On January 6, 2016, the Moroccan telecommunications regulatory agency, the ANRT, announced a ban onVoice Over Internet Protocol(VoIP) calling services such as Skype, WhatsApp, and Viber. The ban triggered sweeping opposition among the Moroccan public, opening discussion of digital rights, censorship, and Internet governance. Considering liberal democratic rights in the 2011 Moroccan Constitution and a history of censorship, this study analyzes the official justification of the ANRT alongside additional explanations involving business interests and the security services. Dominant theories relating to outcome-based learning and workforce competency were synthesized into a singular outcome-based competency model to evaluate systems engineering training. A baseline model was developed using leading theories from the academic literature pertaining to competencies for systems engineers across three categories: cognitive, skill-based, and behavioral. The model was further refined via qualitative and quantitative analysis of formal interviews of subject matter experts in the field of systems engineering workforce management. The refined model classifies 28 critical competencies for systems engineers into three tiers of workforce functionality: foundational, specialized, and leadership. The AC-130 maintenance process is not currently being used as effectively as it could be to make AC-130 fully mission capable. Most of the schools available are public but many rural Nebraskans report having both public and private schools of each grade level. Self-consolidating concrete, (SCC) is a highly flowable, non-segregating concrete that allows for concrete placement without vibration or external consolidation. SCC also allows rapid concrete placement with reduced labor costs, resulting in vastly improved concrete surface finishes and architectural applications (RMCAO 2009). To accomplish SCC, the concrete industry has developed improvements in high-range water reducer admixtures for flowability and viscosity-modifying admixtures for stability. This study measures the impact that electrical outages have on manufacturing production in 135 less developed countries using stochastic frontier analysis and data from World Bank’s Investment Climate surveys. Outages of electricity, for firms with and without backup power sources, are the most frequently cited constraint on manufacturing growth in these surveys.

Outages are shown to reduce output below the production frontier by almost five percent in Africa and by a lower percentage in South Asia, Southeast Asia and the Middle East and North Africa. Production response to outages is quadratic in form. Outages also increase labor cost, reduce exports …

Operations managers assign resources and make scheduling decisions with no visibility of the revenue, cost, and profitability characteristics of the route they are manipulating. Transit speed decisions focus on ensuring trains safely reach their destination on time with little regard given to the actual service needs of the customer. Drawn upon upper echelon theory and organizational theory, this research proposes to examine the impact of CEO turnover in IT firms on firm performance in terms of both sustainable accounting performance and market performance. We find that CEO turnover is a significant determinant of firm performance, especially in IT firms. This paper contributes to the IS literature by investigating the CEO turnover impact in IT firms compared to other industries. This study also has practical implications by providing the guideline for IT firms on the CEO turnover policy. Such firms should place additional emphasis on their succession planning efforts.

Comparative Empirical Analysis On Computer Software Piracy Behaviors Between China And The United States: An Exploratory Study, Xiang Fang, Sooun Lee

Using the data collected from several universities in China and the United States, which have drastically different piracy rates, economic development stages, income levels, and national cultures, this study aims to identify which demographic factors affect software piracy significantly. Totally, the dataset includes 600 valid responses. Multivariate data analysis, supported by Multivariate Analysis of Variance and Turkey’s test, reveals that among various factors, country difference and gender most significantly influence software piracy. In addition, this study offers recommendations on how to curb software piracy effectively.
