วิทยานิพนธ์เล่มนี้มีวัตถุประสงค์เพื่อศึกษาผลการดำเนินงาน “โครงการทุนอุดมศึกษาเพื่อการพัฒนาจังหวัดชายแดนภาคใต้” ที่มีส่วนในการพัฒนาจังหวัดชายแดนภาคใต้ในมิติผลกระทบจากนักศึกษาทุน และการจัดทำข้อเสนอแนะแนวทางการพัฒนาโครงการฯ ในอนาคต โดยใช้วิธีการศึกษาเชิงคุณภาพ ด้วยการสัมภาษณ์แบบเจาะลึกกลุ่มประชากรเป้าหมายจำนวน 2 กลุ่มได้แก่ กลุ่มที่ 1 นักศึกษาที่เข้าร่วมโครงการทุนอุดมศึกษาฯ ในระยะที่ 1 – 3 จำนวน 24 ราย กลุ่มที่ 2 บุคลากรที่มีส่วนเกี่ยวข้องในการดำเนินงานโครงการการทุนอุดมศึกษาฯ จำนวน 4 ราย ผลการศึกษาพบว่า 1) การดำเนินงานโครงการทุนอุดมศึกษาฯ ได้ส่งผลให้เยาวชนในพื้นที่จังหวัดชายแดนภาคใต้ที่ไม่สามารถเข้าศึกษาในระดับอุดมศึกษา ที่มีคุณสมบัติตามที่โครงการฯ กำหนด ได้มีโอกาสเข้าศึกษาต่อในสถาบันอุดมศึกษาทั่วประเทศเพิ่มขึ้น ซึ่งสอดคล้องกับเป้าหมายการดำเนินงานโครงการทุนฯ 2) นักศึกษาที่ได้รับทุนหลังจากสำเร็จการศึกษาได้มีโอกาสในการประกอบอาชีพตามศักยภาพของตนเองที่มีส่วนกับการพัฒนาพื้นที่จังหวัดชายแดนภาคใต้ ในทางตรง และทางอ้อมในมิติด้านการศึกษา ด้านสังคม ด้านเศรษฐกิจ และการส่งเสริมภาพลักษณ์จังหวัดชายแดนภาคใต้ ตลอดจนถึงการมีส่วนร่วมในการพัฒนาสังคมในระดับภูมิภาคต่างๆ 3) บทบาทการประกอบอาชีพของนักศึกษาทุนสอดคล้องและมีส่วนในการหนุนเสริมการดำเนินงานของแผนยุทธศาสตร์การพัฒนากลุ่มจังหวัดภาคใต้ชายแดน ระยะ 20 ปี พ.ศ.2560-2579 และเชื่อมโยงกับเป้าหมายการพัฒนาที่ยั่งยืน (SDGs) และ4) ข้อเสนอแนะต่อแนวทางการพัฒนาโครงการทุนอุดมศึกษาเพื่อการพัฒนาจังหวัดชายแดนภาคใต้ ควรมีการทบทวนการแนวทางการดำเนินงานและการจัดสรรทุนให้สอดคล้องกับบริบทของสถานการณ์ความต้องการบัณฑิตในพื้นที่ และการดำเนินงานของโครงการให้สอดคล้องกับเป้าหมายการพัฒนาที่ยั่งยืน เป้าหมายที่ 4 การสร้างหลักประกันว่าทุกคนมีการศึกษาที่มีคุณภาพอย่างครอบคลุมและเท่าเทียม และสนับสนุนโอกาสในการเรียนรู้ตลอดชีวิต

งานวิจัยนี้มีวัตถุประสงค์เพื่อวิเคราะห์ถึงมุมมอง “ชีวิตที่ดี” ของชนพื้นเมืองต่างรุ่นในบริบทของป่าและทะเล และนำเสนอแนวการพัฒนาทางเลือกคุณภาพชีวิตที่สอดคล้องกับมุมมอง “ชีวิตที่ดี” ของชุมชนจากกรณีศึกษา คือ ชุมชนกะเหรี่ยงโพล่งห้วยกระซู่-ห้วยแห้ง ตำบลยางน้ำกลัดเหนือ อำเภอหนองหญ้าปล้อง จังหวัดเพชรบุรี และชุมชนชาวเลอูรักลาโว้ยสังกาอู้ ตำบลเกาะลันตาใหญ่ อำเภอเกาะลันตา จังหวัดกระบี่ โดยการศึกษาวิจัยใช้วิธีเชิงคุณภาพ เก็บรวบรวมข้อมูลเอกสารและภาคสนามจากการสังเกตแบบมีส่วนร่วม และการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลหลักจากชุมชนและบุคคลภายนอกผู้มีบทบาทเกี่ยวข้องกับการส่งเสริมคุณภาพชีวิตชนพื้นเมือง ทั้งหมด 73 คน ผลการศึกษาพบว่า การกำหนดทิศทางการพัฒนาของประเทศ เช่น นโยบายด้านการจัดการทรัพยากร นโยบายการพัฒนาโครงสร้างพื้นฐาน นโยบายการส่งเสริมการท่องเที่ยว