Peru’s national health program Programa de Salud Reproductiva y Planificación Familiar (PSRPF) aimed to uphold women’s reproductive rights and address the scarcity in maternity related services. Despite these objectives, during PSRPF’s implementation the respect for women’s rights were undermined with the forced sterilization of women predominantly of indigenous, poor, and rural backgrounds. This study considers the forced sterilization of indigenous women as a genocide. Making the case for genocide has not been done previously with this particular case. Using the normative markers of the Genocide Convention, this study categorically sets forced sterilization victims from the state-led-policy as victims of genocide, …

The purpose of this applied project is to uncover and interrupt the silencing of memories through the production of public narratives, specifically, the documentation of heritage of members of an indigenous and Afro-descendant community in Waspán, Nicaragua. The project is informed by interviews with seven women ex-combatants in the Contra War (1980-1990). Oral histories, transcribed interviews, and field notes are the source for the content of a book of heritage stories that I produced as one output about the former combatants utilizing their own words. The history between the Mapuche and Chilean state is long and complex. Since 2000, the conflict between the state and Mapuche has periodically drawn wider public attention as well as public demands for change. In this thesis, I look to examine how the Chilean state has reacted to the demands of the Mapuche since 2000. Mapuche activists have protested violently and peacefully against state policy that has left many rural Mapuche impoverished and landless. This research attempts to understand the evolving relationship between China, the United States, and Latin America. Specifically, it explores China’s rapid rise as a formidable geopolitical power, the United States’ mixed response to that rise, and efforts by two Latin American countries, Ecuador and Argentina, to avoid exploitation by both China and the United States—and, indeed, to even benefit from this mutating relationship. In all cases, historically constructed ideas and strategic interests shape relations among these various actors. Accordingly, this research lays out the historical sources for each of these powers’ central ideas. Then, it connects those ideas to the …

Before, during, and after the Costa Rican Revolution of 1948 and the Costa Rica-Nicaragua Crisis of 1948-1949, the Truman Administration maintained a posture of strict neutrality and helped to isolate, and bring a quick end to, both conflicts. This thesis attempts to revise the historiography of the Costa Rican Revolution by challenging the common view that the United States inaugurated the Cold War in Latin America by facilitating the overthrow of the communist-supported government in Costa Rica. Chile has long been recognized in Latin America as an island of political and economic stability, but in October of 2019, a student-led mass evasion of the Santiago metro sparked what has since been coined the ‘estallido social,’ or ‘social explosion.’ Protestors across the country representing a wide range of social movements are demanding myriad reforms to what they deem a broken neoliberal system rooted in policies created during Pinochet’s dictatorship. A semi-autoethnographic piece that uses a radical transfeminist lens to interrogate hegemonic systems of gender and race in the Dominican Republic through the violence that Trans and Gender Nonconforming people face. While focusing on trans violence, this thesis explicitly turns its gaze away from Trans/Gender Nonconforming people and interrogates the state, cisnormativity, and gender conformity. This thesis explores how acoso visual (visual accosting) is a historically informed process that works to border trans/gender nonconformity out of the idea of Dominicanidad. Marielle Franco was a Black, Brazilian activist (1979-2018) who rose from the favelas (poor areas) of Rio de Janeiro to be elected as a councilwoman in Rio's election of 2016. Franco was known for exposing the violence waged in the favelas by Brazil's military and police under the "pretense of maintaining law and order," as well as how the militia wields power over those who live in the favelas. This dissertation illuminates how the experience of growing up during the Chilean dictatorship (1973–1990) affected the individual's sense of self as citizen and the impact on their sense of democratic agency, civic-mindedness, and political engagement in their country's current democracy. To understand that impact, the researcher chose to study her own generation, the “Pinochet-era” generation (Cummings, 2015) and interviewed those who were part of the Chilean middle class, who despite not being explicit victims of perpetrators, were raised in dictatorship and surrounded by abuse of state power including repression, disappearance, and imprisonment. Este ensayo investiga las respuestas colectivas al trabajo de las Abuelas de Plaza de Mayo en la Argentina. Las Abuelas son un grupo de mujeres con hijos y nietos que fueron desaparecidos sistemáticamente junto con 30.000 personas durante la última dictadura cívicomilitar de 1976 a 1983. En 1977, las Abuelas de Plaza de Mayo se juntaron para encontrar a sus nietos y nietas, muchos de los cuales habían sido entregados a familias cercanas a la dictadura.
