Under dictatorships in Spain and Argentina, artists used their mediums to criticize the actions of the Catholic church and oppressive conditions enforced by the government, using allegories, metaphors, and symbolism in their art. While many artists tried to create works that fell within authoritarian guidelines, others intentionally created cinema and literature criticizing the Argentine and Spanish governments, values, and practices, knowing the works would be banned. Scholarly work and media coverage both point to the negative effect that the rhetoric and policy of former US President Donald Trump had on the lived experience and wellbeing of immigrant groups explicitly targeted by it (i.e., the “Trump effect”). Typically, the focus has been on Muslim and Latino immigrants as well as those less-explicitly targeted but still affected by Trump-era policies, such as temporary workers. This article recovers the link between cultural and educational policy in Latin America to understand the neoliberal state’s discursive institution of culture as capital. It does so by studying the form and function of Mexican and Chilean cultural bureaucracies. Canadian banks have been important components of an imperialist system since at least the 19^th century. However, their long and rich history of operating as purely exploitative entities in the English-speaking Caribbean region is often overlooked— leading to many incomplete and conflicting narratives about Canada’s role within the global system. I argue that Canada is an imperial actor that exerts agency in supporting a Canadian banking oligopoly both within Canada and in the English-speaking Caribbean. The im(migration) and refugee crisis that are being exacerbated under the Trump administration, is a manifestation of empire-building and the long history of colonization of the Global South. A Marxist-humanist perspective recognizes these as consistent aspects of a clearly racist global capitalism that functions in the interest of multibillion dollar U.S.–based corporations and increasingly transnational corporations. Trade agreements, international economic policy, political intervention, invasion or the threat of these, often secure corporate interests in specific countries and regions. La literatura convencional ha examinado las designaciones de mujeres en gabinetes nacionales, pero escasa atención se ha prestado a los gobiernos provinciales. I approach Bolivian coca policy under Evo Morales, Bolivia’s first indigenous President, as a site to examine the broader issue of decolonization. My paper argues that the new General Law of Coca, passed in March 2017, is part of a larger systemic pattern of violence towards historically disenfranchised communities in Bolivia, despite Morales’ indigenous Aymara identity and pro-coca activism. Drawing on interviews I conducted and a postcolonial theoretical framework, I analyze how although Morales has rhetorically advocated for indigenous communities and decolonizing Bolivia, colonial legacies supplanted in the subjectivity of Bolivians and institutions of its government have persisted. Los resultados muestran que los niveles de confianza en el gobierno nacional varían de un barrio a otro, dependiendo de la vulnerabilidad de sus habitantes a la inseguridad generada por las pandillas. An estimated one million Chileans took to the streets in August 2016 to demand reform of the country’s privatized pension system, calling for an end to individualized retirement savings accounts, which were created in 1981 during General Augusto Pinochet’s military dictatorship. The mobilization, involving around 5 percent of the country’s population, was the largest since Chile’s return to democracy in 1990. Demonstrations of growing discontent have become common in Chile of late. The pension protests came in the wake of more than five years of student mobilization aimed at forcing a reform of the Pinochet-era education system.

“Who owns it?” is a surprisingly confusing question when applied to territory. Each word opens up puzzles: who can “own” territory? What is “ownership” in this context? How can it be justified in a way that could convince an outsider? These questions are particularly salient in the Latin American context, where multiple distinct kinds of land disputes converge. This paper canvasses two familiar approaches to these questions: the Kantian autochthony view, and the Lockean efficiency view. The author applies an ecocritical perspective to the study of Javier Castellanos' 1988 monograph of Yojovi corn farmers' testimonies, El cultivo del maíz en Yojovi. The author's ecocritical lens establishes Yojovi rights to determine food sustainability practices and to determine land resource use. In particular, the author examines the conflicts between Yojovi knowledge of corn varieties and their cultivation and the pressure to alter their practices to adhere to genetically modified corn crop production.
