Earmarking has been both praised and denounced as a fi cal tool of state government, 1 but there appears to be little scholarly research to either support or refute the arguments put forth in the dedication controversy. This paper attempts to weigh the evidence both for and against special funding, and to suggest some long-run planning corrections which would serve as a remedy to some specific problems often encountered in t he earmarking process.

With the shift to remote teaching, many instructors used Zoom for synchronous work. However, this presented issues (fatigue, turning cameras off, inequitable technical hurdles) that motivated quantitative reasoning (QR) instructors to look for asynchronous alternatives. A common technique has been text-based online discussions, which can be difficult for students to find engaging. This mixed method study (N = 41) describes an inclusive video alternative, specifically for teaching QR and quantitative fluency skills, which was piloted in two asynchronous sections and one hybrid section of the same course. COVID-19 forced many universities to shift from traditional face-to-face or blended learning, to full online learning. The sudden shift was not easy for both students and lecturers, who had to adapt to the new learning mode. This study aimed to evaluate the acceptance and use of online learning of university students in the law faculty at a South African university during the COVID-19 pandemic. Abstract

Many private colleges in the U.S. face financial difficulty. The role of athletics in the financial condition of U.S. colleges is subject to controversy. Supporters argue that collegiate sports draw students, improve student quality, and increase donor support. Detractors argue that athletics are costly and undermine the academic mission of the institution. In this paper, we examine metrics of athletic and academic quality to determine their effects on the financial health of a sample of U.S. private colleges. College athletics are a multi-billion dollar industry in the United States, but how well do university athletic programs employ their resources? The question is germane in light of increasing costs of higher education and scrutiny of university budgets. This study furnishes a template to weigh the tradeoffs inherent in collegiate sports, which is the main contribution of the paper. A dataset of 117 American college football programs from 2011-2015 is analyzed using DEA and AHP methods to assess the efficiency and perception of these programs.
