On The Location Of The Proto-Oceanic Homeland, John Edward Terrell, Terry L. Hunt, Joel Bradshaw

The linguist Malcolm Ross has advanced a series of inferences pointing to somewhere in the Bismarck Archipelago as the probable "homeland" in the Pacific of the Oceanic or Eastern Austronesian languages. This conclusion is not the only one that can be reached based on current linguistic evidence and inference. Reviewing why he has singled out the Bismarck Archipelago as the homeland is advisable, for Ross's deductions have been seen as substantial support for associating proto-Oceanic with what some archaeologists have characterized as the "Lapita cultural complex." Micronesia has a long history of colonial occupation: Spanish, German, Japanese, and finally American. Each power left tangible remains of its occupation and each has influenced the preservation of Micronesian culture. This essay explores the nature of historic preservation of colonial sites and property in a postcolonial world. What are the priorities and what are the constraints for Micronesian countries to manage their colonial past at a time when cultural self-determination has become reality?

Research Notes: Marijuana Use Among High-School Students In Guam, Thomas K. Pinhey, John W. Carpenter Jr., Michael P. Perez, Randall L. Workman

This study aimed to provide an estimate of the prevalence of marijuana use among Guam's high-school youth and to explore the potential protective and risk factors associated with its use. Using a probability sample (n = 589), our findings revealed that 51 percent of respondents said that they had used marijuana at least once during their life. Males reported using marijuana more frequently than did female respondents. Higher grades and being female were each associated with significantly lower levels of marijuana use. Postcolonial Politics And Colonial Media Representations In New Caledonia, Alaine Chanter

The signing in 1998 of the Noumea Agreement on the political future of New Caledonia was of great significance in conferring a limited form of nationhood on New Caledonia prior to a vote on independence in fifteen to twenty years' time. The agreement itself argues that the emergence of a " new sovereignty" requires affirmation of the formative place of Kanak identity and culture in the society. This requirement is particularly apparent within the European community, which has based its opposition to independence on a denigration of Kanak claims to an affirmative identity and peoplehood. About the book: Pacific Islander Americans constitute one of the United States' least understood ethnic groups. As expected, stereotypes abound: Samoans are good at football; Hawaiians make the best surfers; all Tahitians dance. Although Pacific history, society, and culture have been the subjects of much scholarly research and writing, the lives of Pacific Islanders in the diaspora (particularly in the U.S.) have received far less attention. The contributors to this volume of articles and essays compiled by the Pacific Islander Americans Research Project hope to rectify this oversight. Asian American Voter Registration In Massachusetts: A Preliminary Report On Ten Cities And Towns, Paul Watanabe, Michael Liu

The 2000 Census reports that Massachusetts’ Asian American population is the state’s fastest growing racial group, increasing by 68% since 1990. By 2025, the number of Asian Americans in Massachusetts is projected to expand to 534,000 from the current total of 238,124. This dramatic growth, however, has apparently not been accompanied by high levels of Asian American electoral participation and political clout. A major challenge for Asian Americans, therefore, is to substantially increase their participation and influence.

The main purpose of the study was to explore the degree to which Latino newcomers are being effectively and positively integrated into the economic, social, and political lives and institutions of the state and local communities. The project consisted of three phases. The first was based on analysis of Census 2000 figures, government documents, media archives, and published research. The second phase developed a survey questionnaire mailed to a wide array of agencies and organizations directly or indirectly charged with integrating newcomer populations.
