Россия полиэтнична. Состав ее населения, сложившийся в длительном процессе формирования Российского государства, включает в себя сегодня (по переписи 2002 г.) около 160 этносов. Это означает, что единая система российской общеобразовательной школы в осуществлении своих функций объективно имеет дело с чрезвычайно сложным языково‐, этнокультурно‐ и этноментально‐ неоднородным и разнохарактерным контингентом учащихся. Закон «Об образовании» 1992 г. решил эту проблему с помощью компонентного принципа организации содержания образования, позволяющего удовлетворить интересы разных субъектов образовательного пространства: государства и общества – через федеральный компонент, этносов и локальных сообществ – через региональный (национально‐ региональный) компонент. In June of 2005 the federal legislation On the national language was signed into law by Vladimir Putin.1 The bill, revised and renamed several times after its initial introduction in the Duma in 2001, proved to be highly controversial, stimulating lively public debate. The law merits discussion as the first major piece of federation legislation focused on language policy and language planning to appear in the Russian Federation in several years. The first years of the twenty‐first century in Russia saw a considerable rise in the state’s regulation of language. In the words of one of the agents of this regulation, Natalia Liashchenko, a Consultant for the Committee for the Nationalities, “Определенный поворот к проблемам русского языка произошел и в органах государственной власти России.” The engagement of the state by way of regulations in the national discussion of the nature and quality of the Russian language demonstrates ‘the state power turning to language’.

In Günter Grass's Danzig Trilogy and novella, Im Krebsgang, an antagonistic female type makes a repeated appearance. She appears in the guise of Susi Kater and Luzie Rennwand in Die Blechtrommel, and as Tulla Pokriefke in the other works, Katz und Maus, Hundejahre, and Im Krebsgang. This antagonistic female type is not like other women in these works. A review of Le Deuxième Sexe by feminist Simone de Beauvoir reveals several crucial components contributing to woman's position in society. In 1976, the American Council of Teachers of Russian (ACTR) began sending American college students to Russia for advanced training in Russian language and literature. The original ACTR program was open to qualified students from any U. S. institution and represented one of the very few opportunities available to American students, graduate students, or faculty to pursue advanced language training in Russia, in this case, the newly established A. Although the United Nations has declared that its working languages—English, Russian, French, Spanish, Chinese, and, more recently, Japanese and Arabic— are “world languages,” there is no strictly linguistic basis for such a claim. Indeed, many linguists reject the term, and many of those who do accept it believe that it denotes—roughly—an artificial global language. Moreover, many find in it an unpleasant hint of the pseudoscientific idea that one language can be superior to another.

In reviewing international trends over the last few decades, two words— globalization and internationalization—inevitably come to mind. Thinkers around the world are pondering these processes, which are rooted in the technological and social changes of the last quarter of the twentieth century.

The notions of globalization and internationalization are obviously related, but exactly what do they mean? In The Globalization of Higher Education, Peter Scott (1998a) concludes that not only are the words not synonyms, but the processes they denote are radically different and even dialectically opposed.

The successful acquisition of second languages depends as much on good psychology as it does on sound linguistics. Both teaching and learning can be enriched by understanding and applying basic psychological principles.

The speaking and reading performance of second-language learners has received a great deal of attention in areas of applied linguistics such as conversation analysis, speech production analysis, oral testing research, classroom interaction analysis, and task-based learning research.(Ellis, 1994). In the 2000 years during which human abilities have been assessed formally, tests and examinations have grown more powerful. A century ago, critics launched a strong attack on examinations, citing their “inevitable uncertainty,” but a growing testing industry and governmental cries for “accountability” have managed a stubborn defense. More recently, appreciation of the complexity of notions such as “language proficiency” and acceptance of the resulting impossibility of finding a single measure of those notions have led testing experts to a realization that assessing language knowledge is multipart and intricate—and more likely to be served by profiles than by simple scores.

Despite the authority that time holds in the discipline of studying events of the past, not all historians or writers analyzing the past use time to study history—some use space, including writers who write about and interact with an urban topography. The space used by these writers is built space, as well as inhabited and practiced "lived" space. Whereas time provides a transparent overview of history, the urban spaces tend to be opaque. After a general overview of the persecution of Gypsies (Roma) during World War II, this thesis focuses on the situation of Gypsies on the territory of Serbia and Croatia. The two republics are chosen because of their unique structures during the years 1941 to 1945. Both republics had puppet regimes set up by Germany; however, Croatia was an ally to Germany and strove to mirror the Third Reich in all its policies.