เป็นปัจจัยสำคัญที่ส่งผลกระทบต่อมุมมอง “ชีวิตที่ดี” ของชุมชนพื้นเมือง และนำไปสู่การปรับเปลี่ยนมุมมองและการปรับตัวที่หลากหลายโดยมีเงื่อนไขเรื่องรุ่นเป็นตัวกำหนดสำคัญ ชุมชนกะเหรี่ยงห้วยกระซู่-ห้วยแห้ง ให้ความสำคัญกับการ “อยู่กับป่า” “กินกับป่า” และ “การพึ่งพาตนเอง” ในขณะที่ชาวเลสังกาอู้ให้ความสำคัญกับ “ธรรมชาติที่อุดมสมบูรณ์” “ความสัมพันธ์ทางสังคม” และ “อิสระในชีวิต” ความเปลี่ยนแปลงสำคัญต่อชีวิตเกิดขึ้นภายหลังจากที่ได้รับแรงกดดันจากปัจจัยด้านทุนและนโยบายการพัฒนาที่ส่งเสริมการขยายตัวของเศรษฐกิจ สองชุมชนเผชิญประเด็นปัญหาจากนโยบายการส่งเสริมพื้นที่อนุรักษ์ร่วมกัน และปัญหาอื่นๆ ที่แต่ละชุมชนมีระดับความรุนแรงแตกต่างกัน ชุมชนห้วยกระซู่-ห้วยแห้งเผชิญกับความท้าทายจากนโยบายการส่งเสริมเกษตรเชิงเดี่ยว/เชิงพาณิชย์ และการผนวกรวมชาวบ้านเข้าสู่ระบบตลาด ขณะที่ชุมชนสังกาอู้เผชิญกับความท้าทายจากนโยบายส่งเสริมการท่องเที่ยว ประมงพาณิชย์ และการแข่งขันในการเข้าถึงทรัพยากรที่เข้มข้นขึ้น อย่างไรก็ตามหลังการเผชิญวิกฤติปัญหาผู้อาวุโสยังคงมีมุมมองต่อ “ชีวิตที่ดี” ในวิถีดั้งเดิม แต่ได้พยายามปรับมุมมองยอมรับสังคมใหญ่มากขึ้น คนรุ่นกลางมองถึง “ชีวิตที่ดี” ด้วยการผสมผสานวิถีดั้งเดิมกับวิถีชีวิตใหม่เพื่อความมั่นคงของชีวิต สำหรับคนรุ่นใหม่มีแนวทางในการพัฒนาคุณภาพชีวิตที่หลากหลาย โดยมีเป้าหมายที่เชื่อมโยงกับมุมมองของผู้อาวุโสและคนรุ่นกลาง คือความต้องการใช้ชีวิตร่วมอย่างมั่นคงกับครอบครัวและชุมชน การศึกษานี้ช่วยให้เห็นว่า “ชีวิตที่ดี” ของผู้คนมีความหลากหลาย โดยเฉพาะในกลุ่มที่มีความเฉพาะทางวัฒนธรรม การใช้แนวทางการพัฒนาที่เป็นแบบแผนกระแสหลักจึงไม่สอดคล้องกับบริบทของชุมชน ส่งผลให้การพัฒนาไม่เป็นไปอย่างเต็มประสิทธิภาพและขณะเดียวกันได้สร้างผลกระทบโดยตรงต่อคุณภาพชีวิตของคนในชุมชน ดังนั้น การพัฒนาคุณภาพชีวิตแต่ละพื้นที่จึงควรค้นหาแนวทางที่สอดคล้องกับมุมมอง “ชีวิตที่ดี” ในแต่ละบริบทสังคมวัฒนธรรม

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสถานการณ์ วิเคราะห์ปัจจัย ปัญหาและอุปสรรคในการเข้าถึงโอกาสทางการศึกษาของเด็กไร้สัญชาติหลังจบการศึกษาชั้นประถมศึกษาปีที่ 6 ในพื้นที่ตำบลช่องแคบ อำเภอพบพระ จังหวัดตากและเพื่อเสนอแนะแนวทางในการส่งเสริมการเข้าถึงโอกาสทางการศึกษาของเด็กไร้สัญชาติ ในพื้นที่ดังกล่าวโดยมีกลุ่มผู้ให้ข้อมูลหลัก ได้แก่ ผู้บริหารและครูในสถานศึกษา นักเรียนไร้สัญชาติและผู้ปกครองและผู้มีส่วนเกี่ยวข้องในการจัดการศึกษาจำนวนทั้งสิ้น 30 คน โดยวิธีการเลือกกลุ่มตัวอย่างแบบเฉพาะเจาะจงและใช้วิธีสัมภาษณ์เชิงลึก (In-depth Interview) ด้วยแบบสัมภาษณ์ (Interview Form) และนำผลมาวิเคราะห์ด้วยการวิเคราะห์ข้อมูลเชิงเนื้อหา จากการศึกษาพบว่าในพื้นที่ดังกล่าวมีจำนวนของเด็กไร้สัญชาติเพิ่มมากขึ้นแม้ว่าประเทศไทยจะมีนโยบายในการจัดการปัญหาเกี่ยวกับคนไร้สัญชาติในพื้นที่ดังกล่าวแล้วก็ตาม