Operational Responsibility In Ai Governance: A User-Centric Liability Framework, Zhengyang Chen

Who bears responsibility when artificial intelligence systems cause harm? This question has become central to AI ethics and governance. Most existing approaches focus on developers, yet this faces serious practical and theoretical problems. Drawing on tort law, agency law, and philosophy of technology, this paper argues that AI should be understood as an instrument whose outputs remain the responsibility of human operators rather than developers. We call this 'user-centric governance.' Placing accountability with deployers promotes public trust by creating clear lines of responsibility, a concern that governance approaches have often overlooked. In modern Western society, death has been dissected and neatly packaged like meat at the grocery store. The unsavory aspects are hidden and our discomfort around dying has turned death into a commodity. In typical consumerist fashion, we are sold the “proper way” to die and grieve as a result. Funeral homes guide us through this new experience with the goal of assisting us through our grief. In order to better serve the school population, the school counselor is often called upon to deliver the counseling curriculum to all students. Data often drives the curriculum the counselor will present to the students. As a result of a program audit and perception data, a school counselor at West Elementary chose to implement a character education piece to the curriculum. Furthermore, an incentive program was added to encourage positive behavior and to recognize student achievement. The Moral Reasoning Of Males And Females In Response To Hypothetical Dilemmas Involving The Care Of Elderly Family Members, Denise Litterer

Twenty Midwestern Caucasian college students, ten males and ten females, were tested on justice and care orientations when reasoning about hypothetical moral dilemmas involving the care of elderly family members. A slightly modified version of the dilemma developed in Stack's (1990) study was used along with a new dilemma developed by the author of this study to further clarify the coding process. Lyons' (1983) scoring method and Gilligan's (1982) guidelines were used to code subjects' responses. No sex differences in the type of moral reasoning were found. A moral dimension is often intrinsic to YA literature because it is concerned with the problems of youth. This study examines the moral reasoning of teenage protagonists by applying the theory of Lawrence Kohlberg to the analysis of a sample of twelve books drawn from YASD's "Best of the Best Books--1970-1982" list. The sample was structured to provide comparison between type of book (realistic fiction and fantasy/ science fiction), sex of author, and sex and age of protagonist.
