It is necessary and desirable for Armenia to retain close relations with Russia in both the short and long term. However, recent concessions to Russia for good relations in the short term may have potentially harmful repercussions for Armenia in the future. These concessions have in part resulted in the Russian dominance in the economic sector, over-dependence on Russia for Armenia’s energy needs, and the perpetuation of Armenian submissiveness to Russian interests. Armenia should, therefore, maintain good relations with Russia while simultaneously securing long-term paths that focus on actual strategic partnership and not dependence. Entering the White House in 1963, Lyndon B. Johnson pursued a policy of "bridge building" to Eastern Europe, finding agreement on small issues of economics and foreign relations in order to decrease tension between East and West. Johnson targeted Romania as the show case for bridge building because of its growing autonomy from the Soviet Union. Romania's policies of rapid industrialization and foreign policy independence offered potent possibilities. However, Johnson's bridge building faced many difficulties. His administration pursued a dual Cold War policy: he fought communist belligerency in Vietnam while affirming the positive behavior of Eastern European satellites. Despite the …

Evaluating the foreign policies of presidents while they are in office or shortly after their tenure ends can sometimes lead to conclusions that prove to be unsound in the future. The case of Harry Truman exemplifies this. When he left office in 1952 his approval rating was in the 20 percentile range. Yet, he set the tone and direction of United States foreign policy that led eventually to the successful conclusion of the Cold War. The Europeans were the first ones to establish Consuls at Jerusalem. They used their consular offices to establish permanence and extend their influence in the region. Under the guise of citizen and religious protection they extended their power and influence in the Ottoman territory. The United States established its consulate in Jerusalem in 1853. In comparison with the European consuls the American Service was-new, inexperienced, and lacking professionalism. This American outpost was plagued with complexities that were distinct to the office at Jerusalem. The consul reports from 1856-1896 reflect the mission and difficulties faced at this seemingly remote outpost.

American foreign policy often undergoes alteration as presidential administrations change. After World War II president Harry S. Truman and President Dwight D. Eisenhower both implemented a foreign policy aimed at containing the Soviet Union, but the philosophical underpinnings of their foreign policies differed greatly. While the demands of partisan and international politics account for some of this difference, the impact on foreign policy of the two men's personalities deserves attention and investigation. The meeting at Argentina, Newfoundland, between Prime Minister Winston Churchill and President Franklin D. Roosevelt in August 1941 was the first "summit" conference of the Second World War. It set the stage for the United States' entry into the war on the side of Great Britain and produced the Atlantic Charter, the noble statement of Western war aims. This study describes how the Nazi threat to England and the Atlantic brought the two democracies together into a de facto alliance before the United States formally entered the war. The US-Soviet arms race entered a new stage in the late 1970s and early 1980s which created a revolution in military-technological affairs including new weapons systems possessing revolutionary levels of sophistication. The rapid development and acquisition of these weapons systems by the United States created pressure on the Soviet Union to continue the economically debilitating arms race. By 1985, in the midst of this military-technical revolution, Mikhail S. Gorbachev began his reform of Soviet system, including Soviet military doctrine, creating pressure on the Soviet military. From 1917 to 1933, the United States did not recognize the Union of Soviet Socialist Republics. In 1920 the United States established conditions for recognition. First, the Soviet Union had to pay all debts owed to the United States government and its citizens by previous Russian and Soviet governments. In addition, all propaganda and subversive activities sponsored by the Soviet Union in the United States had to cease. During this period, the Division of Eastern European Affairs (DEEA) studied and collected data about the Soviet Union from its main "outpost" at the United States Mission in Riga, Latvia. This thesis examines the purpose of U.S. military aid in the American Republics from 1951 through 1961 and proves that concern for internal security became dominant during that period. At first military aid supported hemispheric defense against communist aggression, which Washington orchestrated through mutual defense agreements, but by 1953 maintenance of internal security emerged as the major aim of aid to several Central American nations. In 1956 the National Security Council determined that internal security was a vital goal of the military aid program for Latin America. As head of the Policy Planning Staff of the Department of State, George F. Kennan had the opportunity to implement aspects of the containment policy which he had helped to create. In 1947, Japan became vital to United States national security interests in Asia but was threatened by Communist infiltration because of an unstable political and economic situation promulgated by the initial post-surrender policy immediately after the war. This thesis examines United States policy towards Israel from 1948 to 1952 to determine the extent to which the support given to Israel during the Truman administration reflected the major United States policy goal in the Middle East, the containment of the Soviet Union.
Sources used in this thesis include: archival material; printed collections of documents; memoirs; and secondary sources.

This thesis discusses the American and West German reaction to the Soviet note of March 10, 1952. In this so-called Stalin Note the Soviet dictator proposed the reunification of Germany on terms of neutrality and acceptance of the Oder and Neisse rivers as the German-Polish border. By launching his proposal Stalin sought to prevent the integration of the Federal Republic of Germany (FRG) into the Western alliance system.

Germany's annexation of Austria in March 1938 was the cumulation of almost twenty years of Austrian dissatisfaction with the Treaty of Saint Germain, the lack of consistent political and economic support by the western democracies and the international instability of the 1930s. All these factors worked in favor of pro-Anschluss Germans and Austrians and to the handicap of the allies. Once Adolf Hitler came to power, he drastically changed German policy toward Austria. William Jennings Bryan (1860-1925) was Secretary of State for the first two years of the administration of Woodrow Wilson, from 1913 to 1915. During that time he sought to implement his views of diplomacy which were based upon his political and religious beliefs. The seizure and subsequent war over the Suez Canal in 1956 is the major theme of this work. The effects on the international situation and world events are analyzed. The major participants, Great Britain under Prime Minister Sir Anthony Eden, France under Premier Guy Mollet, Israel under Prime Minister David Ben-Gurion, and Egypt under President Gamal Nasser, are developed from their personal aspirations and goals surrounding their actions.

The purpose of this thesis is to discuss the foreign policy inter-action between Britain and Germany from January, 1933 to June, 1936, and to analyse British action, reaction and aims in foreign policy during that time.
In Chapter I, I deal with three broad ideas by way of introduction. First, there is an analysis of those groups which are acting and reacting in the sphere of foreign policy. This study analyzes United States foreign policy toward Communist China in the transitional period since 1966, based on the American China experts' writings in journals dealing with international affairs and their views expressed in Congressional hearings. The contents explain the changing of American policy toward China from "containment without isolation" toward a rapprochement with Peking and progress toward normalization. The achievement of normalization has been a basic policy goal of the United States and has received bipartisan support, but the formula to accomplish normalization still remains obscure, due mainly to the settlement of the "Taiwan question."
