Flooding has become the new normal in Ho Chi Minh City (HCMC). During the rainy season, many areas of the city experience severe inundation that seriously impacts infrastructure, traffic, and economic transactions. As the effects of climate change unpredictably and rapidly manifest in Southern Vietnam, the frequency and impact of urban floods are projected to increase. In addition, within the last few decades, HCMC has rapidly developed and urbanized, transforming itself into the economic center of Southern Vietnam. In 2016, Indonesia—the fourth most populous country in the world—received international attention for what the Human Rights Watch calls an LGBTQ “Crisis” (2016). Sparked by high ranking officials publicly declaring homophobic and transphobic sentiments, a wave of intolerance, fear, and hate disseminated throughout the country. Gender and sexual minorities became “fresh meat” for political players—government officials, military leaders, religious figures, and other social agents competed to take a stand against an “impeding” LGBTQ threat. These dialogues catalyzed into action as zealous anti-LGBTQ campaigns staked violence and discrimination against gender and sexual minorities across Indonesia.

The Malat is a Balinese oral tradition and text composed of numerous episodic stories based on Javanese and Balinese courtly life of the pre-Dutch intervention era, when kings and princes dominated the political sphere and the court system governed aspects of social life. Many art forms blossomed out of this epic, notably in painting and in performance, known as gambuh. Through an exploration of the Balinese epic, the Malat, as a Balinese text, history, fine art, and performance, this study analyzes the modern cultural importance of this ancient pre-Indonesian courtly epic. The threat of global climate change increasingly influences the actions of human society. As world leaders have negotiated adaptation strategies over the past couple of decades, a certain discourse has emerged that privileges Western conceptions of environmental degradation. I argue that this framing of climate change inhibits the successful implementation of adaptation strategies. This thesis focuses on a case study of the Maldives, an island nation deemed one of the most vulnerable locations to the impacts of rising sea levels. I apply a postcolonial theoretical framework to examine how differing knowledge systems can both complement and contradict one another. By …

This summer a brutal attack on Dalit youths in the Indian state of Gujarat set off months of street protests. The attack and subsequent protests underscored the persistence of caste-based discrimination in rural India, and the often brutal manner in which Dalits – members of India’s lowest castes – are excluded from everyday society. “India’s Dalit Moment” is a field report examining the causes and protagonists of the revolt. Wayang kulit, or shadow puppetry, connects a mythic past to the present through public ritual performance and is one of most important performance traditions in Bali. The dalang, or puppeteer, is revered in Balinese society as a teacher and spiritual leader. Recently, women have begun to study and perform in this traditionally male role, an innovation that has triggered resistance and controversy.

In some ways Bali’s street art manifests everywhere, in the form of abundant banten, decorations for Galungan and Kuningan, shrines, temples, ornaments, and the black and white checkered cloth draped over scared statues, rocks, and banyan trees. This aesthetic pleasure moves beyond the sacred, and into the street—peering out among Bali’s intricate ornaments and decorations. Declarations of Bali Tolak Reklamasi, and images of a Balinese woman sporting a gas mask circulate Bali’s cityscapes, along with other marks, writings, and murals finding homes on grey walls.

In reflecting on a sharp scholarly exchange at a conference, this article explores issues of authority, representation, and offense in global Catholic and South Asian Studies. Focusing on the act of foot washing by Dalit Catholics, the article examines how scholarly offense is linked to particular claims of representational authority. The article also puts this discussion within the context of contemporary debates about Western portrayals of Indian culture and society.

This article presents a feminist analysis of patriarchy persisting in Catholicism of the Syro-Malabar rite in Kerala. The article specifically considers the impact of charismatic Catholicism on women of the Syro-Malabar rite and argues that it is important to interrogate this new face of religiosity in order to fully understand how certain rituals are allowed to change and be fluid, while others, especially concerning female sexuality, are enshrined as “tradition” which often restricts the parameters for women’s empowerment and may reinforce caste and patriarchal hegemonies preventing feminist solidarity across different religious- and caste-based groups.

This article examines three Catholic home shrines in a Dalit community in North Indian and argues that it is misleading to think that home shrines and other collections of material objects are somehow static conveyors of meaning. “Meaning” can mean many things or nothing at all, depending upon the terms we are using and the scholarly methods we deploy. The crucial aspect of Dalit Catholic home shrines is that they are literally open to interpretation and reinterpretation, to touching and being touched. This article considers whether Indian Christianity can be said to have a distinctive ecological vision. The first two parts of the article examine Christian environmentalism in two native forms of Indian Christianity: Tamil Christianity and Tribal Christianity. Continuing with the theme of conformity to the local culture—though of the elite—the third part of the article investigates how Christian Ashrams function as dynamic centers for ecological praxis. The last part of the article considers how contemporary Indian Christian communities can respond to the ecological challenges confronting them.

This article combines ethnographic description of the practices of Hindu and Christian visitors of the St. Antony Shrine in Chennai with the observation that this material cannot be understood using the standard world religions paradigm that essentializes Christianity as exclusivistic. Drawing upon the visual and material culture of the shrine in light of premodern and Vatican II templates for inculturation and the negotiation of religious difference, the article highlights overlap between Tamil Hinduism and the Tamil Popular Catholicism of the site to argue that the beliefs and practices documented should inform descriptive and normative accounts of Catholic Christianity. Parental involvement plays an essential role in the United States (U.S.) educational system. However, parental involvement poses many challenges for Hmong parents in American schools. Many assumptions are made on the parts of teachers, staff, and Hmong parents about parents' roles pertaining to their involvement in their children's education. Hmong parents struggle to reconcile beliefs, attitudes, and values that they bring with them from Laos with the expectations found in the U.S. due to their unfamiliarity with the U.S. educational system.

In India, practices relating to pregnancy, childbirth and child development have been rooted in cultural beliefs and traditions that are based on knowledge contained in ancient Indian texts. Many Indians residing across the globe continue to observe these practices. Some may find it challenging to do so when they are residing abroad, away from familiar surroundings and separated from their extended families. South Asian same-sex attracted women in the United States experience discrimination and marginalization that puts them at an increased risk for mental health issues. Research shows their rates of counseling and psychotherapy use are low due to perceptions of stigma, lack of knowledge, and concerns about culturally insensitive treatment plans. Mental health providers lack the literature needed to inform culturally sensitive treatment plans to address these concerning gaps in services, and an extensive literature review found no studies on the lived experiences of this population. Militancy inspired by Islamists is escalating globally, and government action is necessary to protect vulnerable populations. Security professionals generally agree that governance may complement the use of force to defeat militants; however, current doctrine does not address the concurrent integration of governance in a comprehensive strategy. This interpretive case study explored Pakistan's application of governance during the 2009 Khyber operation in Swat Valley, code-named Operation Rah-e-Rast. The central research question focused on how governance activities were integrated with military operations to subdue militancy.
