านวังหว้า จังหวัดระยอง 2) ศึกษาพัฒนาการด้านผลิตภัณฑ์ของชุมชนบ้านทะเลน้อยและชุมชนบ้านวังหว้าหลังจากมีการดำเนินการตามโครงการ U2T 3) ศึกษาปัจจัยที่มีผลต่อการประสบความสำเร็จในการพัฒนาด้านผลิตภัณฑ์ของชุมชน โดยศึกษาเปรียบเทียบระหว่างชุมชนบ้านทะเลน้อยและชุมชนบ้านวังหว้า หลังจากมีการดำเนินการตามโครงการ โดยมีกลุ่มตัวอย่างในการให้ข้อมูล ได้แก่ ชาวบ้าน คณะทำงานโครงการ U2T และเจ้าหน้าที่รัฐในพื้นที่ศึกษา รวมถึงนักวิจัยผู้มีส่วนเกี่ยวข้องกับการประเมินโครงการ ด้วยการสัมภาษณ์เชิงลึก ซึ่งกำหนดวิธีเลือกโดยการเจาะจง จำนวน 27 คน และใช้วิธีการวิเคราะห์ข้อมูลเชิงเนื้อหา ผลการวิจัยพบว่า 1) การทำงานของโครงการมีส่วนช่วยในการพัฒนาชุมชนด้านผลิตภัณฑ์ ตั้งแต่การสำรวจปัญหาที่เกิดขึ้นในชุมชน คิดกิจกรรมการอบรมที่ชาวบ้านต้องการเพื่อตอบสนองและแก้ไขปัญหา โดยเฉพาะความรู้เกี่ยวกับด้านผลิตภัณฑ์ 2) พัฒนาการด้านผลิตภัณฑ์ของชุมชนดีขึ้น ได้แก่ ผลิตภัณฑ์ที่พัฒนาจากการเข้าร่วมกิจกรรมอบรม และผลิตภัณฑ์ที่พัฒนาจากการช่วยเหลือของโครงการ 3) ปัจจัยที่มีผลต่อการประสบความสำเร็จในการพัฒนาด้านผลิตภัณฑ์ของชุมชนหลังดำเนินการตามโครงการ คือ ความรู้ความสามารถ การเอาใจใส่ต่อโครงการของอาจารย์ผู้รับผิดชอบโครงการ ความเข้มแข็งของผู้นำชุมชน การมีส่วนร่วมจากทุกภาคส่วน ความร่วมมือจากชาวบ้าน การมีทุนทรัพยากรธรรมชาติและทรัพยากรมนุษย์ และการสร้างการมีส่วนได้ให้ชุมชน ซึ่งสิ่งเหล่านี้เป็นปัจจัยที่ช่วยให้โครงการดำเนินการได้อย่างราบรื่น

ปัญหาคนกับช้างป่าเกิดจากการเปลี่ยนแปลงพื้นที่ป่าเป็นพื้นที่เกษตรและที่อยู่อาศัยของคน จึงมีการใช้ทรัพยากรร่วมกัน และทำให้แหล่งอาหารของช้างป่าลดลง ช้างป่าจึงออกมากินผลผลิตภายในไร่ของชาวบ้าน ชุมชนจึงมีความพยายามที่จะแก้ปัญหาในลักษณะต่างๆ งานวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพปัญหาคนกับช้างป่าและผลกระทบจากช้างป่าต่อการดำรงชีพของชุมชนบ้านรวมไทย และศึกษากระบวนการมีส่วนร่วมของชุมชนบ้านรวมไทย ตำบลหาดขาม อำเภอกุยบุรี จังหวัดประจวบคีรีขันธ์ร่วมกับหน่วยงานและองค์กรที่เกี่ยวข้องในการแก้ไขปัญหาคนกับช้างป่าในบริเวณอุทยานแห่งชาติกุยบุรี เป็นการวิจัยเชิงคุณภาพ ใช้วิธีการสัมภาษณ์เจาะลึก