In October 1999 “the second Chechen war” broke out. In December the Russian federal army started an operation to take control of Grozny. During the confrontation between the Federal forces and the Chechen separatists, serious human rights violations occurred. Several cases concerning violations of fundamental rights, in and around the city, have been brought before the European Court of Human Rights against Russia. The lawsuits concerned in particular physical integrity issues. Starting in June 1950, the Korean War marked the beginning of a new era of warfare. The first limited war to take place in the nuclear age amid increasing Cold War tensions, Korea raised numerous questions of how the U.S. would interact with the Soviet Union in the new international climate. In this climate, both sides strove to maintain the world's balance of power. Small shifts in that balance, such as in Korea, assumed great importance, forcing the U.S. to act in areas not previously considered vital.

The history of warfare is replete with episodes chronicling the struggle between developing tactics with technological advances. From the bow to the smoothbore musket, military leaders have always been forced to alter their tactics in order to take advantage of technological advances. During the American Civil War the Union cavalry was able to achieve great heights by wedding their tactics to the advanced firearms their troopers carried. Realizing the potential of breech-loading and repeating firearms the Union cavalry, from 1861-1865, developed a flexible set of tactics that took advantage of those modern weapons. The Shenandoah Valley of Virginia was critical to the Confederacy, not only for its strategic importance, but also as a supplier of food and manpower. Due to its agricultural productivity, the area was known early on as the "Breadbasket of the Confederacy." Additionally, many of the units formed from this area were considered among the elite of General Robert E. Lee's Army of Northern Virginia and included the famed "Stonewall Brigade." Thus, it has long been assumed that the great majority of the Valley's white residents strongly supported the Confederate cause.

John Charles Wills left the fullest account of what happened at and around the Globe Inn in the borough of Gettysburg during the Battle. In July of 1910, the Gettysburg Compiler interviewed Wills and printed a short story of his observations and experience during the Gettysburg Campaign entitled, "Battle Days at Globe Inn." In September of 1915, Wills once again shared his memories of the Battle of Gettysburg, this time in greater length. On April 10, 1850, a sixteen year-old from Xenia, Ohio named Samuel Sexton copied a stanza of Epes Sargent’s poem, “A Life on the Ocean Wave,” into his notebook:

A life on the ocean wave! A home on the rolling deep!

Where the scattered waters rave, and the winds their revels keep!

Like an eagle caged I pine, on this dull unchanging shore.
