Chief Paul Okali Ogbuisi was born in 1954 in the Ugweke section of Nigeria’s southern Abia State capital, Umuahia. The eldest child of his family, Chief Paul was educated at both the primary and secondary school level, finishing at age 18 eighteen to join the textile business. When Chief Paul was six years old and still in primary school, Nigeria gained its independence. In 1967 when Chief Paul was thirteen years old, a civil war known as the Biafran war began between the predominantly Islamic north and the predominantly Christian south. Marjorie Cadogan (b. 1960) is a graduate of Fordham University and Fordham University Law, and she is an Executive Deputy Commissioner of the Human Resources Administration in New York. She is the daughter of Bajan immigrants. Her father immigrated twice (in the ‘40’s and then the mid ‘50’s), and her mother came to the US in the late ‘50’s. This qualitative case study explored how New York’s in-state tuition policy is being implemented for undocumented immigrants at two community colleges within the City University of New York (CUNY) system. This investigation discovered that CUNY has devoted its own resources in the development of workshops, training sessions, manuals, and centers to assist in the implementation of this measure. Also, this study found that — while these colleges and CUNY overall have made a commitment towards the successful implementation of this policy — undocumented immigrants still face barriers in obtaining in-state tuition rates. This study explored Rarotongan core values that elders in Rarotonga considered might be important for inclusion in a physical education program. To date, there has been no study on Rarotongan core values in physical education. The study of Rarotongan core values will benefit Rarotongan schools in the area of physical education. This will revive some of the cultural traditional practices that have been discouraged. Rarotongan core values will encourage students' participation in physical education. Findings of the study address the needs of a policy that will enhance students' participation in physical education if used in a culturally responsive way.

The German prince Maximilian of WiedNeuwied (1782-1867) traveled up the Missouri River in 1832-33 to study American Indian culture before it was fatally compromised by the encroachment of Euro-American civilization. Aware of the expansionist and industrial dynamics of the Jacksonian Era in the United States, Maximilian wanted to study what he regarded as the vanishing Indian while there was still time. The idea had come to him during his 1815-17 journey through Brazil.