การเพิ่มขึ้นดังกล่าวมีสาเหตุมาจากการอพยพย้ายถิ่นของคนบริเวณชายขอบผ่านช่องทางธรรมชาติอย่างไม่ถูกต้องตามกฎหมาย เนื่องจากประชากรไร้สัญชาติเห็นถึงคุณภาพชีวิตที่ดีขึ้น ตลอดจนทราบถึงสิทธิที่พวกเขาจะได้รับเมื่อพวกเขาอพยพย้ายถิ่นเข้าสู่ประเทศไทยและส่งผลต่อเนื่องทำให้จำนวนเด็กนักเรียนที่มีความต้องการในการเข้ารับการศึกษาเพิ่มมากขึ้น สำหรับสถานการณ์ในการเข้าถึงโอกาสทางการศึกษาของเด็กนักเรียนไร้สัญชาติในพื้นที่ดังกล่าวยังมีอุปสรรคเกิดขึ้นอยู่เป็นจำนวนมาก แม้ว่าในพื้นที่ดังกล่าวมีการรับเอากฎหมาย นโยบายและข้อกำหนดของกระทรวงศึกษาธิการมาปฏิบัติแต่ก็ยังมีนักเรียนบางคนที่ถูกจำกัดการเข้าถึงสิทธิและโอกาสในการเข้าถึงการศึกษา โดยอุปสรรคดังกล่าวเกิดขึ้นจากปัจจัยทางด้านปัจเจกบุคคล อาทิ อุปสรรคทางด้านเศรษฐกิจและสังคม อุปสรรคทางด้านทัศนคติของตัวเด็กนักเรียนไร้สัญชาติ ครอบครัวของเด็กนักเรียนรวมถึงบุคลากรที่มีความเกี่ยวข้องในการจัดการศึกษา นอกจากนี้ความไม่รู้สิทธิและข้อมูลที่มีความเกี่ยวข้องกับการศึกษาก็ถือเป็นอุปสรรคสำคัญในการเข้าถึงโอกาสทางการศึกษาหลังจบการศึกษาของเด็กนักเรียนไร้สัญชาติ ผลจากอุปสรรคดังกล่าวนำไปสู่การตัดสินใจในการศึกษาต่อหลังจากจบการศึกษาชั้นประถมศึกษาปีที่ 6 ของเด็กไร้สัญชาติ โดยเฉพาะอุปสรรคทางด้านเศรษฐกิจและสังคมเนื่องจากผู้ปกครองของเด็กนักเรียนไร้สัญชาติมีฐานะค่อนข้างยากจนและมีวิถีชีวิตค่อนข้างยากลำบาก ดังนั้นเด็กนักเรียนไร้สัญชาติบางคนจึงเลือกที่จะเข้าสู่ระบบแรงงานและยุติการศึกษาหลังจบการศึกษาชั้นประถมศึกษาปีที่ 6 หรือตัดสินใจยุติการศึกษากลางคันก่อนจบการศึกษาในระดับชั้นประถมศึกษาปีที่ 6 แม้ว่าเด็กตลอดจนผู้ปกครองของเด็กนักเรียนเหล่านี้จะมีทัศนคติในเชิงบวกต่อการศึกษาก็ตาม

การศึกษานี้มีวัตถุประสงค์เพื่อศึกษารูปแบบการดูแลสุขภาพจิตนักเรียนมัธยมศึกษาโรงเรียนสังกัดกรุงเทพมหานคร เปรียบเทียบรูปแบบการดูแลสุขภาพจิตของนักเรียนมัธยมศึกษาของโรงเรียนในสังกัดกรุงเทพมหานครตามขนาดของโรงเรียน ที่ตั้ง และสภาพแวดล้อม วิเคราะห์ความท้าทายและปัจจัยความสำเร็จของรูปแบบการดูแลสุขภาพจิตนักเรียนมัธยมศึกษา โรงเรียนในสังกัดกรุงเทพมหานคร รวมทั้งจัดทำข้อเสนอแนะเพื่อช่วยในการพัฒนานโยบายและรูปแบบการดูแลสุขภาพจิตนักเรียนมัธยมศึกษา โรงเรียนสังกัดกรุงเทพมหานครดำเนินการศึกษาโดยใช้เทคนิควิจัยเชิงปริมาณโดยใช้แบบสอบถาม และสุ่มกลุ่มตัวอย่างโรงเรียนด้วยวิธีการสุ่มอย่างง่ายโดยมีขนาดตัวอย่างทั้งสิ้น 86 โรงเรียน วิเคราะห์ข้อมูลด้วยสถิติความถี่ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และศึกษาความสัมพันธ์ระหว่างลักษณะของโรงเรียนกับรูปแบบการดูแลสุขภาพจิตโรงเรียนด้วย One-Way ANOVA โดยกำหนดค่านัยสำคัญทางสถิติที่ระดับ .05 และการวิเคราะห์ถดถอยพหุคุณแบบขั้นตอน (Stepwise Multiple Regression