The letter contains the text of the telegram, which states that Jennie Clark, a dairy farmer of Sterling ND, believes that her life and the lives of her family are in danger from Frances Elness who, working for John Elness, possesses a deadly weapon and has been using a hay meadow leased by Clark.

Langer asks that Welch investigate the matter and make sure the Clark is protected.
