Those studying and analyzing Western Pacific strategic trends and develop- ments have access to multiple unclassified analyses of security trends in this region covering these waters and adjacent countries. These information resources are produced by military and government agencies from multiple countries, multinational public policy research institutions, popular and scholarly journals, and Internet resources featuring text, data, webcasts, and imagery. One of these resources is the U.S.–China Economic and Security Review Commission established in the 2001 National Defense Authorization Act. This study attempts to explore the multi-faceted challenges and hindrances brought upon the British East India Company by piracy in the Indian Ocean World. European and American pirates in the late seventeenth and early eighteenth centuries influenced economic, political, and social factors in the Indian Ocean. The Angrians in the eighteenth century did the same, constituting an indigenous piratical threat. These forms of piracy encouraged the British East India Company to gradually bolster military strength to mobilize against them. With their own built up strength, Royal navy support, local Mahratta allies, and internal-conflict within the Angres, the British East India …

The Hopes And The Realities Of Aviation In French Indochina, 1919-1940, Gregory Charles Seltzer

My dissertation examines how and why the French employed aviation in the five constituent parts of French Indochina (Annam, Cambodia, Cochinchina, Laos, and Tonkin) during the interwar period of the 1920s and 1930s. I argue that the French, believing that the modern technology of powered flight possessed seemingly endless potential, saw aviation as a vehicle for extending, consolidating, developing, and protecting their interests both within the colony and around Southeast and East Asia. Aircraft, whether civil or military, were viewed and used as a multi-purpose tool of empire. Indeed, planes were employed for a variety of tasks in Indochina: transportation …

Park Chung-Hee is a divisive figure. For some he is a saint that rescued his country from the brink of collapse and helped it rise into modernity. For others he is a devil, an iron-fisted dictator who cared more about his own power than his people. Both of these are politically slanted myths promoted as part of a corresponding political agenda. But even politically neutral writings on Park unwittingly conduct a mythmaking of their own. Gust has rendered an important service to scholarship by reviving for the first time in English the voices of the German diplomats and their informants who became eyewitnesses to one of the first genocides of the twentieth century. Almost all of the German observers, be they diplomats or missionaries from the period, agreed on the fact that what happened to the Armenians was an act of genocide. This has also been reflected in 2016 presidential campaign debate on the SCS as an emerging area of U.S. foreign and national security policy concern. The late Meiji period (1868-1912) witnessed the birth of various forms of “progressive” and “radical” Buddhism both within and beyond traditional Japanese Buddhist institutions. This paper examines several historical precedents for “Buddhist revolution” in East Asian—and particularly Japanese—peasant rebellions of the early modern period. I argue that these rebellions, or at least the received narratives of such, provided significant “root paradigms” for the thought and practice of early Buddhist socialists and radical Buddhists of early twentieth century Japan. Even if these narratives ended in “failure”—as, indeed, they often did—they can be understood as examples of what James White calls “expressionistic …

Observing Chinese foreign policy means looking through a clouded lens. A foggy image can be made out, yet specific details are left undefined. The Chinese reaction to the 1990s First Gulf War is a case in point. The perspective is opaque, yet we can still gather an understanding of important changes in China’s policies. The author provides insights not only into China’s foreign and military policy but also on Chinese-Arab relations. There is no one, single answer to the question: What is or are ‘Buddhist politics’? Rather than seek general historical trends or broad tendencies, in this chapter I explore the meaning and implications of the modern, Western conception of ‘politics’ as understood in relation to key features of Buddhist doctrine. In particular, I pose the question of whether we might fruitfully conceive at least certain interpretations of Buddhism—or perhaps, of Dharma—as politics, rather than ‘religion’ or ‘philosophy.’ I argue that twentieth century progressive Buddhists Seno’o Girō (1889–1961) and B. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

Numerous U.S. government agencies are involved in developing and implementing U.S. policy toward Korean Peninsula events, trends, and developments. Those studying U.S. government policies toward this region need to pay particular attention to the role played by U.S. Congressional committees in this policymaking. Congressional committees are responsible for approving new legislation, revising existing legislation, funding U.S. government programs and conducting oversight of these programs. "While prior scholarship on Japanese American Internment during World War II has been prolific, few have researched the role the natural environment played within the camps and the impact it had on the internees. Some scholars have supposed that the environment was chiefly a negative influence, like Connie Chiang, but few have studied the resourceful accomplishments of the internees in designing and cultivating gardens that reflected both their ancestral identity and contemporary American sensibility. By 1879 the Shanghai Jesuit, Li Wenyu, SJ, 李問漁 (1840-1911) had distinguished himself as one of Shanghai’s leading writers and editors; he had established both Yiwenlu, 益聞錄 Shanghai’s third newspaper, and the Gezhixinbao, 格致新報 the area’s most popular scientific journal. Less famous, though habitually consulted by historians of China’s turbulent Boxer era (1898-1900), was his protracted and hagiographic narrative of Boxer violence, the Quanhuoji 拳禍記. Li’s meticulous collection of witness testimonies and documentary materials recounting Boxer incidents remains an often-cited source in present historical research; this paper examines the historical reliability of his Quanhuoji, first published in 1905. This research explores the federalist elements in the mandala (a graphic art pattern in Southeast Asia) and political charisma to discuss their constructive roles as traditional Indonesian political culture in federalizing Indonesia. Since August 17, 1945 when Sukarno declared the independence of the country in Jakarta, the newly–born Indonesia was also finalized as a centralized presidential republic. Dreamcatcher From Mao’s Last Revolution is a filmmaking venture into creative social documentary production undertaken by this filmmaker as his own experimental departure from narrative feature film production and the fiction genre. This thesis report not only describes aspects of this film production that are specific to the methodology of documentary film production, but also describes the film’s cinematic expression of memory and the filmmaker’s telling of the story. Some cinematic and conceptual aspects of the story are related to the film’s influences, specifically to those theoretical concepts and techniques employed by documentary filmmaker, Werner Herzog.

Despite Americans’ awareness of Vietnam in the context of America’s crusade against communism, little attention is paid to Ho Chi Minh as a national revolutionary in the creation of an independent Vietnam. This paper addresses Ho Chi Minh’s tactics for inciting a revolutionary spirit in the Vietnamese people, particularly his blending of communism and nationalism. Although Ho was characterized as a fervent communist in the West, an examination of his strategies reveals a man who recognized the need to diversify his platform.
