Without knowing it, a professor of mine, Dr. Emma Lou Thornbrough, stimulated my interest in President Truman when she stated in a freshman history course that Harry S. Truman would go down in history as one of the greatest American Presidents if not the greatest because of his ingenuity in foreign policy. The exact purporse of this paper is to examine these programs.

In this rather apt description of Wendell Willkie, the 1940 Republican presidential nominee, two important characteristics of the man stand out: his personal traits and energy and his strength of conviction in fighting for the principles in which he believed. Willkie cannot be regarded a politician in the usual sense; he was a businessman who, because of his convictions, waged a personal war against Franklin Roosevelt and the New Deal - a war conducted outside the realm of partisan politics. There is a great gap in the history of American monetary politics between the years of Jackson’s “Bank War” and the lengthy debate over bonds, Greenbacks, and silver that occupied the energies of the nation after the Civil War. While these years w ere chaotic and produced little constructive monetary legislation, the money issue played an important role. This thesis deals with the military career and New Mexico governorship of Facundo Malgares. His career, from approximately 1800 to 1822, after Mexico had become independent of Spain, illustrated the operation of Spanish institutions during the last days of Spanish rule in the northern interior province of Mexico. Of special importance were problems associated with Spanish-Italian and Anglo-Spanish relations when the Indian was still powerful and the United States was beginning its westward expansion. Spanish land policy in New Mexico and its continued effect on individual holdings after United States possession was and continues to be important in New Mexico. …

Virginia, like the other states in our union, was without any set form of budget during its first century of existence. This was partly because there was no definite need for any governmental reform in this area until the twentieth century brought about an expansion of the powers and responsibilities of governments. The states relied on the general property tax for the bulk of their revenue and its return was relatively certain and constant. It enabled a legislature to accurately judge its yield and match this yield to what was needed by an easy adaptation of the rate of taxation. …

This inquiry began then, with an attempt to understand Jonathan Boucher, the Tory of Tories, the adversary of Locke and egalitarian principles, the spokesman for Filmer in America, and the divine rights advocate. The whole complex of Boucher's life has been examined, with particular emphasis on the pre-Revolutionary years of crisis in Virginia and Maryland between 1765 and 1775, together with the milieu of the two colonies, in order to discover what factors may have contributed to Boucher's High Tory role, if, indeed, he was a High Tory. The original intent of this paper was to examine some phase of the interrelationship of the Mexican, Indian, and United States' cultures in New Mexico during the two decades of Mexico administration. Research soon revealed that cultural conflicts only contributed their share to the problems which existed on this frontier. Identification of the problem areas narrowed the period of interest of the few years preceding the "bloodless conquest" of New Mexico by the United States. These years, roughly from 1840 to 1846, saw the culmination of a combination of circumstances over which New Mexican officials had little or no control. …

The scope of this study has been dictated by its methodology, which, in turn, has been determined by its aim. In order to formulate with precision a theory of political behavior for economic leaders of the mid-nineteenth century it is necessary to document the economic careers, ethnic origins, religious affiliations and family backgrounds of a carefully selected economic elite. What is obtained by the extensive documentation of over one-hundred and seventy-five individuals is the opportunity to study the relationship of these attributes to political affiliation. These are among the epithets which Thomas Jefferson applied to the clergy of the Protestant denominations and of the Roman Catholic Church as well. It was they who "perverted" the principles of Jesus "into an engine for enslaving mankind"; it was the Christian "priesthood" who had turned organized religion into a "mere contrivance to filch wealth and power" for themselves; they were the ones who throughout history had persecuted rational men for refusing to swallow "their impious heresies." In this thesis I have examined the attitudes on the Negro question of the members if the Indiana delegation to the Congress of the United States during the period 1861-1865. Two Congresses were is session during this period--the Thirty-seventh and the Thirty-eighth. The Globe and newspapers of the period have been my two primary sources of information. Every shade of opinion was expressed ranging from the utterances of so-called Abolitionist Republican George W. Julian, to the ultra-conservative sentiments voiced by Daniel Voorhees, Democrat.
