Lessons From A Forgotten Fuel: Assessing The Long History Of Alcohol Fuel Advocacy And Use In The United States, Jeffrey T. Manuel

Debates over biofuels, especially ethanol and biodiesel, in the twenty-first century rarely consider the long history of producing and consuming biofuels in the United States. This article assesses that long history of industrially produced biofuels in the United States. First, the article periodizes a century and a half of biofuels into six distinct eras: (1) the camphene era (1830s-1860s) when alcohol was used for illumination, (2) the early automobile era (1900-1920) when alcohol was pitted against gasoline in internal combustion engines, (3) the rural development era (1920s-1930s) when alcohol fuels were promoted to help struggling farmers, (4) the energy crisis …

This white paper documents the work of the American Congress Digital Archives Portal project to aggregate congressional archives into a single, online platform and make them more broadly available. Congressional archives document the democratic process; the development of public policy; and multiple narratives related to the country’s social, cultural, and political development. Work of the project included developing standards and best practices; creating governance structures for the one-year project and future phases; developing a web portal that meets user needs and adding archival content; determining digitization priorities via a research survey; conducting usability testing; and communicating and publicizing the project. …

In May 1970, the University of South Carolina's campus erupted. Students protesting the Vietnam War, police presence on campus, the shooting of student protestors at Kent State, and restrictive campus rules stormed campus buildings and faced off with National Guardsmen in the streets of Columbia. This thesis examines the political context and structures at USC in the late 1960s which enabled this explosive but short-lived period of the university's history. The paper examines the role President Carter played in forcing a boycott of the 1980 Moscow Olympic Games by drawing support from a politically charged public. The Cold War altered not only American perceptions of the U.S.S.R. but also the Olympic Games. While the games were meant to serve as an apolitical arena meant only to celebrate athletic achievement, both sides of the Cold War used the games for political statements in favor of their own systems. In the dark months after the defeat at Stalingrad in 1943, Joseph Goebbels, the Nazi Party’s strident, virulently anti-Semitic propaganda minister, wrote in his diary that he had “devoted exhaustive study to The Protocols of the Elders of Zion” despite the fact that some argued that “they were not suited to present-day propaganda.” After rereading them, he concluded that “we can use them very well,” since The Protocols were “as modern today as they were when published for the first time.” The same day, May 13, 1943, he met with Hitler, who told his propaganda minister that he thought they …

US officials often portray the Chinese government as having few, if any, ethical boundaries in its pursuit of power. This article argues China, like Western countries, has a rich tradition of constraining this pursuit that can impact the nation’s policies. With a focus on the relationship between ways of war and ethics of war, it relies on traditional and contemporary scholarship from both the East and the West to highlight differences in how each military views the practical and ethical aspects of war and how these views can interact. While propaganda and disinformation have been used to destabilize opposing forces throughout history, the US military remains unprepared for the way these methods have been adapted to the Internet era. This article explores the modern history of disinformation campaigns and the current state of US military readiness in the face of campaigns from near-peer competitors and proposes education as the best way to prepare US servicemembers to defend against such campaigns.

This article delivers a novel economic analysis of US dependence on China for rare-earth elements and sheds light on how Western nations may exploit the limitations of limit pricing to break China’s global monopoly in rare-earth element production and refinement. This analytical framework, supported by a comprehensive literature review, the application of microeconomic and industrial organization concepts, and two case-study scenarios, provides several policy recommendations to address the most important foreign policy challenge the United States has faced since the end of the Cold War.

The root cause for the defeat of the Armenian forces in the second Nagorno-Karabakh War was flawed military doctrine inherited from the Soviet Union. This article analyzes the major problems faced by Armenia, uncovers the main reasons for unsuccessful innovation, tests empirical findings against some of the most authoritative theories of the field, and outlines current research on the largest state-onstate warfighting of recent years, while substantiating the analysis with established scholarship in the field of military innovation.

Political scandal arose from almost the outset of President Warren G. Harding’s administration. The scandal included corruption in the Veterans’ Administration, in the Alien Property Custodian, but most importantly, in the executive branch’s oversight of the Navy’s ability to supply fuel to itself. The scandal reached the Court in three appeals arising from the transfer of naval petroleum management from the Department of the Navy to the Department of the Interior.
