The meeting at Argentina, Newfoundland, between Prime Minister Winston Churchill and President Franklin D. Roosevelt in August 1941 was the first "summit" conference of the Second World War. It set the stage for the United States' entry into the war on the side of Great Britain and produced the Atlantic Charter, the noble statement of Western war aims. This study describes how the Nazi threat to England and the Atlantic brought the two democracies together into a de facto alliance before the United States formally entered the war. Its central theme is the "strategy of provocation" whereby President Roosevelt, certain …

Contracts In Conflict: Perestroika And The Decline Of Soviet Legitimacy, Karl Glenn Hokenmaier

Gorbachev's perception of the Soviet Union's socio-economic crisis and his subsequent actions to correct the economy and reform the political system were linked with attempts to renegotiate the social contract between the state and the Soviet people. However, reformulation of the social contract was incompatible with the conditions of a second arrangement between the leadership and the nomenklatura--the Soviet ruling class. The failure of Gorbachev's reforms and the decline of Soviet legitimacy were linked to the irreconcilability of the nomenklatura's "political contract" and the social contract.

From 1917 to 1933, the United States did not recognize the Union of Soviet Socialist Republics. In 1920 the United States established conditions for recognition. First, the Soviet Union had to pay all debts owed to the United States government and its citizens by previous Russian and Soviet governments. In addition, all propaganda and subversive activities sponsored by the Soviet Union in the United States had to cease. During this period, the Division of Eastern European Affairs (DEEA) studied and collected data about the Soviet Union from its main "outpost" at the United States Mission in Riga, Latvia. From 1871 to 1914, Germany experienced its first taste of world power and the failure of controlling and retaining that power. German power after 1871 had sought only a dominance of continental politics and a maintenance of a status quo in Europe favorable to Germany. Following 1890, however, the German course deviated to include a vision of world power. German foreign policy until 1890 was based on two things: hegemonic control of the heart of Europe and the force of will of one man, Otto von Bismarck. France and the United States stand out as two major pioneer countries in the development of nuclear science. It was logical for France to join the nuclear club. But due to the extended responsibilities such an option implies, a lengthy difference of opinion developed between France and the United States. The former asserted its rights and its worldwide influence heedless of the decolonization process. The latter, heavily committed to the Western defense and its global interests, opposed the development of a strike force that it could not control. (First paragraph) In recent years the study of military intelligence, particularly when viewed from a historical context, has acquired new significance. As military historians attempt to find a correlation between wartime events and the intelligence activities supporting those events, many serious works in this field have emerged. Some accounts of World War II military intelligence deal with the subject in terms of its benefits to the field commander. Others take a more extreme view and argue that major wartime successes resulted more from good intelligence than from good leadership.

British Foreign Policy And The Crimean War A Study In Uncoordinated Diplomacy, Ronald W. Kennedy

This thesis is an examination of British Crimean War diplomacy. Under analysis is the pre-war era (1844-1853) and the war years (1854-1856). Intense diplomatic negotiations were in progress during most of the period immediately preceding and during the Crimean War. The diplomatic efforts to avoid war as well as negotiations to resolve the conflict were protracted and extremely complex.

This study is designed to examine British policy by focusing on what often characterized British efforts prior to, and during, the Crimean War: uncoordinated diplomacy. Although the British clearly wanted to avoid this war and to hasten its conclusion once fighting …

This thesis discusses the American and West German reaction to the Soviet note of March 10, 1952. In this so-called Stalin Note the Soviet dictator proposed the reunification of Germany on terms of neutrality and acceptance of the Oder and Neisse rivers as the German-Polish border. By launching his proposal Stalin sought to prevent the integration of the Federal Republic of Germany (FRG) into the Western alliance system.

Germany's annexation of Austria in March 1938 was the cumulation of almost twenty years of Austrian dissatisfaction with the Treaty of Saint Germain, the lack of consistent political and economic support by the western democracies and the international instability of the 1930s. All these factors worked in favor of pro-Anschluss Germans and Austrians and to the handicap of the allies. Once Adolf Hitler came to power, he drastically changed German policy toward Austria. Anschluss had special significance for Hitler and his decision to abandon an evolutionary revision of Austria's political status to one of radical expansionism and annexation proved fatal …

The Soviet Union attacked- and defeated Japanese forces in Northeast Asia in the final days of the Second World War, and 2,100,000 Japanese soldiers and civilians suddenly fell into the hands of the Red Army. This thesis examines the experiences of Japanese in Soviet custody, efforts to obtain their release, and their eventual return to Japan. Repatriation of civilians from Soviet-controlled areas was slow, and military personnel were taken to the USSR for use as forced labor for several years. The Soviets conducted an intensive Marxist-Leninist indoctrination program for prisoners of war, and a professed acceptance of communism was a …

In 1973, the Ulster Unionist Party fragmented after fifty years as the dominant party within Northern Ireland. However, this fragmentation did not simply occur in reaction to the events of the 1960's and early 1970's. It was a long ongoing process that can be traced back to the 1940's and 1950's.

The purpose of this research is to trace the mainstream of German and related geopolitical philosophy and the various aspects that influenced the philosophy from 1800 to 1945. Two themes evolved: Political Geography and Nationalism. Along with economic considerations, these themes were fused into Geopolitik by Karl Haushofer and his followers in Germany following the end of World War I.

The thesis focuses on Germany's Mexican policies from 1911 to 1917, with particular attention given to the connection of these policies to political relations between the United States and Germany and between the United States and Mexico. The paper also attempts to place German activities in Mexico within the context of Germany's desire to promote its political and economic interests on a worldwide scale. Although some unpublished sources were consulted, the account relies mostly on published documents, memoirs, and secondary sources for its factual basis.

The purpose of this thesis is to discuss the foreign policy inter-action between Britain and Germany from January, 1933 to June, 1936, and to analyse British action, reaction and aims in foreign policy during that time.

In Chapter I, I deal with three broad ideas by way of introduction. First, there is an analysis of those groups which are acting and reacting in the sphere of foreign policy.