Analysis) เพื่อศึกษาปัจจัยที่ส่งผลต่อความสำเร็จและความท้าทายของรูปแบบการดูแลสุขภาพจิตโรงเรียน ผลการศึกษาพบว่า รูปแบบการดูแลสุขภาพจิตนักเรียนมัธยมศึกษาโรงเรียนสังกัดกรุงเทพมหานครภาพรวมอยู่ในระดับปานกลางถึงมาก ด้านกระบวนการมากที่สุด ส่วนด้านโครงสร้างน้อยที่สุด จากการเปรียบเทียบตามขนาดของโรงเรียน ที่ตั้ง และสภาพแวดล้อม พบว่า ด้านโครงสร้างโรงเรียนขนาดกลางมีค่าเฉลี่ยมากที่สุด กรุงเทพเหนือมากที่สุดเรื่องครูและบุคลากรของโรงเรียนมีความรู้ ความเข้าใจในหลักจิตวิทยา การให้คำปรึกษาเบื้องต้น ด้านกระบวนการโรงเรียนขนาดกลางมีค่าเฉลี่ยมากที่สุด การสร้างสภาพแวดล้อมที่เป็นมิตรต่อสุขภาพจิตของโรงเรียนทั้งสามขนาดอยู่ในระดับมากที่สุด โรงเรียนขนาดกลางมีค่าเฉลี่ยการพัฒนาโรงเรียนทั้งระบบเพื่อส่งเสริมด้านสุขภาพจิต ระบบการดูแลช่วยเหลือนักเรียนมากที่สุด ส่วนโรงเรียนขนาดใหญ่และกรุงธนเหนือมีค่าเฉลี่ยมากที่สุดในการปฏิบัติในห้องเรียนเพื่อการส่งเสริมสุขภาพจิตให้เกิดประสิทธิภาพ และโรงเรียนในกรุงธนใต้มากที่สุดเรื่องกิจกรรมที่ส่งเสริมให้นักเรียนในห้องได้ช่วยเหลือซึ่งกันและกัน เช่น เพื่อนช่วยเพื่อน จิตอาสาช่วยเพื่อน การเรียนรู้ร่วมกันในชั้นเรียน ด้านผลลัพธ์โรงเรียนขนาดกลางและโรงเรียนในเขตกรุงเทพเหนือมีค่าเฉลี่ยมากที่สุด ส่วนโรงเรียนขนาดเล็กและโรงเรียนในเขตกรุงเทพกลางค่าเฉลี่ยต่ำที่สุด เมื่อวิเคราะห์ความแตกต่างของรูปแบบการดูแลสุขภาพจิตนักเรียนกับสภาพแวดล้อม พบว่า มีความแตกต่างกันอย่างมีนัยสำคัญทางสถิติ แต่ขนาดและที่ตั้ง ไม่แตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05 ส่วนปัจจัยความสำเร็จและความท้าทายของรูปแบบการดูแลสุขภาพจิตนักเรียนมัธยมศึกษา โรงเรียนในสังกัดกรุงเทพมหานคร เป็นผลมาจากครูและบุคลากรของโรงเรียนมีความสามารถคัดกรองนักเรียนที่อยู่กลุ่มเสี่ยงได้ และการมีกล้องวงจรปิดที่สามารถใช้งานได้จริง กรุงเทพมหานครรวมถึงโรงเรียนในสังกัดควรโดยมุ่งเน้นไปที่การพัฒนาคนให้สามารถคัดกรองกลุ่มเสี่ยงได้เบื้องต้น และให้ความสำคัญกับโรงเรียนขนาดเล็ก และโรงเรียนในเขตกรุงเทพกลางที่มีข้อจำกัดในการดำเนินงานมากกว่าก่อน

This study draws from the instrumental-symbolic framework to analyze the employer image of public hospitals among final-year students and employed doctors. We examine the relative importance of perceived instrumental and symbolic employer image attributes in public hospitals in China among two groups of individuals (211 final-year students and 200 currently employed doctors). Both instrumental and symbolic attributes are significantly related to hospitals' attractiveness as an employer. Symbolic trait inferences explain incremental variance in employer attraction beyond instrumental attributes. This dissertation examines