กลุ่มผู้ให้ข้อมูลสำคัญคือ ชาวบ้านผู้ได้รับผลกระทบจากช้างป่า และเจ้าหน้าที่หน่วยงาน องค์กรที่เกี่ยวข้อง จำนวน 33 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์แบบกึ่งโครงสร้าง และวิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า ปัญหาคนกับช้างป่าในพื้นที่ชุมชนหมู่บ้านรวมไทย เกิดจากการเปลี่ยนแปลงการใช้ประโยชน์ที่ดินจากพื้นที่ป่ามาทำการเกษตรปลูกไร่สับปะรด เป็นสาเหตุที่ดึงดูดช้างป่าให้เข้ามาในพื้นที่และทำให้พฤติกรรมของช้างป่าเปลี่ยนแปลงไป จากการอพยพหาแหล่งอาหารในป่าลึก มาเป็นการปักหลักอยู่กับที่ ผลกระทบที่เกิดขึ้นด้านทรัพยากรธรรมชาติ คือ ผลผลิตทางการเกษตร ถูกทำลาย ส่งผลกระทบต่อด้านการเงิน เพราะผลผลิตที่ถูกทำลายคือรายได้ของชาวบ้านที่จะได้รับ ส่งผลกระทบต่อด้านสุขภาพร่างกายและใจ เนื่องด้วยชาวบ้านต้องปกป้องผลผลิตทางเกษตร จึงต้องไปนอนเฝ้าไร่ตลอดทั้งคืน เกิดการอ่อนล้า อ่อนเพลีย หวาดระแวง และวิตกกังวล ส่งผลกระทบต่อการใช้ชีวิตประจำวัน จึงเกิดวิธีการแก้ไขการแก้ไขปัญหาโดยการใช้กระบวนการมีส่วนร่วมระหว่างชาวบ้านกับเจ้าหน้าที่หน่วยงาน/องค์กรที่เกี่ยวข้อง ทำให้เกิดขั้นตอนการทำงาน ดังนี้ 1) การค้นหาปัญหา โดยให้ข้อมูลผลกระทบที่ได้รับ ทรัพยากรที่มี และปัญหาการปฏิบัติงาน 2) การวางแผน โดยการจัดตั้งและบริหารชมรมการท่องเที่ยวเชิงอนุรักษ์สัตว์ป่า ร่วมคิดกิจกรรมท่องเที่ยวชมสัตว์ป่า กำหนดกฎระเบียบสำหรับมัคคุเทศก์ท้องถิ่นและผู้ขับรถนำชมสัตว์ป่า 3) การดำเนินการ โดยร่วมบริหารจัดการชมรมฯ การบริการนักท่องเที่ยว และช่วยเหลืองานอนุรักษ์ทรัพยากรธรรมชาติและสัตว์ป่า 4) การรับและแบ่งปันผลประโยชน์ โดยได้ค่าตอบแทนเมื่อเข้ามาปฏิบัติงานร่วมกับหน่วยงาน และได้รับการช่วยเหลือเยียวยาในกรณีเกิดเหตุร้ายแรง และ 5) การประเมินผล โดยการแลกเปลี่ยนข้อมูลกับหน่วยงาน และรับฟังข้อคิดเห็นและข้อเสนอแนะเพื่อการปรับปรุงงาน โดยระดับการมีส่วนร่วมของชุมชนอยู่ในขั้นการมีส่วนร่วมอย่างแท้จริง นำมาซึ่งผลกระทบด้านสังคม ที่ทำให้ชุมชนเกิดกลุ่มอาชีพต่าง ๆ ภายในชุมชน ข้อมูลความรู้ที่ได้จากการวิจัยนี้สามารถนำไปเป็นแนวทางการแก้ไขปัญหาคนกับช้างป่าเพื่อลดปัญหาความรุนแรงที่เกิดขึ้น เพราะประเทศไทยมีหลายพื้นที่ที่ประสบปัญหาเช่นเดียวกัน
