Twenty years after the UN General Assembly Special Session called on the international community to commit to a “drug-free world,” the world is anything but drug-free. Drug use has become an even more global problem. This chapter maps trends in the global consumption and production of illicit drugs since the 1990s. First, it explores the centrality of heroin, particularly in Afghanistan, which produces 90 percent of the world’s illicit opium, and traces heroin’s evolution in the United States, as diversified by pharmaceutical opioids and fentanyl. Second, it tracks the globalization of cocaine use, its new markets in Africa and Europe …

America’s post-George Floyd racial reckoning has brought a new focus on the country’s history of enslavement, segregation and systemic racism. However, this reckoning has often failed to recognize that the roots of systemic racism lie in the need of the wealthy planters in colonial Virginia to divide the African and English indentured servants who constituted a majority threatening to elite power. Nor do contemporary versions of U.S. history always account for the persistent reoccurrence of class-based interracial movements, such as the late 19^th century Populists, or their promise as a long-term solution to the country’s racial divides.

In the dark months after the defeat at Stalingrad in 1943, Joseph Goebbels, the Nazi Party’s strident, virulently anti-Semitic propaganda minister, wrote in his diary that he had “devoted exhaustive study to The Protocols of the Elders of Zion” despite the fact that some argued that “they were not suited to present-day propaganda.” After rereading them, he concluded that “we can use them very well,” since The Protocols were “as modern today as they were when published for the first time.” The same day, May 13, 1943, he met with Hitler, who told his propaganda minister that he thought they …

US officials often portray the Chinese government as having few, if any, ethical boundaries in its pursuit of power. This article argues China, like Western countries, has a rich tradition of constraining this pursuit that can impact the nation’s policies. With a focus on the relationship between ways of war and ethics of war, it relies on traditional and contemporary scholarship from both the East and the West to highlight differences in how each military views the practical and ethical aspects of war and how these views can interact. While propaganda and disinformation have been used to destabilize opposing forces throughout history, the US military remains unprepared for the way these methods have been adapted to the Internet era. This article explores the modern history of disinformation campaigns and the current state of US military readiness in the face of campaigns from near-peer competitors and proposes education as the best way to prepare US servicemembers to defend against such campaigns.

This article delivers a novel economic analysis of US dependence on China for rare-earth elements and sheds light on how Western nations may exploit the limitations of limit pricing to break China’s global monopoly in rare-earth element production and refinement. This analytical framework, supported by a comprehensive literature review, the application of microeconomic and industrial organization concepts, and two case-study scenarios, provides several policy recommendations to address the most important foreign policy challenge the United States has faced since the end of the Cold War.

The root cause for the defeat of the Armenian forces in the second Nagorno-Karabakh War was flawed military doctrine inherited from the Soviet Union. This article analyzes the major problems faced by Armenia, uncovers the main reasons for unsuccessful innovation, tests empirical findings against some of the most authoritative theories of the field, and outlines current research on the largest state-onstate warfighting of recent years, while substantiating the analysis with established scholarship in the field of military innovation.

This paper explores the emergence of and policies and practices underpinning ‘social enterprise’ in Britain: that is, the concept that businesses could provide social services and benefits while returning profits to those who have invested in them. This paper argues that, in Britain, the concept was massaged into existence and adopted as a business and policy model at a particular historical juncture, in the later 1990s and early 2000s. The process involved a careful interweaving of linguistic maneuvers with financial calculations both at the level of specific businesses and at that of political regimes. International debt has been a fixture of the global economy and state financing for centuries. The economic logic of accruing international debt and its management is rarely questioned in the literature, even as sovereign debt crises abound. These crises offer a point of examination, re-assessment, and negotiations concerning allocating the burdens. This paper aims to study these debt crises to interrogate the issue of international debt, the depoliticized economic mantras that govern it, their validity, sincerity, and the political and social implications on the indebted polity. The work is focused on the translation and analysis of Russian news articles in recent years which reflect on the Soviet-Afghan War of 1979-1989. Various sources offer lessons of the war, and the reflections carry criticisms of the Soviet failures in warfare and governance that created the present situation in Afghanistan, directly and with related consequences. Hawai’ian property laws in the 19^th century, while intended to provide for the transition of the islands to a European mode of commerce and allow for greater prosperity, weakened the power of Native Hawai`ian subjects and ultimately contributed to European planter power and the eventual annexation of the islands. Prior to European contact, land in the Kingdom of Hawai`i was communally owned and not treated as a tradable commodity. However, forced to settle foreign debts, the Hawai’ian government instituted land reform intended to raise money and maintain Hawai’ian sovereignty. In the late 1950’s to early 1960’s, the visual landscape of Algerian communities would have included walls plastered with various posters and pamphlets in both French and Arabic urging them to “talk,” or to enlist in the French Army, or to “say yes to France and Algeria,” or to say “Yes to Peace.” During the Algerian Revolution, a conflict of urban warfare, terrorism, torture, and no detectable enemy for the French to target, both sides recognized that the war would be won through political control of the population. Political scandal arose from almost the outset of President Warren G. Harding’s administration. The scandal included corruption in the Veterans’ Administration, in the Alien Property Custodian, but most importantly, in the executive branch’s oversight of the Navy’s ability to supply fuel to itself. The scandal reached the Court in three appeals arising from the transfer of naval petroleum management from the Department of the Navy to the Department of the Interior. Two of the appeals arose from President Coolidge’s decision to rescind oil leases to two companies that had funneled monies to the Secretary of the Interior. A third appeal …