perceptions of task conflict instigators. Task conflict is a core process that teams need to engage in to solve complex problems, however we know little about how the individual who instigates the task conflict is perceived, and what effects these perceptions have on important workplace outcomes like co-worker interaction intentions, promotion potential, and leadership potential. This study uses Conservation of Resources Theory, to explain Street-Level Bureaucrats’ (SLBs) workplace behavioural responses to threats to their well-being. We examine whether authentic leadership within street-level organisations positively impacts employee well-being by increasing SLBs’ perception of personal resources, and reducing their perceptions of work harassment. The environmental performance of green buildings is receiving attention from built environment stakeholders. We introduce the concept of green human resource management (GHRM) to analyze how the performance gap in green buildings can be minimized using a human-focused design perspective. We utilize signaling theory and abilities–motivation–opportunity (AMO) theory to explain the interactions between environmental proactivity, GHRM, pro-environmental behaviors, job performance, and environmental performance. This paper empirically examines the impact of organisational psychological support on employees’ outcomes as an example of the ‘Common Good HRM’ model on the well-being–performance continuum of police officers, using a Conservation of Resources (COR) theoretical framework. The study uses Structural Equation Modelling to analyse data from 220 Italian police and 228 English police officers to compare the impact of Perceived Organisational Support (POS) on organisational stress, employees’ resilience, and engagement. Implicit bias during the resumé screening process can adversely impact the ability of an organization to achieve a competitive advantage through human capital (Coff & Kryscynski, 2011). The purpose of this study was to determine if teaching resumé screeners how to control biased decision-making during resumé screening results in equal employability ratings for upper-middle and lower-middle-class applicants. The study used a quantitative, causal, quasi-experimental, single-group pretest-post-test design. The target population was people in the United States who screen resumés as part of their current job duties (Thomas, 2018).
