Latinos and Latinas comprise an increasing share of eligible voters in the Commonwealth of Massachusetts, yet their political leadership at all levels of government is less than proportionate to Latino populations across the state. 82 Latinos and Latinas hold seats in local elected governing bodies and offices and in the Massachusetts Legislature. However, significant leadership gaps persist at the state level and in the state’s congressional delegation. In addition, leadership gaps at the local level remain a reality in most Latino communities across the state.

A disability, as defined by the 1990 Americans with Disabilities Act (ADA), is an individual’s physical or mental impairment that substantially limits one or more major life activities. Data from the 2016-2020 American Community Survey identify six disability types: hearing, vision, cognitive, ambulatory, self-care, and independent living difficulty. In Massachusetts, approximately 108,000 Latinos have one or more of these disabilities compared to 738,000 Non-Latinos. This report examines demographic and economic characteristics of Latinos and Non-Latinos with disabilities in Massachusetts.

In this report, we will provide a descriptive analysis of the main trends in educational achievement for Latinos in Massachusetts in the period 2010-2022. We highlight areas in which Latino students have made considerable progress since the publication of the 2010 Gastón report “The State of Latinos and Education in Massachusetts: 2010,” along with other areas in which progress has stalled and/or been reversed. The data presented cover only until 2020, before the full effects of the Covid-19 pandemic were felt. We end with recommendations for further development of a Latino Education agenda.

In Massachusetts, the share of Latinas in the overall population has been rapidly increasing. From 2000 to 2019, the number of Latinas increased by 81.5%1 even as the number of Non-Latina women declined by about 5.8% during that same period. The share of Non-Latina White women in the Massachusetts female population dropped from approximately 82% in 2000 to 71% in 2019.

Massachusetts is among the wealthiest states in the country, yet Latino communities here have struggled economically relative to Latinos nationwide. There have been some bright spots—poverty rates have decreased and Latinos now have higher rates of entrepreneurship, education and labor force participation than in years past. Still, a disproportionate share of the more than 800,000 Latinos in Massachusetts today contend with food insecurity and have low rates of intergenerational economic mobility.

During the early 21st century, Latinos have grown as a part of the Massachusetts population. To a considerable extent, this growth is reflected in Latinos’ political participation, as shown by voting statistics. For example, the number of Latinos voting in presidential elections rose from 51,000 in 2000 to 227,000 in 2020, a remarkable increase of 345%. Similarly, the percentage of votes for president that were cast by Latinos rose from 1.8% in 2000 to 7.0% in 2020. Among the many types of services that promote the country’s general welfare, military service is among the most noble. People in the military are keenly aware that their service can place their lives at risk so that others keep their economic, political, and social wellbeing. In addition, those with families are aware that hazardous duty pay for deployment in a war zone in no way compensates for the stress placed on their families. Latino children are one of Massachusetts' fastest-growing segments of the population. However, evidence suggests that the social and economic context in which Latino children live does not adequately support their development and overall wellbeing. Nearly a third of Latino children in the United States live in very low-opportunity neighborhoods as defined by a scale of educational, health, environmental, and socioeconomic outcomes. Compared to non-Latino children, Latinos are more likely to grow up in households below the federal poverty threshold and less likely to have a mother with at least a Bachelor's degree. Back before the COVID-19 crisis hit and the economy was relatively strong in the aggregate, Massachusetts’ Latinx population—a diverse and growing community that makes valuable economic and cultural contributions—had the lowest incomes and lowest homeownership rate among racial/ethnic groups in Massachusetts. Latinx working-age adults tended to have lower levels of educational attainment and were more likely to have limited English language proficiency. These, in part, contributed to higher levels of unemployment and food insecurity before the pandemic. Between 1980 and 2017, the Massachusetts Latino population increased by 475%, with many new arrivals coming from Central and South America. In Massachusetts, the top ten Latino subgroups by population size are: Puerto Ricans, Dominicans, Brazilians, Salvadorans, Guatemalans, Mexicans, Colombians, Cubans, Ecuadorans, and Hondurans. This report focuses on the Latino population of Massachusetts and uses 2014–2018 American Community Survey (ACS) demographic data to explore both Latinos’ vulnerability to COVID-19 infection and the key predictive factors. We explore what is known about the social determinants of health previously identified as critical to understanding the spread and differential infection rates of COVID-19 across populations—for example, opportunities for infection due to employment and housing conditions—and how these apply to the Latino population in Massachusetts.
