In the Spring of 2022, Portland State University was invited to participate in Excelencia in Education’s pilot Seal Serving Institutional Transformation Assessment or SSITA. This SSITA report is a preliminary institutional assessment of Portland State University’s (PSU) efforts to intentionally serve Latiné students and advance degree completion. Between now and June 2023, a committee of faculty, staff, and students will lead the effort to complete a Seal of Excelencia application. In the text of La Cultura Que No Cambia, I mention how my work has been influenced by becoming more aware of generations of altar making that occur in my family. By collecting stories and photographs of altars, I can observe and create work based on how the legacies can change through generations or stay the same. The memory of my ancestors and family traditions is strengthened. Growing up seeing discrimination towards others has influenced me to highlight my Mexican heritage of traditions, culture, and language through several different methods. This dissertation deploys a multidisciplinary and decolonial framework to investigate the architecture of cortiços, the Favela Hill, the Castelo Hill, and the Ministry of Education and Public Health (MES) building as constitutive of the history of modernization and modernity in the Centro (city center) of Rio de Janeiro, 1811-1945. The first three chapters investigate the distinct geographies, formal and material qualities, and populations of cortiços, the Favela Hill, and the Castelo Hill, as well as their racialization and essentialization by the “unsanitary” and “degenerate” labels bestowed upon these landscapes by the state. Hispanics and Latinos are the largest growing minority in the United States. Despite this, they are less likely to be targeted for public relations (PR) campaigns. Through secondary research of previous literature on the subject, it was established that PR does not implement strategies to address this population successfully. This project aimed to investigate the importance of acculturation, cultural representation, language, and media selection for effective PR practices. Then, a modified PR model was presented for professionals to adopt while targeting this ethnic group.

This thesis narrates the development of the multimedia art installation called Sanctuary. I unwrap the theoretical background of my practice, which is rooted in the theories of deconstruction by Jacques Derrida, and the rhizome theory by Gilles Deleuze and Félix Guattari. I approach my creative process as a grammatic of matter, space, and time, constructing meaning through an interplay of significants that connect to political, social, economic, and cultural implications. Numbers for Latinx writers, producers, and actors are significantly lower than their non-Latinx counterparts and Latinas, in specific, are one of the most underrepresented groups on television and often being portrayed as hypersexual in comparison to other groups of the same gender. In dominant imperialist discourses, women, such as Iraqi women and Chicanas, have been marginalized in political, social and economic structures and have been manipulated to maintain imperialist exploitation and processes. They have been frozen within certain archetypal configurations. Iraqi women have been misrepresented as victims of their culture and traditions, and Chicanas have been represented in derogatory terms or excluded from mainstream hierarchies of representation. This paper explores the feminist theories post-colonialism and gender theory to better understand the coming out experience for the queer latinx community. The latinx community face unique hurdles when coming out including battling cultural values, colonialism, language barriers, and identity. In order to better understand the coming out journey of queer latinxs and create safe queer spaces I propose that we reimagine familismo to emphasize love and acceptance over colonial ideas of machismo and marianismo. We can also decolonize both feminist theory and language.

I analyze how Latino college students navigate the sociopolitical environment in Arkansas in their pursuit of middle-class certification to help their family and fulfill the American dream.
