The operational effectiveness and efficiency of military air transportation relies on the expertise and intuition of Air Mobility Command’s (AMC) mobility planners. The 2016 NDAA authorized changes to the military retirement system transitioning from the legacy High-3 defined benefit annuity to the new Blended Retirement System (BRS). In exchange for a reduced defined benefit annuity, the BRS incorporates automatic and matching contributions to the member’s Thrift Savings Plan and a continuation payment offered at 12 years of service. In 2018,service members with less than 12 years of service will make an irrevocable decision between the two retirement systems. This paper builds on the previously developed product sustainability index (ProdSI) and process sustainability index (ProcSI), and presents a framework for sustainable manufacturing performance evaluation at the systems level. The framework is then used to propose a comprehensive set of metrics for the enterprise level following a five-stage metrics hierarchy (individual metrics, sub-clusters, clusters, sub-index and index). The 6R concept (reduce, reuse, recycle, recover, redesign and remanufacture), total life-cycle emphasis, and triple bottom line (TBL) are considered for selecting relevant metrics. The objective of this study was to determine if warm mix additives currently used in Arizona can be added for the production of an Asphalt Rubber - Asphaltic Concrete Friction Course (AR-ACFC) without detrimental effects on performance of the pavement. Three warm mix additives (Evotherm®, Sasobit®, and Advera®) approved by Arizona Department of Transportation were investigated through a laboratory study along with statistical analysis. Three major concerns on performance of an AR-ACFC considered in this study are asphalt draindown, durability, and moisture susceptibility. The World Economic Forum (2014) ranks the United States 51 out of 144 countries scoring a 4.4 out of 7 (7 = excellent) in the quality of mathematics and science education. Investment in Research and Development (R&D) is necessary for innovation, allowing an organization to maintain a competitive edge. The U.S. Federal Government invests billions of dollars, primarily in basic research technologies to help fill the pipeline for other organizations to take the technology into commercialization. However, it is not about just investing in innovation, it is about converting that research into application. A cursory review of the research proposal evaluation criteria suggests that there is little to no emphasis placed on the transfer of research results. Operational performance of the U.S. airline industry has been monitored for the past 27 years by a quantitative model of metrics known as the Airline Quality Rating. The National Airline Quality Rating (http://airlinequalityrating.com) sets the industry standard for comparing performance quality among U.S. airlines. Criteria included in the Airline Quality Rating (AQR) report are screened to meet two basic elements: (1) they must be readily obtainable from published data sources for each airline, and (2) they must be important to consumers regarding airline quality. Results from this report are retrieved from the April 2016 Airline Quality Rating Report.

The purpose of this paper is to study the effects of specific airline business decisions on aircraft accident propensity. Airline safety affects everyone and has large regulatory and policy implications. Existing research has focused largely on three areas: airline financial health, safety and the resulting effects of accidents. I use both Poisson and Negative Binomial models to study two different airline features: low-cost carriers and flight length, and how they relate to the probability of an aircraft accident.
