On the same day, 23 September 2003, that President George W. Bush defended his Iraq policy to the General Assembly of the United Nations, Secretary-General Kofi Annan also spoke to the Assembly. Annan reiterated his opposition to the view that states may independently be justified in using military force “preemptively” to avoid the dangers posed by the spread of weapons of mass destruction (WMD) among states and terrorists, including nuclear, biological, and chemical weapons.

Although the author concedes that much criticism from the left alleging ulterior imperialist motives of missions for “humanitarian intervention” is valid; nevertheless, the author argues that it would be wrong to rule out the concept of humanitarian intervention, even when conducted by imperialist powers for imperialist motives. The concept of “rescue” remains a valid humanitarian concept, and a logical foundation for solidarity with populations who find themselves under assault and defenseless. The author considers various regulative principles that may guide more careful thinking about humanitarian intervention.

Our main thesis is that the U.S. has a duty of justice to adopt an open border policy with regard to economic migrants because it is significantly responsible for the unjust social and economic conditions that bring such migrants to its borders. From this perspective, President Bush’s recent “guest worker” proposal is morally objectionable because it is designed more to serve U.S. business interests than the interests of the migrants. We address three objections to opening borders: it will worsen the economic condition especially of low-skilled native workers; it will harm developing countries by increasing the so-called “brain drain”; and …

Justice requires that high consumption in affluent societies be slowed down for the sake of eradicating extreme poverty in the developing world and improving the condition of its very moderate consumers. High consumption places environmental and resource burdens and restrictions on the economic growth options of developing countries without bringing commensurate benefits. Moreover, high consumers enjoy products made in less developed countries by workers who have inadequate wages and often labor in unhealthy and unsafe conditions.

Many contemporary liberals adhere to the "liberal peace project" (LPP) -- that is, the idea that world peace can be realized through the spread of political liberalism, or capitalist democracy. The LPP is based on projecting toward the future the well-documented fact that secure modern democracies have never fought wars with one another. A spirit of optimism prevails among LPP proponents, bolstered by the recent uprise in democracies, and they argue that their cause can be advanced by a liberal foreign policy that promotes free trade and human rights. My main aim in this paper is to arrive at a defensible form of Marxian or socialist political universalism through a critical examination of Marx's own political universalism. In the next section, I will outline several moral errors that Walzer ascribes to political universalism, including Marx's, and show that Walzer largely misdirects his criticisms because what primarily accounts for Marx committing the errors is his Hegelian metaphysical conception of history, not his political universalism as such.

My main aim here is to examine what the significance is of the communitarian critique of liberalism for Hermann Cohen's political philosophy. I will conclude that Cohen's socialist Kantianism can successfully meet this critique. Also, I will argue that his political philosophy can better deal with some of the problems that communitarians detect in our Western democracies than can communitarianism itself. One crucial reason for this is that Cohen completes the original Kantian liberal project by making all agents fully autonomous in the economic sphere.

Baynes's two main objectives are to show that Kant, Rawls, and Habermas share the view that "the idea of an agreement among free and equal persons [i. e., autonomous persons] ... constitutes the normative ground of social criticism" (p. 8), and that this "constructivist" view is more adequately developed and defended with each successive theorist. The study, however, goes beyond these aims and can often fruitfully be read as a comparative study of Rawls and Habermas.
